About this file
This document is a solicitation amendment from the Washington State Department of Enterprise Services (DES) for a statewide master contract for the as-needed purchase or rental of specialty and industrial gases. The solicitation is for Invitation for Bid (IFB) 04015, which covers products such as acetylene, argon, carbon dioxide, helium, hydrogen, nitrogen, and oxygen in various grades and container sizes. The amendment provides clarifications and updates to the technical specifications and price worksheets. The contract will be available for use by all Washington state agencies and authorized parties to the Master Contracts Usage Agreement, including institutions of higher education, cities and counties, other political subdivisions or special districts, and nonprofit corporations. Bids are due by the original bid due date.
The price worksheets detail the unit pricing and extended costs for over 60 gas products across two categories, as well as monthly rental and service fees, and replacement costs for non-disposable components. Pricing must be submitted for each of the eight defined geographical regions in the state. The contract term is not specified, but may include renewal options.

RESPONSE TO VENDOR QUESTIONS:
1. VENDOR QUESTION: Who are the mandated users of this contract?
RESPONSE: IFB Section 1.3 This contract will be available for use by all Washington state agencies and authorized parties to the Master Contracts Usage Agreement (MCUA), including institutions of higher education, cities and counties, other political subdivisions or special districts, and nonprofit corporations. Their orders are subject to the same contract terms, conditions, and pricing as state agencies.
2. VENDOR QUESTION: Will the categories be explained in the contract and can you ensure this happens?
RESPONSE: The categories are explained in Section 1.2, 4.3, and also in Appendices B and C (new versions attached below).
3. VENDOR QUESTION: Can you take out # 13 “Micro Bulk Argon” out of the eastern half of the state…on the contract? Although it is found that Bellingham Technical uses it for welding.
RESPONSE: At this time, we will leave it in and once we award we will look at options for eastern Washington if isn’t attainable.
4. VENDOR QUESTION: On the pricing, can we move the decimals out to (3) digits?
RESPONSE: No, we would prefer to leave it at 2 decimals out.
5. VENDOR QUESTION: Can you clarify “Inside delivery” on the contract? Many vendors will charge fees for going into the building in relationship to going inside the building with tanks.
RESPONSE: Yes, the definition will be added to Appendix G: Standard Definitions (new version attached below).
6. VENDOR QUESTION: Can you check with Chuck Shaw for Technical Protocol on Category B?
RESPONSE: We did receive some information from DOT and that information has been added to the top of Appendix C: Technical Specifications, under 147.60 Compressed Gases (new version attached below).
NOTE: Bidders are encouraged to continue checking WEBS for other amendments.
