About this file

This is an Amendment #1 Questions and Answers document for a grease tank pumping solicitation (12318726Q0210). The document addresses 29 questions submitted by potential offerors regarding the scope, site conditions, and contract requirements for quarterly pumping services at a 2,000-gallon grease tank located at Angell Dining Hall.

Service Requirements and Site Conditions: The contractor must perform quarterly pumping and removal of grease waste from the concrete tank, which is accessible at approximately 30 feet from a road where pump trucks may park. Tank lids are exposed at grade level. The scope is limited to pumping/removal only; interior cleaning is not required. The contractor must add two 50-pound bags of standard hydrated lime during each quarterly service and is responsible for furnishing all materials, supplies, and equipment. The center does not provide on-site water or utility access, requiring contractors to be fully self-sufficient. Site access is available during business hours (0730-1600, Monday-Friday, excluding federal holidays) with no special PIV/LincPass enrollment needed. Contractors may conduct site visits by notifying the contracting officer.

Waste Disposal, Scheduling, and Contractor Responsibilities: Contractors must handle off-site transport and disposal of all grease and waste, complying with all applicable state and disposal site requirements at their chosen licensed facility. The center does not require disposal manifests, receipts, or other post-service documentation for invoice submission via IPP/WAWF. Contractors must schedule quarterly pumping evenly throughout the year but may set specific dates within each quarter. The incumbent contractor is Best Pots, Inc. (PO 1282A723C0051, valued at $27,000.00). The scope of work remains unchanged from the previous contract. FAR 52.222-41 (Service Contract Labor Standards) applies, with Wage Determination No. 2015-5575 (Revision 32, effective 8/22/2026). The government does business with the prime contractor, which remains responsible for all invoicing and service delivery regardless of any teaming arrangements with subcontractors.

Amendment #1 Questions and Answers Grease Tank Pumping Solicitation12318726Q0210

1) Should pricing include off-site transport and disposal of all grease and waste removed from the 2,000-gallon tank? If so, are disposal manifests or tickets required after each service?

The center does not require disposal manifests after servicing. It is the successful contractor’s responsibility to remove the waste from the center premise and comply with all state and disposal site document requirements wherever they decide to legally dispose of it.

2) Will contractor personnel performing the quarterly pumping need PIV/LincPass enrollment, or will another form of site access be used for these service visits? No lincPass or other site access pass is needed. The center and tank site are accessible during business hours of 0730-1600, Monday through Friday, excluding federal holidays.

3) Can you provide any additional information on access to the grease tank, such as whether the lids are exposed at grade and approximately how close a pump truck can get to the tank? Tank lids are exposed and accessible. The tank location is approximately 30 feet from a road which the contractor can park during the pumping process.

4) Site Access and Pumping Distance: Could the Government provide details on the physical access conditions and the estimated hose run distance from the designated vehicle parking area to the 2,000-gallon underground grease trap at the Angell Dining Hall? The tank location is approximately 30 feet from a road which the contractor can park during the pumping process.

5) Government-Furnished Utilities: Will on-site water access and a washdown connection be available near the grease trap for the contractor to flush and clean the tank interior during quarterly service events? No water access or washdown connection is available.

6) Lime Treatment Protocol: The Statement of Requirement specifies adding two 50 lb. bags of lime during each quarterly pump-out. Could the Government clarify if there is a preferred application protocol (e.g., direct dry application into the emptied trap versus a pre-mixed liquid slurry)? The current method is direct dry application of the lime.

7) Prime/Subcontractor Licensing Alignment: Please confirm that a Prime contractor managing administrative oversight, quality control, and invoicing may fulfill on-site extraction and transport operations utilizing a fully vetted local subcontractor holding valid Oregon DEQ septage hauler credentials. The government will be doing business with the prime contractor. Teaming arrangement business is between the two parties. Services/Payments are required of the contractor that responds to the solicitation, receive the award, and same said contractor to submit invoicing to the government.

8) Invoicing and Performance Verification: What specific post-service documentation (such as state-certified waste disposal manifests, tipping receipts, or signed facility tickets) is required to accompany quarterly invoices submitted via IPP/WAWF for payment approval? The center does not require disposal manifests when submitting the invoice in IPP. It is the successful contractor’s responsibility to remove the waste from the center premise and comply with all state and disposal site documentation requirements.

9) Who is the incumbent? Best Pots, Inc. If there is an incumbent, could you please provide us with the Purchase Order number and the total value? 1282A723C0051, $27,000.00

10) Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information? No.

11) Could you please clarify whether the use of lime in this context is acceptable, given that lime is known to be highly corrosive to aluminum? Pumping partners have expressed concerns that adding 100 lbs of lime per quarter could cause severe long-term degradation to the interceptor itself, as well as significant damage to the specialized aluminum tanks on the vacuum trucks servicing the site. Would you confirm if this risk has been evaluated and whether lime application is permitted under current maintenance or compliance standards?

