The BPA is established as a simplified form of monthly charge account with a tentative period of performance from July 1, 2026 to June 30, 2031. The Government's obligation is limited to authorized purchases (calls) actually made and completed against the BPA, with a total Master BPA dollar limit of $5,000,000.00. Each individual call shall not exceed the Simplified Acquisition Threshold (SAT). The agreement may be terminated by either party upon 30 days written notice. All performance must be accompanied by delivery tickets containing supplier name, BPA number, purchase date and number, requesting individual's name, itemized list of services with quantity and unit pricing, and delivery date. The BPA Holder must submit summary invoices at least monthly or upon BPA expiration, whichever occurs first, identifying covered delivery tickets and supported by receipted copies. Payment is anticipated net 30 days after invoice receipt and acceptance by the Paying Office via Wide Area Workflow (WAWF). A price list must be established yearly and provided to the Contracting Officer with beginning and expiration dates; any price changes or new items require submission of an updated price list. Prospective vendors must maintain an active registration in the System for Award Management (SAM) at https://www.sam.gov to be eligible for BPA establishment.
