About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the U.S. Army for the procurement of Clearview AI software licenses.
The solicitation W91247-26-Q-A005 was issued on 26 February 2026 with an offer due date of 09 March 2026 at 4:00 PM local time. The Government is procuring five (5) Clearview AI software licenses under a Women-Owned Small Business (WOSB) set-aside with a total award amount of $47,000,000. The contract is for Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns. Clearview AI is a URL-based intelligence service that parses social media photos to enable positive identification of subjects and victims from diverse sources. The procurement uses a Firm Fixed Price arrangement with Product Service Code 7A21. The contract includes a base year (20 March 2026 to 19 March 2027) and three option years extending through 19 March 2030, each requiring delivery of five licenses to Fort Bragg, North Carolina. The Government will award based on Lowest Price Technically Acceptable (LPTA) criteria, evaluating technical acceptability against salient characteristics (including 98% facial recognition accuracy, SOC 2 Type II certification, TX-Ramp compliance, and encryption standards) and price reasonableness. The solicitation incorporates extensive FAR and DFARS clauses addressing federal compliance requirements, including security, labor standards, small business utilization, and payment procedures through the Wide Area Workflow (WAWF) system. Offerors must provide pricing for all CLINs (base year plus three option years) and acknowledge receipt of any amendments. All submissions must be received electronically via email to the Contract Specialist and Contracting Officer by the deadline to avoid being marked late.

Addendum to Evaluation - Commercial Product and Commercial Services
EVALUATION FACTORS AND BASIS OF AWARD
1. The Government intends to award to the lowest price technically acceptable response. The following shall be used to evaluate quotes:
Factor 1: Technical Acceptability
Factor 2: Price
Factor 1: Technical Acceptability - Product Descriptions: The Government will evaluate the Offerors documentation provided in order to determine if the products offered meet the descriptions/specifications requested by the Government in the Salient Characteristics. Failure to meet the specifications will render the offerors submission to be technically unacceptable.
Acceptability Factor 2: Price - Price will not be scored or rated. Offerors must have prices for each CLIN. Price schedule must be complete, accurate, and fair, and reasonable. The Government will evaluate quotes for reasonableness using price analysis techniques identified at FAR 15.4. Through these techniques, the Government will determine whether prices are fair and reasonable. Total evaluated Price - The Responders provided a total sum of all the CLINs.
a. Reasonableness. The existence of adequate price competition is expected to support a determination of reasonableness. Other price analysis techniques IAW FAR 15.404-1(b) may be used to further validate price reasonableness.
b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price of the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option.
c. Total Evaluated Price. Each Quoter shall provide a total sum of all CLINS: Base year and Option Year One (1), Option Year Two (2), and Option Year Three (3).
