21. Existing Conditions:
a. There is approximately 330-feet of 4-foot fencing starting at the entrance of dam access road and terminating near the project office (See Photo 2,3,4, and 5). Also at the dam access road is an approximately 20-foot chain link double gate. As this run of fencing approaches the project office, it turns 90 degrees and connects to existing 7-foot fencing (See Photo 2, 6, 12). This 7-foot section of fencing runs approximately 150-feet behind the project office, terminating with a 16-foot chain link double gate (entrance to rear security lot) (See photos 2, 7, 12). Some areas of this fencing have limited access with machinery due to being between rear garage and rip rap embankment.
b. Activities including but not limited to demolition and installation shall be scheduled so that weather-related events will result in no damage to the materials or compromise the integrity of the installation process.
c. Furnish all other materials necessary to anchor, connect and fully install the new fence properly, in accordance with all manufacturers' requirements.
III. Execution:
1. General:
a. Contractor shall install all products to manufacture recommendations and in accordance with all Federal, State, and local building codes and laws, and safety standards.
b. Only new, unused materials will be installed. Used or damaged materials will not be installed.
c. Activities including - but not limited to - removal and installation work, shall be scheduled so weather-related events will not damage new or existing materials or equipment.
d. Contractor must be able to cover and protect all work areas, materials and equipment that would otherwise be exposed to the elements during a weather event, expected or unexpected.
2. Guidance and Requirements for Fencing
a. General.
(1) Use UFC 4-022-03 to design security fences and gates.
(2) Variations can be made to allow for different materials and to allow for the esthetics of a community, provided the physical protective value of the variation is not less than the value afforded by the above fence type.
(3) Fencing specifications are available at https://wbdg.org
b. Perimeter fencing.
(1) The minimum fence fabric height of 7 feet, excluding the top guard. Fence height including outriggers must be a minimum of 8 feet.
(3) A nonsensored perimeter fence will meet the requirements of UFGS 32 31 13 and USACE drawing number Standard (STD) 872-90-03, unless otherwise specified.
3. Removal:
a. Approximately 330-feet of 4-foot fencing shall be removed, which begins at the entrance of the dam access road and terminates near the back right corner of the project office. This section of fencing includes an approximately 20-foot chain link double gate and the entrance to dam access road (See Photo 2,3,4, and 5).
b. At the termination point, the fencing turns 90 degrees where an approximately 20-foot section of 4-foot fencing connects to the 7-foot fencing of our rear security lot. This 20-foot section shall be removed (See Photo 6, 12).
c. The 7-foot fencing then runs approximately 150-feet behind the project office and terminates with a 16-foot chain link double gate on the left rear of the project office. This 150-foot section of fencing and double gate shall be removed (See Photo 12).
d. Total length of fencing to be removed is approximately 500-feet.
4. Installation:
a. There is approximately 330-feet of 4-foot fence starting at the entrance of dam access road and terminating near the project office (See Photo 2,3,4, and 5). Work in this location consists of replacement of the existing 4-foot-tall chain-link fencing with the new 7-foot-tall chain link fence, 1-foot of barbed wire with outriggers, necessary hardware, and fence ties. The fencing shall terminate at the back right corner of the project office.
b. Prior to the termination point, an approximately 20-foot section of new fencing will turn 90 degrees and connect to the corner of existing 7-foot fencing of rear security lot; establishing the new security fencing perimeter;(See Photo 6, 7, 12 and 13). The foot of barbed wire with angled fence outriggers shall extend outward along the top rail. Fence height including outriggers must be a minimum of 8 feet.
c. At this termination point shall be a 4-foot-wide personnel gate for entry behind project office (See Photo 7). This gate will be 7-feet in height, and include 7-foot chain link fabric, 1-foot of barbed wire with outriggers, necessary hardware, and fence ties This gate shall have duck bill hold backs installed to hold gate in open position. Gate will swing inward to the right, away from building (See Photo 7).
d. On the opposite side of project office (entrance to rear security lot), approximately 100-feet of new 7-foot chain link fencing with new 7-foot posts, 7-foot chain link fabric, 1-foot of barbed wire with outriggers, necessary hardware, and fence ties will be installed (See Photos 12, and 13). The foot of barbed wire with angled fence outriggers shall extend outward along the top rail. Fence height including outriggers must be a minimum of 8 feet.
e. This new section of fencing will attach to and extend the existing fencing approximately 70-feet towards front of building. About 20-feet of the existing fencing will be removed to eliminate current fencing angle. New fencing will attach at this location and run parallel with roadway up the hillside behind mafia block retaining wall.
f. The fencing will then turn 90 degrees where there is a run of approximately 30-feet to the front left corner of the building. This 30-foot run will be the new entrance to the rear security lot and will include a 16-foot-wide chain link double gate for vehicle access, a 4-foot-wide personnel entry gate, and a 10-foot-wide chain link double gate for auxiliary entry. These gates will be 7-feet in height, and include 7-foot chain link fabric, 1-foot of barbed wire with outriggers, necessary hardware, and fence ties (See Photos 8,9,10, and11). These gates shall have duck bill hold backs installed to hold both sides to allow the ability to hold the gate in an open position. Gates shall swing inward (See Photo 11).
g. The existing 20-foot-wide chain link double swing gate at the dam access road will be replaced with a new 20-foot cross bar double vehicular barrier gate (See Photo 5, 12, 13, 14, 15, and 16). This gate shall have vertical catch posts to have the ability to lock the gate arms in an open position.
The gates will swing inward towards dam. One of the gate arms shall have the ability to receive the other gate arm to ensure the gate can be locked in the closed position with a pin assembly. The receiving arm will be equipped with a heavy chain welded to the top of the gate lock pin and to the pin frame. Ensure adequate length of chain to allow the lock pin to operate correctly (See Photo 16).
h. All components of the vehicle barrier gate shall be painted safety yellow with reflective tape on both sides of the horizontal arm and at the top of the sleave post and the catch posts. The reflective tape on the horizontal arm shall be alternating 16-inch widths of red and white.
i. All fencing to be installed will be in the same existing footprint as the fencing to be removed (See Photos 12, and13). Use existing post holes in earth wherever is possible. Where fence posts are installed on riprap or slopes the post holes shall be hand dug. All existing demolished fencing shall become the property of the Contractor.
j. Wire ties, fabric, rails, posts, outriggers and hold backs shall be constructed to match existing conditions of the fence. Chain link fabric shall be placed on the side opposite the secured area.
k. Access to some sites may require the use of a key. The Contractor will be issued a key to access sites and will use proper key control to account for Government property…
