About this file

This is a Request for Quote (RFQ) for Musician Coordinator Services and Special Services at multiple chaplain facilities in Germany under solicitation number W564KV26QA023, issued by the U.S. Army Materiel Command (AMC) Directorate of Contracting on 16 March 2026 with an offer due date of 15 April 2026 at 10:00 AM Central European Summer Time. The contract is designated for Women-Owned Small Businesses (WOSB) and will be awarded on a firm fixed-price basis to the technically approved, past-performance qualified, lowest-price offeror.

The requirement includes two primary line items: (1) Musician Coordinator Services for four chapel facilities—Daenner (Catholic), Landstuhl (Protestant), Rheinland (Catholic), and Rock (Protestant) Chapel—at 52 weeks each, and (2) Special Services at Kaiserslautern and Baumholder locations at 40 events each. The base contract period runs from 13 May 2026 to 12 May 2027, with three one-year option periods extending through 12 May 2030. All services will be performed at U.S. Army General Aeromedical Staging Area (USAG) Rheinland-Pfalz facilities in Landstuhl, Germany (DoDAAC W80T26). Quoters must submit capability statements demonstrating relevant experience within the past ten years, provide active CAGE codes for supplier risk assessment, submit DFARS representations and certifications, and hold prices firm for 60 calendar days from the quote submission date. Payment will be processed through the Wide Area WorkFlow (WAWF) system with submission to DFAS Europe, and quotes must be submitted in English via email to Mrs. Kelsey Males (Contract Specialist) and Mr. Brandon Donalson (Contracting Officer). Quoters must be registered in the System for Award Management (SAM) prior to the offer deadline.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

[Insert evaluation factors in the relative order of importance. For requests for proposals, state: Evaluation factors other than price when combined are [significantly more important than price/approximately equal to price/significantly less important] than price. For invitations for bids, list only price and price-related factors.]

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
