SOURCE SELECTION INFORMATION

SECTION II

SOLICITATION PROVISIONS

A. BASIS FOR AWARD

The award will be made to the proposal that is lowest price, technically acceptable. The four evaluation factors for award are Facility Clearance, Experience, Bonding Capacity and Price. The Facility Clearance, Experience and Bonding Capacity sections of all proposals will be evaluated to determine technical acceptability. Each factor will be evaluated on an acceptable/unacceptable basis (see definitions below). Those proposals determined to be technically acceptable will be evaluated for price. The final award decision will be based on the proposal that offers the lowest price, technically acceptable offer. As set forth in FAR 52.215-1(f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). The Government reserves the right to conduct discussions if the KO determines them to be necessary.

B. FACTORS TO BE EVALUATED

The following evaluation factors will be used to evaluate each proposal. Award will be made to the offeror proposing the lowest price, technically acceptable proposal. The proposals will be evaluated under four (4) evaluation factors:

Factor 1: Facility Clearance Factor 2: Experience Factor 3: Bonding Capacity Factor 4: Price

Factor 1 - Facility Clearance:

Contractors are required to currently hold a Secret facility clearance. Rating will be based on an Acceptable/Unacceptable basis. Offers must be evaluated as Acceptable to be considered for award. If a proposal receives an Unacceptable rating, the offeror will not be considered for award.

Factor 2 – Experience:

The experience factor requires the contractor to submit documentation validating that they have performed 20 simultaneous construction projects/task orders within the past three years as a prime contractor. Experience is defined as repair and/or construction of real property and must have been performed within the last three years. The experience factor will be evaluated on an Acceptable/Unacceptable basis. Offers must be evaluated as Acceptable to be considered for award. If a proposal receives an Unacceptable rating, the offeror will not be considered for award.

Factor 3 – Bonding Capacity:

Contractor must submit legal documentation from a financial or insurance institution verifying that they have at least an $18,000,000 aggregate bonding capacity per year. Bonding capacity will be evaluated on an Acceptable/Unacceptable basis. Offers must be evaluated as Acceptable to be considered for award. If a proposal receives an Unacceptable rating, the offeror will not be considered for award.

The Government will use the Treasury List of Approved Sureties (https://fiscal.treasury.gov/surety-bonds/list-certified-companies.html) to verify the Surety information.

Factor 4 - Pricing

Adjectival ratings shall not be used for Offeror’s Price proposals. The offeror’s Price proposal will be evaluated using one or more of the techniques described in FAR 15.404-1 in order to determine if it is fair and reasonable.

Normally, adequate price competition establishes a fair and reasonable price (FAR 15.404- 1(b)(2)(i)). Offeror’s proposed coefficients shall encompass all indirect costs (job overhead, home office overhead, bond etc.) to the appropriate CLINs. Award will be made to the offeror who provides the lowest coefficient. Lowest overall coefficient will be determined by adding all coefficient numbers on each CLIN for a total coefficient number. The

Government reserves the right to make award based upon the Price factor in the event that the Facility Clearance, Experience, and Bonding capacity evaluation results of all the offerors’ proposals are substantially the same.

C. EVALUATION APPROACH

The Government will use the following approach to evaluate the proposals received for the JOC requirement.

1. Facility Clearance. This factor evaluates the facility clearance level of the prospective offerors. The work that will be required to be performed under this contract will necessitate frequent access to secure areas. DPW does not have the manning to provide escorts to prospective contractors to perform work in these secure areas therefore, all offerors must possess a Secret facility clearance and will be evaluated to determine if they currently hold a Secret facility clearance.

Facility Clearance Rating Definitions. The following rating definitions will be utilized in the evaluation of the Facility clearance:

Facility Clearance Ratings

Rating Description

Acceptable Contractor currently holds a Secret Facility Clearance.

Unacceptable Contractor does not currently hold a Secret Facility Clearance.

2. Experience. Experience consists of evidence of performing 20 simultaneous construction projects/ task orders within the past three years as a prime contractor.

Experience Definitions. The following rating definitions will be utilized in the evaluation of the Experience Rating:

Experience Ratings:

Acceptable The offeror has completed 20 construction projects/task orders simultaneously as the prime within the last three years.

