Solicitation Summary: W81K00-26-R-A037

This is a Women-Owned Small Business (WOSB) Solicitation for Commercial Products and Services issued by the Department of the Army Medical Command (MEDCOM) for occupational health services in Germany. The contract is for Local National (LN) occupational health services supporting approximately 9,000 employees across 15 locations in Germany, with an ordering period from September 1, 2026, through August 31, 2031. The solicitation is structured as an Indefinite Quantity contract with firm fixed pricing, and the contractor shall provide comprehensive medical examinations, evaluations, and occupational health consultations conducted by fully licensed occupational medicine physicians in Germany, complying with German federal and state laws including the Occupational Safety and Health Act (ArbSchG), the Occupational Medical Care Ordinance (ArbMedVV), and regulations from the German Social Accident Insurance (DGUV).

The Performance Work Statement specifies 74 line items covering various medical examination types and services, including hazard exposure assessments (respirable crystalline silica, asbestos, lead, benzene, mercury, noise exposure), fitness-for-duty evaluations, occupational medical surveillance examinations, vaccinations (hepatitis, MMR, tetanus, varicella, rabies, tuberculosis, tick-borne encephalitis), specialized examinations for truck and bus drivers (with quantities of 1,440 and 75 respectively), visual display unit workplace assessments (5,720 examinations), and worksite visits for re-integration assessments. The contractor must maintain medical liability insurance (Berufshaftpflichtversicherung) acceptable to the Contracting Officer, provide bilingual German/English services and documentation, establish centralized appointment scheduling, conduct quarterly business review meetings with the government, and submit quality control analyses and incident reports to the Contracting Officer's Representative. Key personnel requirements include a Contract/Program Manager and Supervising Occupational Medicine Physician, both requiring C2-level German and English proficiency and relevant advanced degrees and experience.
