About this file
This document is a Request for Quote (RFQ) for a Master Blanket Purchase Agreement (BPA) for commercial vehicle rental services in El Salvador, issued by the U.S. Army Corps of Engineers (JTFB COA Unit 5720 PSC 42).
The contractor must provide commercial rental vehicle services, with and without drivers, including fuel, throughout the contract duration in accordance with the Performance Work Statement (PWS). The solicitation number is W912QM26QA023, with an offer due date of 14 June 2026 at 11:00 PM local time and a solicitation issue date of 01 June 2026. The acquisition is unrestricted and designated as a women-owned small business (WOSB) set-aside with a North American Industry Classification Standard (NAICS) code of 532111. Evaluation will follow a best value approach, with evaluation factors ranked as follows: (1) Technical Plan (must be rated "Acceptable" for award eligibility), (2) Price (evaluated for fairness, reasonableness, and balance), (3) Past Performance (minimum one, maximum three examples of commercial vehicle rental experience in Central America), and (4) Local Presence (offerors must maintain an operational office in Central America or the United States; those lacking such presence are automatically excluded, though U.S.-based facilities satisfy baseline requirements). The government intends to establish a limited number of Master BPAs, with preference given to offerors demonstrating Central American local office presence when proposals fall within the same competitive range. The contract incorporates numerous FAR and DFARS clauses, including provisions for payment via Wide Area Workflow (WAWF), tax relief, continuation of essential contractor services, antiterrorism/force protection compliance, and various compliance and representations requirements. Payment will be made by electronic funds transfer, and invoices must be submitted to the address shown in Block 18a unless otherwise specified.

In the event that multiple proposals fall within the same competitive range, favorable consideration will be given to offerors demonstrating a local office presence over those operating solely from a U.S.-based location.
(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
