About this file

This is a Request for Quote (RFQ) for the procurement of four (4) fire truck structural pumpers for IMCOM-Europe, issued by the U.S. Army Materiel Command Directorate of Contracting. The solicitation number is W564KV26QA010, with an offer due date of April 20, 2026, at 12:00 PM Central European Time. The acquisition is set aside for Women-Owned Small Businesses (WOSB) and is designated for commercial products under FAR Part 12 procedures. Quoters must be registered in the System for Award Management (SAM) and must submit quotes via email to Ms. Maryanne Peck (Contract Specialist) and Mr. Brandon Donalson (Contracting Officer) by the stated deadline. The Government intends to award one firm fixed-price contract based on technical acceptability, Supplier Performance Risk System (SPRS) evaluation, and lowest price.

The basic requirement consists of two fire truck structural pumpers with associated chassis, apparatus bodies, and fully assembled vehicles (CLINs 0001AA, 0001AB, 0001AC), with delivery within 12 months of contract award to IMCOM Europe Fire Fighting Training Center in Ansbach-Katterbach, Germany. Two option line items (CLINs 1001AA-1001AC and 1002AA-1002AC) each include one additional structural pumper, with the second option deliverable to USAG Italy Fire Department in Vicenza, Italy, with a 24-month delivery timeline. All items are FOB Destination, with the contractor responsible for shipping costs to overseas locations. Quoters must submit comprehensive technical documentation including detailed drawings per DIN EN ISO 10209 standards, technical descriptions of chassis and firefighting body systems, loading plans, weight balance calculations, energy balance schematics, warning light package specifications, EU certification, and evidence of maintenance/repair facility capabilities. Evaluation criteria emphasize technical compliance with attachment specifications, with all subfactors rated as acceptable or unacceptable. Quoters must also complete various federal representations and certifications, including trade agreement compliance and tax relief documentation (DFARS 252.229-7001, Alt. I for German vendors).
