About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services for Railroad Inspection and Preventative Maintenance issued by the Indiana National Guard (W912L926QA010). The solicitation was issued on 23 June 2026 with an offer due date of 13 July 2026 at 12:00 PM. The contracting officer is Thomas Fleming, and the point of contact for solicitation information is MAJ Dan Downey (extension X61252).

The contract comprises two line items: CLIN 0001 covers comprehensive railroad track safety inspections for approximately 6.2 miles of mainline, sidetrack, and spur track at the Ft. Leonard Wood Training Center (FLTC) rail network under a Firm Fixed Price arrangement, with performance period 1 August 2026 to 31 July 2027. CLIN 0002 addresses repair and corrective action services under a Time and Materials pricing arrangement with a not-to-exceed (NTE) ceiling, also for the same performance period. Both CLINs require compliance with Federal Railroad Administration Track Safety Standards (49 CFR Part 213) and Unified Facility Criteria (UFC 4-860-03). The contractor must provide all necessary personnel, equipment, tools, materials, supervision, and services. For CLIN 0002, the contractor must submit detailed quotes for non-routine repairs to the Contracting Officer's Representative (COR) for written authorization before proceeding. Inspection and acceptance occur at both destination (Camp Atterbury, Edinburgh, IN 46124-1096) under DoDAAC W56DQK. Invoicing must be submitted via the Wide Area Workflow (WAWF) system to the Indiana National Guard vendor pay office. The solicitation is set aside for Women-Owned Small Businesses (WOSB), with the Product Service Code H322. Partial payments are authorized, and the evaluation will consider Past Performance, Best Value, and Price factors.
