8. Crushed Stone –

a. ¾” crushed stone.

Part 3 Execution:

1. Demolition -

a. Remove asphalt pavement around water shut off valve:

i. Saw cut and remove asphalt to provide access to water shut off valve and water line. Sound vertical surface and straight line within the adjacent surface is to be protected. Sawcut edges which become broken, ragged, or undermined as a result of the Contractor's operations shall be re-cut prior to the placement of abutting proposed pavement at no additional cost.

b. Remove concrete slab in garage around water line:

i. The existing concrete shall be saw cut full repair depth to provide a clean and sound vertical surface and straight lines, within the areas where the adjacent surface is to be protected. Sawcut edges which become broken, ragged, or undermined as a result of the Contractor's operations shall be re-cut prior to the placement of abutting proposed concrete at no additional cost.

ii. Remove gravel subbase around galvanized water line to make connections.

c. Cut existing galvanized water line to make necessary connections.

2. Installation –

a. Installing new water line:

i. Sleeve approximately fifty feet (50’) of one inch (1”) poly water line into existing two-inch (2”) galvanized water line.

ii. Attach water line at existing water shut off valve using compatible components.

iii. Attach water line at pressure tanks using compatible components.

iv. Pressurize water system and check for any leaks.

b. Bedding/Subbase installation:

i. Backfill with sand around pipes and water shut off valve to help provide support and alignment.

ii. Backfill with crushed stone and gravel.

iii. Verify the following: Subbase is dry and ready to support paving or concrete; and that the gradients and elevations of the subbase are correct.

iv. The material shall be compacted to a firm and even surface satisfactory to the

TPOC. The density shall not be less than ninety-five percent (95%) of the maximum density in accordance with ASTM D 1557.

c. Asphalt Repair

i. Unless otherwise directed, asphalt pavement shall not be placed when the temperature of the subbase material or when the ambient air temperature is below forty (40) degrees F.

ii. Install asphalt pavement in accordance with sections 406 of the VT AOT State Standard.

iii. Place the binder course in one two-inch (2”) compacted thick layer and wearing (top) course in one (1”) compacted thick layer. The thicknesses shall not be less than indicated after compaction.

iv. Prior to placing the wearing (top) course, verify that the binder course is compacted to the specified thickness and density.

v. Prior to placement of wearing (top) course a tack coat shall be applied to the surface of the new binder course. The tack coat shall be applied at a uniform rate as specified in section 406.12 of the VT AOT State Standard. The binder course shall be cleaned of all foreign matter and loose material and shall be dry prior to placing the tack coat. The temperature of the tack coat shall range between seventy-five

(75) degrees F and one hundred thirty (130) degrees F at the time of application.

The application shall be made just prior to placement of the wearing (top) course, but not more than twenty-four (24) hours after placement of binder course and shall progress sufficiently ahead of the paving so that the surface of the binder course remains "tacky." Tack coat shall not be applied when weather conditions would prevent the proper application and curing of the tack coat. The tack coat shall be uniformly applied with an approved applicator.

vi. Clean surface of binder course and apply tack coat within two (2) hours of placing wearing (top) course. Wearing (top) course shall be placed within twenty-four (24) hours of placing and compacting binder course.

vii. Where new asphalt pavement meets the existing asphalt pavement, the transition from the existing asphalt pavement to new asphalt pavement shall be smooth and gradual.

viii. Compact each course by rolling to specified density and thickness in accordance with section 406 of the VT AOT State Standard. Do not displace or extrude pavement from position. Hand compact in areas inaccessible to rolling equipment.

ix. Perform rolling with consecutive passes to achieve even and smooth finish without roller marks.

x. Finish asphalt pavement shall conform to surface tolerances as specified in section

406.16 of the VT AOT State Standard.

xi. The asphalt paving equipment, weather limitations, job mix formula, mixing, construction methods, compaction, finishing, tolerance, and protection shall conform to the requirements of the appropriate sections of the VT AOT State Standard for the type of material specified.

xii. Temperature of the asphalt material leaving the plant and at the time of placing shall be within the temperature ranges as specified in section 406 of the VT AOT State Standard.

i. Joints shall conform to section 406.15 of the VT AOT State Standard.

e. Concrete Repairs -

i. All repairs shall match the adjacent surfaces.

ii. Install and anchor rebar into existing slab using approved hardware.

iii. Concrete shall be finish grade and smooth.

iv. Follow all manufacturer recommendations for installation.

Section H - Special Contract Requirements

SECURITY REQUIREMENTS

General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (eg., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures –this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
