The amendment, dated December 30th, 2024, addresses questions submitted prior to the bid deadline of January 8th, 2025 at 12:30 P.M. CT. The amendment clarifies that all bid responses must be submitted electronically through the State Procurement Office Online system (SPO Online), with no physical submissions or email submissions accepted. PDF-formatted documents with signatures are acceptable.

The amendment clarifies that physical attendance at the Bid Response Opening is not required, and bidders will be contacted if the review committee has any clarifying questions. Two questions regarding EWTC (Enhanced Well Control Training Course) specifications about cased hole operations and BOP requirements were addressed with the response that nothing is required for EWTC. The document maintains its original specifications without any necessary amendments to the original solicitation.

SOLICITATION AMENDMENT #1

December 30th, 2024

Solicitation Number: WSC-2025-001 Title: Well Control Simulator Deadline for Receipt of Bids: January 8th, 2025, 12:30 P.M., CT Solicitation Issued: December 6th, 2024

Solicitation Number WSC-2025-001 established a Deadline for Submission of Questions and Requests for Clarification. The responses, including any necessary amendments, are as follows:

1. Question: Under section 1 Bidders Checklist it is written in a way that we could believe that we should deliver the Response in physical package to your address. Further under section 1.5 “No email of course”. However, it clearly states we shall submit response through the SPO Online. Further under section 1.15 it is referred to “packaging” as if the response it should be delivered on paper securely packed. The question is: Is it sufficient to deliver through SPO Online with the necessary number of files (max 5)?

Response: As stated in Section 1 Bidders Instructions Bullet point #5 titled Submission Instructions under “Upload Response Through the State Procurement Online System (SPO Online)” Bidders must electronically submit Bid responses through the State Procurement Office Online system (SPO Online). Only electronic submissions through the SPO Online system are accepted and required. Bids cannot be accepted via email or delivered in person.

No amendment necessary.

2. Question: With regard to signature, we will sign and send you PDF signed by the legal representative of the company. PDF with signatures are ok?

Response: Yes, we will accept a PDF formatted document with signatures.

3. Question: We have indicated that we would like to attend the Bid Response Opening on the 8th of January at your site. Our representative Shennon Shen (CFO) has indicated his presence. Assuming the SPO Online only Response, is it required to be present at that day? If it is required for physical package of sealed bid, we will of course be present.

(In the IFB it is used the expression sealed bid)

Response: It is absolutely not required for any bidder to have a physical presence at the Bid Response Opening meeting or during any part of the bidding process. If the bid review committee has any clarifying questions after the Bid Response Opening meeting they will contact the bidder for further discussion.

4. Question: The minimum requirement under Section 5, Required Specifications: 3. C.:

“Cased Hole” Our simulator has casing setting and cementing operations. In your link under “EWTC – Secure well Control training course” it is referred to P&A in a Cased Hole” We have attached some images and a short video for your information and want you to confirm this functionality as sufficient.

Response: We do not require anything for EWTC.

5. Question: Our workover operation is based on using a service BOP. Are there any other operational requirements in the training program beyond using BOP?

Response: We do not require anything for EWTC.

Questions regarding this amendment must be submitted in writing to the Procurement Officer.
