About this file
This is a Request for Quote (RFQ) solicitation for chlorination systems maintenance services at Fort Wainwright, Alaska. The solicitation number is W912D027QA001, issued by the Department of Defense on October 7, 2026, with offers due by October 22, 2026 at 12:00 PM Alaska Standard Time. This procurement is set aside 100% for Women-Owned Small Businesses (WOSB) under NAICS code 221310 (Electric Power Generation, Transmission and Distribution) with a size standard of $41,000,000.
The requirement encompasses maintenance and inspection services for chlorination systems and potable water tanks supporting the Directorate of Public Works at Fort Wainwright. The base period runs from November 16, 2026 through November 15, 2027, with four one-year options extending through November 15, 2031. Five contract line items comprise the base requirement: monthly preventative maintenance of chlorination systems (128 hours), quarterly inspections of potable water tanks in four buildings (32 hours), repairs outside normal maintenance schedules (1 hour), parts replacement for chlorine and reagent bottles (1 each), and emergency call-outs (1 hour). All line items are firm fixed price arrangements. The option periods repeat these same line items with adjusted repair hours (10 hours) and emergency call-out hours (5 hours). Pricing must be submitted by offerors for all line items; payment will be made electronically via Wide Area WorkFlow (WAWF) using Invoice 2in1 document type. Evaluation criteria consist of technical acceptability based on certifications and equipment lists, past performance ratings, and price. The Government reserves the right to conduct discussions if necessary and will evaluate options for award purposes by adding one-half the final year's option price to the base requirement total, though exercising options is not obligated.
