Performance Work Statement (PWS)

Multiple Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for the Supply, Delivery, and Assembly of Relocatable Buildings (RLBs) U.S. Central Command (CENTCOM) Area of Responsibility (AOR)

1. OVERVIEW:

The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM), is seeking to award new, fully competed, multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to provide relocatable buildings (RLBs) with energy efficient systems (R-20+ walls and R-40 roof envelope assemblies).

This contract shall support the manufacture, shipping, and delivery of RLB units to the locations within the CENTCOM AOR designated in this PWS, as well as the capability to assemble the products on-site, if required to do so. The scope of each individual effort and delivery location will be identified in the PWS for the delivery orders supported by this IDIQ. In some cases, minor incidental construction may be required for some delivery orders. This incidental construction would primarily be to support site preparation activities and infrastructure, to include (but not limited to) minor demolition, clearing, grubbing, grading, compaction, foundation related work, and utility connections and/or installation of utility tanks or generators for projects that do not have access to public utilities.

The ordering period for this contract will be one year, with four additional one-year optional periods, for a maximum total ordering period of up to five years and a total contract capacity of $250,000,000.00. The Government intends to award five Firm-Fixed-Price (FFP) IDIQ contracts as part of this acquisition (although it reserves the right to award more or fewer contracts at its discretion). The delivery order limitations are described below in the clause FAR 52.216-19 and further explained in the below clause FAR 52.216-22.

2. REQUIREMENTS:

Product Development Requirements:

Per UFC 1-201-01, Paragraph 1-7, all products developed under this contract shall be stamped and sealed by licensed professional engineers with at least four years of experience in their relevant discipline (structural, electrical, mechanical, plumbing, fire protection, etc.) and knowledge and experience with the codes, standards, protocols, and procedures for RLB manufacture and assembly.

Qualifications and credentials shall be submitted for Government review in accordance with Section 12.a below.

All products must conform to the requirements of UFC 1-201-01 and attached Specification 13 34 12.10, and any persons working on the development of RLB product data must read and be familiar with the content of those codes and specifications. RLBs shall meet all applicable life safety and habitability related requirements and be designed for a 15-year service life.

Facilities developed using RLB units procured under this contract shall be considered facility level “semi-permanent” structures as defined by UFC 1-201-01, Paragraph 1-4, and will meet or exceed all applicable requirements of the UFC.

There may be instances where the Government requests contractors to manufacture, deliver, and assemble a pre-approved RLB product. In those cases, the Government will provide that product design with the delivery order PWS. Any pre-approved product will be able to be manufactured using commonly available materials and hardware and assembled using commonly available tools. Of course, contractors will have the option to decline to offer on these types of delivery orders should they not possess the capability to produce them, and the core competency required for this contract involves the manufacture and delivery of semi-permanent RLBs in accordance with the provisions of this PWS and attached technical specification.

Submittal Requirements:

The contracting officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the attached drawings and specifications.

Units of weights and measures used on all submittals are to be the same as those used in the contract drawings, and all submittals are to be in the English language using metric measurements.

It is the contractor’s responsibility to check and approve all items prior to submittal and stamp, sign, and date indicating action taken. Submittals requiring government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby.

a. After award of their first delivery order under this contract, each contract holder shall provide submittals in compliance with UFC 1-202-01 Section 1-7 and Specification 13 34 23.12 10 Section 1.5.