Unacceptable The offeror has not completed 20 construction projects/task orders simultaneously as the prime within the last three years.

3. Bonding Capacity. Contractors will provide evidence of an $18,000,000 aggregate bonding capacity. The Government will use the Treasury List of Approved Sureties (https://fiscal.treasury.gov/surety-bonds/list-certified-companies.html) to verify the Surety information.

Bonding Capacity Definitions. The following rating definitions will be utilized in the evaluation of the Bonding Capacity Evaluation. The Government will use the Treasury List of Approved Sureties (https://fsical.treasury.gov/surety-bonds/list-certified-companies.html) to verify the Surety information.

Bonding Capacity Ratings

Acceptable Contractor provides documentation verifying $18,000,000 aggregate bonding capacity.

Unacceptable Contractor does not provide documentation verifying $18,000,000 aggregate bonding capacity.

4. Pricing. This contract will be a Firm Fixed Price (FFP) Requirements Job Order Contract (JOC). The pricing review be determined by adding all coefficient numbers on each CLIN for a total coefficient number. Award will be made to the offeror with the lowest coefficient number.

Note: Coefficient means a numerical factor that represents costs (generally indirect costs) not considered to be included in Unit Price Book unit prices (e.g., general and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, sales tax and compliance with tax laws, and also contractor s profit). Contingencies such as changes in wage rates and the effect of inflation in option years are also covered in the coefficient when Economic Price Adjustment is not used. Coefficients proposed by offerors are multiplied times the unit prices in the Unit Price Book to price a job or project on individual orders.

The coefficient(s) proposed by the offeror and accepted by the Government are incorporated in the JOC.

Price Factor Definition: Price will not be scored or rated. Award will be made to the contractor who has the lowest total coefficient over the five years.

Clarification. Limited exchanges between the Government and offerors that may occur when award without discussions is contemplated. See FAR 15.306(a)(1).

QUESTIONS AND ANSWERS

Q1. Pg. 30, Section 00 45 00, Section Description Reps and Certs, Does the Government want Section 00 45 00 Representation and Certification returned with the proposal response?

A1. No, Reps and Certs do not need to be submitted with the proposal.

Q2. Pg. 05, Section II: B, Section Solicitation Provisions, Would the Government prefer Factors 1, 2, 3, & 4 to be submitted as a single volume/document or as separate Volumes, as indicated in section D. Proposal Submission on page 8 of the Draft RFP?

A2. Proposals shall be submitted as 4 separate volumes.

Q3. Pg. 08, Section II: D.3, Proposal Files, What “Necessary Documentation,” referenced for Volume II – Experience, is the offeror required to submit for the requested 20 simultaneous construction projects/task orders?

A3. Contractor shall provide a list of projects with a description of the size, scope, and cost of the project and a short brief of the work to expand on the scope. Offerors shall also include information to include start date, completion date (length of project) and on time completion percentage for 20 consecutive projects.

Q4. What percentage of task orders will require clearances each year? Also, will all of the employees supporting the cleared tasks be required to have a final Secret clearance or will interim secret clearances suffice?

A4. Approximately 25%. An interim clearance is sufficient.

Q5. Will the government please provide historical data for the amount spent annually over the last 5 years of this contract?

A5. Base Year (2012): $6.5M; 1st Option (2013): $15.2M; 2nd Option (2014): $17.4M; 3rd Option (2015): $19.5M;

4th Option (2016) $13.5M; Bridge Contract (2017): $4M; Bridge Contract (2018): $1.15M; Bridge Contract (2019):

$7.56M.

Q6. What price book or pricing software will the government utilize for this contract?

A6. RSMeans latest edition.

Q7. The Draft Solicitation references a Bid Bond requirement. Please confirm that no bid bond is required, only a bond letter indicating the prime contractor possessing $18,000,000 aggregate bonding capacity.

A7. A letter stating the prime contractor possesses the required aggregate bonding capacity is required. A bid bond is not required.

Q8. Are you able to publish the name of the incumbent 8(a) JOC contractor?

A8. Goldbelt Operations Support Services, LLC

Q9. Are you able to publish the incumbent 8(a) JOC contractor’s pricing coefficient?

A9. No, this information is proprietary.

