iv. Contractor must be able to cover and protect all work areas, materials and equipment that would otherwise be exposed to the elements during a weather event, expected or unexpected.
b. Existing Conditions:
i. There is currently a total of four (4) existing culverts along the Colebrook River Lake dam access road. For the purposes of this contract, they have been numbered one through four (1-4), beginning with the culvert closest to the Route 8 entrance.
All four culverts are designed with corrugated metal pipes, exiting into rip rap armored outflow channels. See Figure 6 for typical outflow channel cross section. The retaining walls above the outflow pipes are dry stacked stone, with some apparent slumping of overlying soil in all cases.
Downstream, the outflow channels are an un-grouted mix intermediate and large rip rap. Several culverts have permanent flowing water, while others flow intermittently. Each area will require erosion and sediment controls.
Culvert one (1) is the largest, with a 72" x 44" pipe arch outflow from a large (8'x15') catch basin on the opposing side of the road. See Figure 7 for as-built drawings. During high flow rain events the catch basin's grating can become clogged with debris. During one such event water overflowed the road and washed out a large section of turf at the top of the outflow channel. The turf area also contains a riser with manhole cover for the office septic line. See Figure 8 for existing conditions.
Culvert two (2) consists of a 36" diameter pipe beneath a vertical stacked stone retaining wall. See Figure 9 for as-built drawings. On the south side of the outflow is an intermediate rip rap slope providing stabilization for a small visitor parking lot. On the north side of the outflow is a slope of approximately 6" minus. See Figure 10 for existing conditions.
Culvert three (3) consists of a 36" diameter pipe beneath a short rip rap slope and a vertical stacked stone retaining wall. See Figure 9 for as-built drawings. Downstream of the pipe is a short run of intermediate rip rap leading to a 30" corrugated metal pipe beneath the gravel contractor haul road.
The short run and immediate decrease in pipe diameter has led to issues with debris accumulation around the mouth of the 30" pipe. See Figure 11 for existing conditions.
Culvert four (4) consists of two pipes running under the road exiting into a concrete drop chamber with a 36" corrugated metal pipe outflow. See Figures 6 and 12 for as-built drawings. The concrete drop chamber receives a 36" diameter pipe that connects to the opposing catch basin. It also receives a 12" diameter concrete pipe connecting to a series of French drains along the base of the hill on the opposite side of the road. The drop chamber has a concrete floor and a manhole cleanout, which currently sits well below the elevation of the surrounding turf. The large drop inside the concrete chamber makes cleanout difficult and has led to an accumulation of debris. This, combined with wear damage to the chamber bricks (holes and cracking), has led it to become no longer serviceable. See Figures 13 and 14 for existing conditions.
ii. The Project office is easily accessible via paved road off State Route 8 in Colebrook, CT. This is a remote area, but all amenities are available within thirty minutes of the project office. Utilities are available on site.
Vehicle access to job site is limited by access gate. Building access is limited. Contractor must coordinate access with TPOC.
c. Removal:
i. Contractor shall be responsible for coordinating with CBYD and shall ensure proper precautions are used when operating around existing infrastructure.
ii. If applicable, Contractor shall be responsible for disconnecting, moving, storing, and reinstalling any guard rails, gates, road signs, pipes, grates, or other infrastructure as needed for equipment access at work or storage locations. Contractor shall be responsible for determining what infrastructure, if any, will need to be moved, based on planned equipment and methods.
iii. Contractor shall excavate, as needed, existing rip rap, base material, native soil, fill, or turf, to allow for proper installation of new materials.
Excavated materials may be reused in accordance with installation specifications herein. Unused materials shall be disposed of off-site, unless otherwise directed by the TPOC.
iv. Contractor shall remove the concrete riser at Culvert four in a manner that minimizes impacts to the existing slope. The riser and all components shall be disposed of off-site.
v. Work shall not be scheduled when rain is forecast, and disturbed areas shall not be left exposed to the elements for a period longer than necessary to begin reconstruction. Disturbed areas shall be stabilized with silt fencing, wattles, or other soil retention materials, and watercourses shall be protected with water filtration materials in accordance with CTDOT specifications and industry best practices to prevent erosion and protect water quality.
vi. The contractor will be responsible for the proper disposal of all generated demolition material and equipment. The disposal shall be in accordance with the applicable sections of Connecticut State Law.
vii. The Contractor shall be responsible for restoring any Government facilities or structures damaged as a result of the Contractor's actions. The Contractor shall also be responsible for any damage to private property or injury to any person as a result of the firm's operations. The Contractor shall notify the TPOC immediately of damage to Government and private property and injury to any person resulting from the Contractors' operation.
Also, the Contractor shall notify the TPOC of damage to Government facilities due to vandalism or other causes on the day such damage is first noticed. Trucks and/or trailers will be driven on existing roads only and not across or through park areas to facilities. The Contractor shall restore landscape features (shrubs, flowers, grasses, etc.), which are damaged or destroyed by the firm's operation. Damaged or destroyed grass areas shall be re-planted as directed by the TPOC, and shrubs and flowers which are damaged or destroyed shall be replaced from nursery stock of like size and kind
