Cut and Fit: The garment must be a semi-fitted, hip-length style.
Key Features: It must feature a six-button front closure, a convertible collar, and functional shoulder loops.

3.3 Hardware and Fastenings
Buttons: Standard commercial 19-line apparel buttons. The color must match the base fabric (Army Shade White 521).
Buttonholes: Must be securely stitched (straight-cut, purl, or whip type) to prevent fraying during standard wear and laundering.
3.4 Stitching and Assembly
Thread: Must utilize a commercial-grade, durable core thread that matches the base fabric color.
Seams: All stitching and seams must meet high-quality commercial apparel standards to prevent unraveling or failure during active wear and standard laundering cycles.
3.5 Labeling and Sizing
Labels: Each over-blouse must include standard commercial apparel labels clearly indicating size, care instructions, and manufacturer identification.
Sizing Availability: The garment must be available in standard commercial/military sizing from 4S to 22L, including variations for Short (S), Regular (R), and Long (L) torso lengths as specified in the procurement documentation.
Option Year Sizing Flexibility: Sizing quantities and distributions are firm for the base year.
However, sizing requirements may be subject to minor adjustments during option years based on actual cadet sizing requirements.
4.0 QUALITY ASSURANCE
The contractor is responsible for maintaining standard commercial quality control practices to ensure all delivered garments meet the salient characteristics.
First Article Inspection: If specified in the contract schedule, a first article sample of the short-sleeve over-blouse must be produced and subjected to Government inspection and approval (in accordance with FAR 52.209-4) prior to full-scale production.
Toxicity/Safety: The finished garment must be free of toxic materials or harsh chemicals and safe for prolonged, direct skin contact.