Q10. The solicitation indicates (under factor-1): Facility clearance required: If a joint venture is submitting a proposal, do both entities have to have a facility clearance? If one firm has a secret clearance.

A10. If both entities are requiring the same access and need for LEAD then yes they both must have their own FCL.

Q11. Factor -4 indicates price, see page-4 (general information) item#6 “ offers are not required to submit cost/or pricing data with their offer?

A11. Offerors are not required to provide certified cost and pricing data pursuant to FAR subpart 15.4. Offerors are only required to provide a coefficient for each CLIN.

Q12. Please provide a sign in sheet for the site visit.

A12. See Attachment 06

Q13. Requirements from page 5 of the RFP are as follows: “Contractors are required to currently hold a Secret facility clearance. Rating will be based on an Acceptable/Unacceptable basis. Offers must be evaluated as Acceptable to be considered for award. If a proposal receives an Unacceptable rating, the offeror will not be considered for award.” We would like to respond to this RFP as a newly formed Joint Venture. If the majority JV partner or both companies individually maintain the required facility clearance will that be evaluated as acceptable?

A13. Similar to question # 10, each partner must have their own FCL.

Q14. For Factor 2 Experience, the RFP on page 5 states: “the experience factor requires the contractor to submit documentation validating that they have performed 20 simultaneous construction projects/task orders within the past three years as a prime contractor.” Would it be acceptable to include a mix of projects from both JV partners or can all projects/task orders be submitted from one JV partner to fulfill this requirement?

A14. The projects need to be from the JV partner doing the work at the Depot.

Q15. Is Section 00 45 00 Representations and Certifications required for this proposal? If so, what Volume should the Representations and Certifications be submitted?

A15. Same as Answer # 1.

Q16. Do offerors need to have the Secret facility clearance at time of submission, or is there time to obtain the clearance prior to award?

A16. Offerors need to have at a minimum an interim secret facility clearance at the time of submission.

Q17. For Volume II: Experience, do the 20 simultaneous projects have to be under one JOC contract?

A17. No. However, the projects must have been performed simultaneously.

Q18. For Volume II: Experience, in a prime sub mentor protégé relationship can we also use the experience of the prime sub to qualify?

A18. The Government believes the intent of this question is to ask whether they, as a protégé, can utilize the experience of their mentor to qualify. If the mentor and protégé have an approved, properly qualified and documented mentor-protégé relationship and have formed a joint venture to jointly bid on government contracts, the answer would be yes.

Q19. Amendment 2 states “Please do not provide pricing for each CLIN – Provide a coefficient only for each CLIN.” CLIN 0003, CLIN 1003, CLIN 2003, CLIN 3003 and CLIN 4003 are for Contractor Manpower Reporting. These CLIN’s do not reference a coefficient. This requirement is not a definable item in the Unit Price Book and is typically part of the general and administrative costs for the contract. Please clarify if the Government is looking for a Coefficient for this item or just an acknowledgment of the requirement.

A19. CLIN’s 0003, 1003, 2003, 3003, and 4003 for Contractor Manpower Reporting do not require a coefficient or price. Each of these CLIN’s has been updated on the RFP to reflect “Not Separately Priced” (NSP).

Q20. Page 4 of 77 of the RFP under General Information Part I – A. Inquiries. The text says that “Offerors are requested to review the specifications in its entirety, review the Bidder Inquiry System for answers to questions prior to submission of a new inquiry.” What is the Bidder Inquiry System that we are to review? I have been watching the solicitation on beta.sam.gov for any amendments or answers to inquiries. To date there have been none except for when the solicitation was released on February 4th. Is there another place I should be looking for answers?

A20. The “bidder inquiry system” refers to https://beta.sam.gov/ all questions and answers will be posted to BetaSAM in the form of an amendment. Please continue to monitor BetaSAM for this procurement.

ASSIST INSTRUCTIONS

ASSIST INSTRUCTIONS

During the conduct of this acquisition, the Acquisition Source Selection Interactive Support Tool (ASSIST) will be used by the Government to support the proposal evaluation and source selection process. A separate tool, the ASSIST2Industry, will be used in conjunction with ASSIST to accomplish exchanges with Offerors after receipt of proposal pursuant to Federal Acquisition Regulation 15.306. ASSIST2Industry provides the ability for the Government to issue, and the Offerors to receive and respond to, all Evaluation Notices (ENs) in a secure online environment.

