vehicles not exceeding 10 feet in height can use the Main gate, but must first obtain a visitors pass and vehicle pass from the Visitor Control Center (VCC), Building 606.
REQUIRED DRIVER DOCUMENTATION
In either instance, the driver of the vehicle must be in possession of valid vehicle insurance, vehicle registration, a REAL ID-compliant driver's license with proper endorsement for the size vehicle they are driving, and a bill of lading/purchase order that shows the contractor/vendor company name, contract or delivery order number, telephone number, point of contact, type of goods, and where the delivery is being made at TYAD.
If you are a contractor or delivery driver arriving at TYAD and you do not have a state-issued REAL ID driver's license (licenses marked "Not for Federal Purposes" or "Federal Limits Apply"), you must bring a supplemental physical document for access.
Under Department of Defense (DoD) security standards, you can secure entry by pairing your noncompliant driver's license with one of the following options:
A Valid Federal Travel or Work Document: This includes an unexpired U.S. Passport, U.S.
Passport Card, Permanent Resident Card (Green Card), or an active Transportation Worker Identification Credential (TWIC).
You can use a valid physical Global Entry, NEXUS, SENTRI, or FAST card.
Veteran Health Credentials: A valid Veteran Health Identification Card (VHIC) is acceptable, provided it features a scannable security barcode.
Official Civil & Citizenship Records: If you do not have any of the cards listed above, you must bring both an original or certified U.S. Birth Certificate (bearing a raised official seal) and your physical Social Security Card.
Critical Security Rules You Must Follow
Names Must Match Exactly: If you use a combination of documents (such as your State ID, Birth Certificate, and Social Security Card), every single document must display the exact same name.
If your name has legally changed due to marriage, divorce, or a court order, you must bring official linking paperwork (such as a marriage license or court decree) to prove the name change.
Physical Documents Only: You must present original, physical documents to security personnel.
Photocopies, digital scans, or mobile/digital driver's licenses on your smartphone will be rejected immediately.
Gate Background Check: Providing these ID documents only verifies who you are. To enter TYAD, you must also pass a mandatory on-the-spot criminal background check (NCIC-III) at the Visitor Control Center.

W51AA126QA084
All individuals requiring access to Tobyhanna Army Depot must present valid, unexpired identification. Digital photos or photocopies of documents will not be accepted; all documents must be physically present.

Consular Report of Birth Abroad (Form FS-240, DS-1350, or FS-545)
Foreign Nationals (Non-U.S. Citizens): Deliveries conducted by Foreign Nationals require a minimum of ten (10) business days prior coordination with TYAD Security for vetting and approval.
Foreign National drivers must possess their original, unexpired foreign passport along with a valid U.S. visa, Permanent Resident Card (Form I-551), or Employment Authorization Document (FormI- 766). Failure to obtain pre-clearance will result in immediate denial of base access.
FORCE PROTECTION CONDITIONS (FPCON) & SECURITY INSPECTIONS
Access to Tobyhanna Army Depot is contingent upon the current Force Protection Condition (FPCON). Security measures are strictly enforced and may escalate without prior notice. Drivers should anticipate 100% identification checks and comprehensive commercial vehicle inspections, which may cause delays at the gate.
During elevated security postures (e.g., FPCON CHARLIE or DELTA), access to the installation may be restricted to mission-essential personnel only, and scheduled deliveries may be delayed, rerouted, or denied entry. The Government is not liable for costs associated with delays or access denials resulting from security inspections or FPCON level changes. All personnel must strictly comply with the directives of security personnel and gate guards at all times.
