Section C - Description/Specifications/Statement of Work

PERFORMANCE WORK STATEMENT

PTDO BOM Procurement

249TH ENGINEER BATTALION

Fort Belvoir, VA

1. GENERAL: This Performance Work Statement (PWS) establishes the requirements for a Blanket Purchase Agreement contract to provide expendable materials in support of the 249th Engineer Battalion's Prepare to Deploy Orders (PTDO). The contract will enable rapid, flexible procurement of Bill of Materials (BOM) items for three geographically dispersed companies located at Fort Belvoir, VA, Fort Liberty, NC, and Schofield Barracks, HI.

2. DESCRIPTION: Under this BPA structure, the contractor shall supply expendable materials required to meet unit identified BOM needs in support of deployment readiness. Specific material requirements and quantities will be defined through individual Task Orders (TOs), issued on an as needed basis. The contractor shall furnish all materials, equipment, and logistical support necessary to fulfill each TO in accordance with the Government's requirements.

3. BACKGROUND: The 249th Engineer Battalion executes specialized engineer missions worldwide and must maintain continuous readiness to support contingency operations and PTDO requirements. Due to varied mission profiles and dispersed company locations, BOM requirements fluctuate and cannot be forecast with precision. A BPA contract enables streamlined procurement, reduces administrative burden, and ensures the battalion can obtain required materials rapidly and consistently to maintain deployment readiness.

4. OBJECTIVES: The objective of this BPA is to establish a flexible, responsive, and efficient mechanism for procuring expendable materials necessary to complete unit specific BOMs across the battalion. The contract will support readiness by ensuring:

a. Timely delivery of materials needed to execute PTDO missions.

b. Availability of contractor support for requirements that arise unexpectedly or at short notice.

c. Consistent supply chain coverage across multiple geographically dispersed company locations.

d. Rapid issuance and fulfillment of TOs tailored to evolving mission needs.

5. SCOPE: The contractor shall perform the following tasks in support of fulfilling material requirements under this contract:

a. Procure all materials as outlined in Paragraph 6: Material Requirements.

b. Supply materials as identified in individual orders issued under the contract.

c. Support delivery to Fort Belvoir, VA, Fort Liberty, NC, and Schofield Barracks, HI.

d. Meet all specifications, quantities, and delivery timelines (as outlined in paragraph 7).

Section H - Special Contract Requirements

H001 - ORDERING

The resulting agreement will include an ordering period of one base year and one option period from the date of award. There is no guarantee that the agreement will continue through the entire ordering period. The minimum order amount for the BPA is $2,500.00. The maximum ordering amount of $200,000.00. BPAs will be reviewed annually to determine if the Government need still exists, if adequate competition is being achieved, if small business compliance requirements are being met, and to evaluate the contractor's performance under the BPA.

The Government is only obligated under this agreement to the extent of authorized purchases actually made under the BPA.

The Contractor who receives award of an agreement under this solicitation will have a maximum capacity (ceiling) of $2,234,978.00 over the duration of the ordering period.

In accordance with RFO 13.201, individual orders shall not exceed the simplified acquisition threshold.

The only authorized ordering office is the USACE Mission Support Battalion (UMSB).

Orders under this Blanket Purchase Agreement may only be placed by warranted Procuring Contracting Officers (PCO), Administrative Contracting Officers (ACO), or other designated Contracting Officers within USACE Mission Support Battalion Contracting Office.

H007 - ORDERS

The Contractor will be required to provide PTDO BOM expendable materials in accordance with this agreement through the issuance of calls.

Each call will be issued on a DD Form 1155 in accordance with DFARS 216.506-701, and will contain an individual call number, by which the Contractor will identify the effort on all documentation, including, but not limited to, invoices, correspondence and reports.

Prior to issuance of any call with a dollar value over $2,500.00, the Government will transmit a Request for Order Proposal (RFOP) to the contractor awarded the agreement based on the procedures in RFO FAR Subpart 12.201-1(e)(3)Blanket purchase agreement.

Unless otherwise specified in writing by the Contracting Officer, the contractor shall submit a complete proposal within four (4) business days from the date of RFOP issuance.

After receipt of the RFOP for the individual call, the contractor shall provide a proposal by a required date that includes requested items with associated pricing.

The contractor's proposal must address all requirements of the RFOP and its accompanying Performance Work Statement and shall be submitted in two separate parts: a Technical Volume and a Price Volume. The Government will award a call resulting from the RFOP provided that a technically acceptable proposal that meets all the technical requirements listed in the RFOP is received, along with a price that is fair and reasonable.

The Contractor shall maintain adequate reach-back capabilities, staffing, and resources to manage and execute multiple call orders concurrently. The issuance of simultaneous call orders shall not alleviate the Contractor of their responsibility to meet all schedule, pricing, and technical requirements across all active calls without degradation of performance.

Contractor shall not begin performance prior to receipt of the signed call, unless otherwise authorized by the Contracting Officer.

All orders issued are subject to the terms and conditions of the BPA. The BPA will control in the event of conflict with any call order. Performance will be completed in accordance with the Performance Work Statement attached to each call.

A Point of Contact will be designated in each RFOP for the submission of questions. All questions must be submitted in writing by the date and time specified in the RFOP.