In order to initiate the use of ASSIST2Industry, the Government requires the names, company titles, telephone numbers and email addresses of two individuals that the Offeror has designated as responsible for receiving and responding to Government ENs through ASSIST2Industry. The designation of two individuals is for the purpose of insuring availability of one individual if the other individual is not available. The required information regarding these two individuals must be submitted with the Offeror’s proposal and included in the cover letter.

After the solicitation’s closing date, the Government will establish an account in ASSIST2Industry for each individual identified by the Offeror that has submitted a proposal in response to this solicitation. The two individuals named by the Offeror will be authorized access to that account. Two separate system generated emails will be sent to each individual. One of the emails will contain the individual’s ASSIST2Industry username. The other email will contain the individual’s temporary password. Using the provided username and temporary password, each individual can then go to https://ASSIST2Industry.army.mil to access the account. NOTE: The first time a user logs in, the user will be required to change the temporary password before the user can poceed to use the site.

Whenever the Government issues ENs to the Offeror through ASSIST2Industry, the Government’s Contracting Officer will notify the Offeror through a medium independent of ASSIST2Industry (e.g. email) that the Offeror has ENs in ASSIST2 Industry awaiting for a response. There will be no ENs in ASSIST2Industry until such notice is issued by the Contracting Officer.

All Offerors are advised that ASSIST2Industry has been updated and is now the responsibility of the PRIME contractors to establish accounts for their subcontractors to respond to Government Ens. A separate area within ASSIST2Industry has been created to allow authorized subcontractor POCs to upload proposal files only. Subcontractors will not be able to access any other information on the ASSIST2Industry website (e.g. Questions/Evaluation Notices, Responses, etc.). Once a subcontractor has been added, they will receive a user ID (i.e.

sunbcontractor0001) and password (initial password) that will be sent via two separate system generated emails. A Subcontractor will have one user ID for all PRIMES and solicitation responses, i.e. if you are a Subcontractor to multiple Prime Contractors and multiple solicitation responses, you will only have one user ID. Once an account has been established for the Subcontractor, go to https://ASSIST2Industry.army.mil to access the account. Prime contractors will only be able to see the number of files submitted by their subcontractors, but will be unable to view the subcontractor’s files.

Assessing ASSIST2Industry Prime/Subcontractors

Access to ASSIST2Industry will require a two factor authentication for each Prime and Subcontractor user. All ASSIST2Industry users are required to have a username /password (first authentication) and may select one of the following three methods for implementing the second authentication to access the site:

1. Use an authenticator application on your cell phone (e.g. Google or Microsoft Authenticator) to receive a QR code;

2. Receive a code via an SMS Text message to you cell phone; or

3. Receive a code via email.

If you have any other problems accessing your account, contact the Army Enterprise Service Desk (AESD) at the number listed below:

Phone: 1-866-335-2769 (ARMY), #option 7

Please be prepared to provide the following:

Contractor POC name Telephone number Email address Procuring Contracting Officer and/or Contract Specialist Name and Telephone Number ASSIST Source Selection/Program Name Solicitation Number Contractor POCs should not provide any additional information than what is noted above.

NOTE: Both Prime Contractors and Subcontractors are instructed to review ASSIST2Industry User’s Guide, located under the Getting Started tab on the website. The guide has been updated and provides step by step instructions on how to perform functions and navigate the website.

Contractor POCs should not provide any additional information that what is noted above. The offerors are cautioned that the system generated emails referred to above are intended for administrative purposes only. Receipt of these emails does not constitute the commencement of any type of exchange with the offeror in accordance with FAR 15.306(A), (B), or (D) (i.e.

clarifications, communications, or discussions). Also, receipt of these emails does not signify that a competitive range determination in accordance with FAR 15.306(C) has been made or that the offeror’s proposal will be included in the competitive range when that determination is made.

All notifications that any type of exchange with the offeror has commenced and the offeror has evaluation notices available to respond to, or any notification that the offeror’s proposal has been included in or ENs excluded from the competitive range, will be sent to the Offeror by the Contracting Office independently of the ASSIST2Industry.
