SECURITY REQUIREMENTS
General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (eg., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures –this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

Figure 1 Tully Lake Snow Removal Map Overview Figure 2 Tully Lake Administration Area Figure 3 Tully Lake Recreation Area Figure 4 Birch Hill Dam Snow Removal Map Overview Figure 5 Birch Hill Dam Administration Area Figure 6 Birch Hill Dam Entrance Road Area
2. Service Requirements – Definition
a. One service is defined as a single completion of all requirements for each Task.
b. Larger snowstorms may require more than one service at the discretion of the government. Snowfall is measured separately at each dam. The general guidelines are as follows:
i. 1” to 6” storm = 1 service
ii. 7” to 12” storm = 2 services
iii. 13” to 24” storm = 3 services
iv. 24” and greater storms = 4 services
c. The contractor may not perform more services than the government authorizes for each storm.
d. The contractor shall only be paid for work completed. If a partial service is rendered, payment will be adjusted according to percent of area completed.
e. If snow continues to fall after completion of service and the government requires the contractor to return to plow again, that will be considered a separate service.
3. Service Requirements - Schedule
a. The contractor’s schedule shall be dictated by the Technical Point of Contact depending on the timing and size of snowstorms. The contractor shall be capable of rendering service 24/7 throughout the contract period of performance.
b. Generally, all services shall be completed within 8 hours after completion of a snowstorm, unless otherwise directed. The service priority shall be to plow snow to provide vehicle access to the Administrative Areas by 0700 on weekdays.
c. The contractor shall coordinate timing of each service with the Technical Point of Contact.
4. Service Requirements - Materials & Supplies The Contractor shall supply a Sand/Salt Mix. The mixture shall have a salt content of approximately 20%. The salt content shall not exceed 40%
5. Service Requirements - Equipment The contractor is required to have equipment sufficient to remove snow and to broadcast sand.
The equipment should be able to handle heavy snow loads from normal falling snow, ice, and rain, to drifted snow. Equipment must be available and sized to remove multiple storm accumulated snow from roadway edges and parking lot edges and place beyond guard rails, posts, bumpers so that parking and vehicle operation is not lost due to accumulated snow.
a. The minimum equipment shall include
i. A ¾ ton four-wheel drive truck with 8-foot-wide angle-controlled plow.
ii. A powered sander with a minimum one-yard capacity. Hand sanding is not acceptable, except on the Tully Lake Gate House stairway, by all entrance doors, and on the entrance ramp to the Tully Lake Recreation Area restrooms.
iii. A snow shovel.
6. Service Requirements – Site Access
a. The contractor will be provided a key for access to the Tully Lake and Birch Hill Dam project area road and fence gates. When the contractor unlocks and opens a road gate to plow, then the contractor shall secure the gate upon completion of service unless project personnel are present. Fence gates shall be locked immediately upon completion of service.
b. Upon the completion of this contract, the contractor shall return the key to project staff before final payment is made.
7. Service Requirements - Tasks
a. Task 1: Snow Plowing
i. The Contractor shall plow snow from all paved surfaces shown in Figures 1-6.
ii. Snow shall be pushed beyond the edge of pavement
iii. Upon completion of plowing all pavement shall be neatly scraped clean, leaving no measurable snow.
iv. Snow shall not be pushed against garage doors, entrance doors, fenced gates, dumpsters, or culverts.
v. DO NOT BACK BLADE THE SLOPED DRIVEWAY NEXT TO BASIN
OFFICE. This makes it difficult to shovel down to pavement and creates an icy surface.
b. Task 2: Shoveling (approximately 2,000 square feet PER PROJECT)
i. Snow shoveling is required with each plowing service.
ii. The Contractor shall shovel snow at all building entry and garage doors, walkways, stairs, oil and propane fill pipes, culverts, and dumpsters as shown in Figures 1 - 6.
o Entrance and garage doors shall be cleared of snow beyond swing of door and beyond each side of door frame. METAL ROOFS OVER THE GARAGE
DOORS MAY RELEASE SNOW AT ANYTIME. THESE DOORS
SHOULD BE SHOVELED LAST.
o Walkways and stairs shall be cleared of snow their full length and width;
THIS INCLUDES THE SLOPED DRIVEWAY NEXT TO THE BASIN
OFFICE.
o Culverts shall be cleared of snow beyond the full diameter of the culvert.
o The dumpsters shall be shoveled along the front and sides a width of 2 feet.
o Kiosks shall be cleared to provide access to the brochure racks.
o The entrance gate at Birch Hill Dam shall be cleared approximately 3 feet in circumference around both lock posts.
iii. Areas to be shoveled shall be clear to the existing pavement or concrete. If the areas are icy upon completion of shoveling, walkway salt/sand mix shall be spread to melt existing ice and prevent additional icing or hazardous conditions.
iv. Snow may not be placed against any building or be piled in front of garage bays, doorways, gates, or other access points.
c. Task 3: Sanding and Salting. The contractor shall sand plowed surfaces and shoveled areas as needed or as directed by the Technical Point of Contact. Sanding is not required for each snow plowing service unless unsafe icy conditions exist. When needed, sand shall be spread adequately to provide traction for driving and walking. The Technical Point of Contact may request additional sanding and salting as conditions require.
