About this file

The document is a Solicitation Amendment 1 issued by the North Dakota Department of Health and Human Services' Life Skills and Transition Center (LSTC) for Invitation for Bid (IFB) 325-25-990-012, a Powerhouse Water Treatment Program. The solicitation seeks a contractor to provide comprehensive chemical treatments for boiler and cooling water systems, utilizing existing liquid chemical feed systems, piping, and testing equipment. Key procurement details include a bid response deadline of April 11, 2025, at 12:00pm CT, with the contract initially covering a two-year period from July 1, 2025, through June 30, 2027, and options for two additional 24-month renewals. The amendment includes revisions to multiple sections of the original bid documents, clarifies requirements for chemical treatments, and addresses specific bidder questions regarding non-oxidizing biocides, pH boosters, and reverse osmosis system chemicals.

The contract involves water treatment services for a facility operating two boilers and two cooling towers on a 24/7 basis, with an average annual steam production of 43,800,000 lbs/stm. The successful bidder must maintain a laboratory with specific analytical equipment and provide services based on an average daily steam flow of 120,000 lbs/stm and 2,000 gallons of make-up water. The current incumbent vendor is NALCO, and while no specific vendor set-asides are mentioned, bidders must demonstrate technical expertise in water treatment chemistry and operational capabilities. The procurement will award the contract to the lowest-cost bidder meeting all technical specifications, with evaluation focused on comprehensive water treatment capabilities and adherence to detailed technical requirements.
