Continuation of Description

STATEMENT OF WORK

1. The security system install/upgrade at Savannah Hilton Head International Airport ANGB is requested for the protection of personnel and Protection Level 3 (PL3) assets. The Munitions Storage Area (MSA) that routinely supports PL3 assets has been assessed for physical security, to include entry control to the Restricted Area. Savannah Hilton Head International Airport ANGB recommends that on-hand Closed Circuit Television (CCTV) systems be utilized in conjunction with the procurement of Integrated Base Defense (IBD) technology, to include Intrusion Detection System /Equipment (IDS/IDE). The IDS and ACS at bldg. 3502 will undergo an upgrade and install IDS for security detection.

2. The contractor will provide a certified Vindicator technician to perform the work for the Savannah ANG Building 3502 project. This system should provide lines of detection capable of detecting intrusion IAW AFI 31-101 Chapter 9 as stated in AFA4S/GENADMIN. Ensure alarm system is compatible and integrates into the current Savannah Hilton Head International Airport ANGB IDS Honeywell Vindicator system. Daily these systems will be used to support and secure assets.

3. All reader control modules and accessories will be installed in accordance with industry standards and manufacturers' recommendations. System should be "fully functional" * as designed prior to vendor departing the installation. All changes and modifications to the project by either contractor or customer shall be in writing and submitted to 165 MSG Contracting Office on the appropriate forms, prior to any changes being made. Upon arrival, the contractor(s) will be given a tour of aforementioned alarmed facilities by the ESS NCOIC and/or alternate. Both parties will discuss the placement of equipment. The vendor will also go to the head-end/Emergency Control Center to be shown the entire VINDICATOR alarm monitoring system. The system is currently established on a VLAN internal network infrastructure provided by 165/ADC Communication Flights. Ensure that all communication issues that encompass the installed Vindicator systems are fully functional as designed and promised by the vendor. Work must be performed in a manner that limits as much as possible any disruptions to normal day-to- day operations.

System and control modules need to be fully tested jointly by Vindicator, and the ESS shop prior to vendor departing the area to ensure system is operating as designed by the vendor and as promised to the government.

System at the ECC/Head-end MUST show a visible and audible alarm to the alarm monitor operating the system. Also, provide information to alarm monitor trainers to correct visual and audible failures.

Fully Functional: To ensure the Intrusion Detection System (IDS) functions as designed by the vendor and meets the minimum protection standards outlined in AFI 31-101, Chapter 9 as referenced in AFA4SGENADMIN, and other referenced documents.

Systems must be deployed around a controlled area boundary and inside a controlled area to support security in securing protection level resources.

IDS/SA technologies must be tested, approved, and procured in a coordinated effort.

The system should operate continuously without:

Communication failures

Sensor malfunctions

System Characteristics (as per AFI 31-101):

Prompt Detection:

Capable of prompt detection of any attack on the area for which it is designed.

Detection capabilities are not normally achievable by security forces alone.

IDS detects intruders and warns ID forces of intrusions by annunciating an alarm at the BDOC or alarm monitoring facility, alerting ID forces in the area of responsibility.

Salvage Value:

Should have a high degree of salvage value; equipment may be removed and used elsewhere.

Power Requirements:

Operate on 110-120-volt, 50-60 Hertz AC power with a protected backup independent power source for continuous emergency operation (minimum 4 hours).

Alarm Annunciation:

Must have an alarm annunciator panel located at the BDOC or other facility continuously manned by SF.

Flexibility:

It must be reasonably flexible to protect large and small areas with minimal cost differences.

Malfunction Registration:

Must be able to register malfunctions.

Alarm Rate

Must have a nuisance alarm rate not to exceed one per facility/sector per 24-hours.

Annunciation Capabilities:

Must have audible and visual alarm annunciation capabilities.

Line Fault Indication:

Must have a line fault indicator if the system fails.

Switches:

Must have on/off switches and access or secure switches located inside the alarmed area, unless equipped with an external keypad.

Communications Cable Pairs:

Must have good quality, dedicated communications cable pairs for transmission of the encoded system.

Facility Identification:

Must distinguish which specific facility is being accessed, secured, requires a response, or is indicating a duress situation.

Alarm systems will not be tied together in a manner that prevents the monitoring facility from distinguishing the individual facility under alarm.

Perimeter IDS

Primarily defends against the unskilled to semi-skilled intruder.

Detection and Obstacles active patrolling, delay and denial, interior sensors, physical security aids, and posted sentries combine to create a myriad of detection capabilities and obstacles once an intruder breaches the boundary of a restricted area.

Objective planning

Requires SF to understand the strengths and weaknesses of IDS.

