About this file
This is a Request for Quote (RFQ) for maintenance and repair services of wind profilers and radiometers at two Department of Defense facilities. The solicitation W911S626QA020 is issued by the U.S. Army Contracting Command at Dugway Proving Ground (DPG) and involves work at both DPG in Utah and White Sands Missile Range (WSMR) in New Mexico. The solicitation closing date is September 16, 2026, at 10:00 AM MDT, with quotes to be submitted electronically to Contract Specialist Nneka Okeke-Stubbs at nneka.okeke-stubbs.civ@army.mil. The Government intends to award a firm-fixed-price contract to a sole-source offeror whose quote demonstrates fair and reasonable pricing.
The contract encompasses eight contract line item numbers (CLINs) structured across a base period and two option periods. The base period (October 1, 2026 – March 31, 2027) includes maintenance and repair services for upgraded LAP-3000 Radar Wind Profilers, FBS-ST systems, and MP-3000A Microwave Radiometers at both locations. CLINs 0001, 0003, 1001, 1003, 2001, and 2003 are firm-fixed-price preventative maintenance items, while CLINs 0002, 0004, 1002, 1004, 2002, and 2004 are time-and-materials repair CLINs with estimated ceiling amounts ranging from $3,750 to $48,000. The total contract value across all periods is estimated at approximately $140,200. The solicitation is unrestricted (not set aside for small business), with Product Service Code J036 and NAICS code 541990. Evaluation criteria include technical capability, past performance risk assessment using the Supplier Performance Risk System, and fair and reasonable pricing. The contractor must comply with DFARS Item Identification and Valuation requirements, Federal Acquisition Regulation clauses, and provide DoD unique identification or recognized equivalents for deliverables valued at $5,000 or more.