The past practice since facility construction in 2008 has been to add lime quarterly after pumping.

12) Could you please confirm whether the use of chemical, biological, or physical additives in grease traps is permitted under current regulatory requirements? Major municipalities in Oregon strictly prohibit such additives, and Portland City Code Chapter 17.34 together with Administrative Rule ENB-4.26 explicitly ban substances like lime because they can emulsify fats, oils, and grease (FOG), allowing waste to bypass the trap and flow downstream into the municipal sewer system. Given these restrictions, can you clarify whether lime application would be considered non-compliant in this contract setting? The past practice since facility construction in 2008 has been to add lime quarterly after pumping. The center is not connected to a municipal sewer system.

13) Who is the incumbent contractor currently providing these services? BEST POTS

14) What is the incumbent or previous contract number? 1282A723C0051

15) What was the total prior award amount and/or quarterly service price? $27,000.00

16) Has the scope of work materially changed from the previous contract? If so, could you identify the significant changes? No, the scope remains the same.

17) The solicitation identifies the grease trap as having a 2,000-gallon capacity. Approximately how many gallons are typically pumped or removed during each quarterly service? The center is uncertain how many gallons are removed during the quarterly service but the tank has a max capacity of 2000 gallons

18) Are there any specific disposal facilities, methods, manifests, or documentation requirements that the contractor must follow? The center does not require disposal manifests after servicing. It is the successful contractor’s responsibility to remove the waste from the center premise and comply with all state and disposal site document requirements wherever they decide to legally dispose of it.

19) Please confirm whether FAR 52.222-41, Service Contract Labor Standards, and an applicable Department of Labor Wage Determination apply to Solicitation 12318726Q0210. FAR 52.222-41 appears in the solicitation but is not checked, and no Wage Determination appears to be included. Yes, it does apply.

• Wage Determination No.: 2015-5575

• Revision No.: 32

• Date Of Last Revision: 8/22/2026

20) Is there an estimated distance from the closest location where a vacuum/pumper truck can park to the grease trap access point? The tank location is approximately 30 feet from a road which the contractor can park during the pumping process.

21) Does the requirement include washing, scraping, pressure cleaning, or otherwise cleaning the interior of the grease trap after the liquid and hardened grease are removed, or is the requirement limited to pumping/removal? The scope is limited to pumping/removal, not cleaning the tank

22) Please confirm that the contractor is responsible for furnishing the two 50-lb bags of lime required at each quarterly service. Are there any specifications regarding the type or grade of lime to be used? The contractor is responsible for providing all materials, supplies and equipment to perform the quarterly service, including the lime. Standard hydrated lime is sufficient for this task.

23) Are service tickets, disposal manifests, photographs, or other documentation required following each quarterly service? The center does not require disposal manifests after servicing. It is the successful contractor’s responsibility to remove the waste from the center premise and comply with all state and disposal site document requirements wherever they decide to legally dispose of it.

24) comply with all state and disposal site document requirements wherever they decide to legally dispose of it.

25) Is a site visit available prior to quote submission? If so, is one required or recommended, and who should we contact to arrange it? Offerors are welcome to visit the site should they wish. Offerors wishing to visit the site should notify the contracting officer who will provide a POC.

26) Can you confirm whether liquid waste hauled from the grease trap must be disposed of at a specific facility or under any local/state permit requirement, or is the contractor free to select a licensed disposal site? The contractor is free to select a disposal site of their choosing. The contractor is responsible for complying with any local/state documentation requirements for disposal.

27) Is there a preferred or required lead time for scheduling each quarterly pumping date, or can the contractor set the schedule as long as it falls within the quarter? The contractor can set the schedule so long as the pumping schedule is even throughout the year.

28) Will the Center provide water/utility access on-site for equipment rinsing, or should the contractor plan to be fully self-sufficient for each visit? The contractor should be self-sufficient as no water /utility access is available on site.

29) In preparing our technical approach for this requirement, we want to confirm the material of the grease interceptor at this location. We understand that lime can be reactive with aluminum, and if the interceptor is aluminum, adding lime during pumping could cause damage or complicate proper disposal of the waste afterward. Can you confirm the interceptor material, and whether the lime requirement stands regardless of material, or if there's flexibility in the treatment method depending on what the interceptor is made of?

Additionally, has the incumbent contractor been adding lime as part of their service, and are you aware of any contractors who have encountered issues performing this work with lime at this or similar sites? The tank at this location is made of concrete. The addition of lime has been a standard practice (by the incumbent and prior contractors) since the construction of the facility in 2008. As the addition of lime is part of the statement of work, it will be a requirement for the successful contractor to perform. While we cannot speak about practices or issues at similar sites, we are unaware of any issues the incumbent contractor has experienced at this particular site.
