3) Locking Pin will have a hole drilled through the bottom large enough to accept a USACE Padlock Shackle (Example Lock Provided upon request) and a handle.

Handle design shall be approved by Technical Point of Contact before fabrication, attached to the top of the pin for easy pin removal.

e. Paint – Road gates will be primed and painted with an exterior metal enamel paint prior to installation. Paint color will be standard “Safety Yellow” and supplied by the Contractor.

f. Reflective Devices – Reflective red and white tape complaint with Federal Motor Vehicle

Safety Standards (FMVSS) 108, Department of Transportation (DOT) -C2, will be applied to the entire length of the beam on the horizontal and diagonal beams. The tape shall be applied on both sides and shall be visible from a vehicle in open or closed status.

Tape shall be supplied by the Contractor.

Part 3 Execution

1. General

New road gates shall operate correctly at time of acceptance. Each new road gate shall match the length spanning across the roadway, height off of the ground, swing direction, and placement location of the existing road gate it is replacing. Each gate will have a pivot post, open post, and close post set into concrete footings. Each gate requires a padlock box that will accommodate USACE padlocks. Each gate will require the ability to be pinned and locked in both the open and closed position.

2. Traffic Safety

a. The Contractor shall provide a qualified flagger or police detail during construction activity to ensure safe travel for pedestrian and vehicular traffic on the park roads.

b. Unattended excavated holes or other hazards created by the Contractor shall be clearly marked with DOT-approved traffic warning devices or covered as required to allow safe travel.

3. Demolition

a. The Contractor shall remove and properly dispose of road gates and demolition debris.

b. When the new gate is ready for installation the Contractor shall remove the existing gate and associated footings.

c. The Contractor shall legally dispose of the existing gate off-site in accordance with all

Federal, State, and local laws and regulations.

d. Any unused holes or depressions from the removal/installation made into the ground shall be filled with gravel or dirt, whichever was preexisting, and the site graded to blend with the surrounding surface.

e. The Contractor shall follow proper procedures for digging and excavating before work begins, including but not limited to contacting utility providers before digging to ensure utility lines, wires, pipes are not in the immediate dig site.

4. Installation Requirements

a. Road Gates

i. Each road gate will be removed and replaced as one complete action to limit access to the public.

1) The Contractor will provide appropriate signage and barricades to alert the visiting public to a work zone.

ii. Reutilization of the previous holes for the hinge post and locking posts is allowed.

Existing or new holes must be excavated to a minimum depth of 4’ to accommodate the new posts.

iii. This gate pivot post will be set a minimum of 4 feet in depth in concrete centered and plumb within a 24-inch round concrete tube form.

1) The finished height of the post will be set so the top of the horizontal beam with adjustment bolt will be set at 42” above grade.

iv. The gate pivot post may be cut to length from the bottom to make the correct gate height. Install gate onto hinge post, add grease to the fittings, and check to make sure the gate swings smoothly.

v. Install the locking posts set at a minimum of 4 feet in depth in concrete centered and plumb within an 18-inch round concrete tube form.

1) The gate pivot post may be cut to length from the bottom to match the correct gate height.

2) When closed, the horizontal gate arm shall be aligned with the locking post.

3) When open, the horizontal gate arm shall align with the locking post and be able to be secured to the lockbox with supplied pin.

vi. Once the concrete has cured, each hole will be backfilled and compacted with dirt.

vii. Defects to paint shall be corrected.

viii. For the twelve (12) gates, each will require one of each post at the open and closed position totaling twenty-four (24) posts in addition to the twelve (12) pivot posts each gate arm swings from.

b. Gate Operation/Testing:

i. Upon completion, all gates shall swing easily between the open and closed positions, with gate arms aligning with each other and with lock protection boxes, and all holes and pins in alignment.

ii. After verification by the Technical Point of Contact, the gates shall be secured in the position they were originally found in.

Section H - Special Contract Requirements

SECURITY REQUIREMENTS

General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (eg., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures –this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state.
