Addendum to Evaluation - Commercial Product and Commercial Services
1. Basis for Award
The Government intends to award a single Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror in accordance with the streamlined commercial procedures of RFO FAR 12.203. The Government intends to evaluate quotes and make an award without discussions, though it reserves the right to conduct clarifications if deemed necessary by the Contracting Officer.
Quotes will be evaluated sequentially in the following order:
Factor 1: Technical Capability Factor 2: Past Performance Factor 3: Price
2. Factor 1: Technical Capability
The Government will evaluate the Technical Volume on an Acceptable / Unacceptable basis.
Quotes must be rated "Acceptable" to advance to the Past Performance evaluation. To be rated Acceptable, the quote must clearly demonstrate compliance with all requirements outlined in the Instructions to Offerors (52.212-1), specifically including:
System Specifications: Proposal of the exact Stratasys Turnkey systems.
OEM Authorization: Provision of valid documentation proving the offeror is an authorized Stratasys reseller/distributor capable of passing through commercial warranties and software licenses.
Delivery & Training Plan: Explicit confirmation of the ability to meet the delivery timeline and a satisfactory overview of the 2-5 day on-site, OEM-certified training plan at Fort Hood, TX.
Rating Description
Acceptable Quote meets all requirements of the solicitation.
Unacceptable Quote does not meet one or more requirements of the solicitation.
3. Factor 2: Past Performance Offerors that receive an "Acceptable" technical rating will be evaluated on Past Performance to assess the risk of successful contract performance. The Government will evaluate the recency (within the last three years) and relevance (similar size, scope, and complexity) of the submitted references. The Government also reserves the right to review past performance data from independent sources, such as the Contractor Performance Assessment Reporting System
(CPARS).
Past Performance will be rated on an Acceptable / Unacceptable basis:
Rating Description
Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. (Note:
Offerors with no recent/relevant past performance record will receive a neutral rating, which is considered "Acceptable" for evaluation purposes).
Unacceptable Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
4. Factor 3: Price Quotes that are rated "Acceptable" in both Technical Capability and Past Performance will be evaluated for Price. The Government will evaluate the Total Evaluated Price (TEP) by adding the extended prices of all CLINs (0001 and 0002).
Price will be evaluated for:
Fairness and Reasonableness: Evaluated using price analysis techniques (e.g., comparison of proposed prices received in response to the solicitation, comparison to historical prices, or comparison to the Independent Government Estimate).
Completeness: Verification that pricing is fully burdened and includes all required hardware, shipping (FOB Destination), installation, training, and warranties.
Mathematical Accuracy: Verification that unit prices and total prices are calculated correctly.
4. Disclaimer
This addendum clarifies the evaluation approach and does not change any requirement of FAR 52.212-2. Offerors remain responsible for complying with all applicable regulations and instructions.