Detection Requirements: Each IDS for protection level (PL) resources consists of one or more lines of detection using sensors that meet Probability of Detection (Pd) and false and nuisance alarm rate requirements.

False and Nuisance Alarm Rates:

Interior, exterior, and individual resource IDS false and nuisance alarms must be computed separately and are averaged per sensor region or zone.

Interior: Averaged for a period of 12 months (calendar year).

No more than one false alarm per sensor region per calendar month.

No more than three nuisance alarms per sensor region per calendar month.

Exterior and individual resource: averaged for a period of one calendar month (approximately 30 days).

Two or more nuisance alarms from the same facility or structure within a 24-hour period require notification to alarm maintenance personnel.

Annunciation and Display Requirements:

The alarm annunciation and display subsystem consist of the primary and sometimes a remote annunciator.

IDS normally annunciate and display at a single location within the restricted area (alarm monitoring station or ECP with remote annunciation and display at the BDOC when required.

Display, audibly and visually, in alphanumeric fashion (e.g., Sector 21 or Bldg. 5311, Bay 1), access and secure alarms states, and the changes from one state to another. *Aremoteannunciatorisnotrequiredunlessit'sspecifiedinthesecuritystandard

5. SPECIFIC TASKS: Outlines the tasks to be performed by Contractor for the Savannah ANG Building 3502 Project. Contractor will provide a certified Vindicator technician to complete the necessary work. Will also be responsible for the following deliverables, including all labor, materials, and equipment necessary for successful completion:

Supply and Installation of IDS Equipment: Provide and install all Intrusion Detection System (IDS) equipment as detailed in the equipment list below.

Supply and Installation of Access Control Door: Furnish and install one (1) complete access control door system, as described in the equipment list below.

Installation and Programming of GFE Systems: Install and program Government Furnished Equipment (GFE) IDS and Access Control System (ACS) V5 software and hardware.

Electrical Infrastructure: Supply and install all necessary electrical conduit and AC power requirements to support the installed systems.

GFE Network Integration: Integrate the installed IDS with the existing GFE network switch in Building 3502.

6. ACCESSORIES AND INCIDENTALS

The contractor shall provide all incidentals necessary for the security system.

7. WARRANTIES

The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship within twenty-four (24) hours of being notified. Correction of all defects under this warranty shall be at the expense of the contractor. The government expects to receive a one-year manufacturing warranty provided by the contractor.

8. MAINTENANCE/SERVICE:

The contractor shall provide a one-year service plan to begin after IDS installation mentioned in section 4.

9. SUBMITTALS

Submit Operations and Maintenance Data, including maintenance procedures, recommended maintenance materials and suggested schedule of maintenance.

10. QUALITY ASSURANCE

The ADC Vindicator Certified personnel will inspect all work performed by the contractor. Work performance shall be deemed satisfactory and acceptable to the government when the ADC Vindicator Certified personnel declare the project satisfactory. The ADC Vindicator Certified personnel will document all inspections. Contractor shall provide proof of manufacturers and installer qualifications. The ADC Vindicator Certified personnel is the individual designated by the Contracting Officer at contract award to perform specific technical or administrative functions on contracts. All contracting actions and/or correspondence should be forwarded to the Contracting Officer.

11. ENVIROMENTAL REQUIREMENTS

The contractor shall perform all work in accordance with federal, state, and local environmental regulations (including maintenance of Materials Safety Data Sheets (MSDS's) IAW EPA regulations and criteria so as to minimize pollution, exploitation, and degradation of natural resources. The contractor shall use non-hazardous materials when possible. The contractor shall perform all work in accordance with industrial, environmental, and OSHA standards.

12. CLEAN UP

The contractor shall furnish and maintain barricades, warning signs, and waste containers on the government job site and ensure equipment is secured at the end of each workday.

Clean and vacuum carpet surfaces. Ensure the entire project area is left in a vacuum-clean condition.

All packing, wrapping and packaging materials shall also be removed from the project area. All debris, refuse and trash shall be removed from the site.

The contractor shall ensure a clean job site at the end of each workday.

Upon completion the buildings shall be returned to a final clean professional appearance.

SCOPE OF WORK

13. PROJECT MATERIALS PROTECTION

Do not use protective materials that will leave any type of residual print, outline or imaging on floors or carpet.

14. MAINTENANCE INSTRUCTIONS

The contractor shall conduct a demonstration of proper maintenance procedures for the installed equipment. The demonstration shall be conducted in the presence of the 165 ESS NCOIC and the end user(s), unless otherwise determined that the end user be the only attendee. Demonstrations shall include manufacturers' recommended schedule and procedures.

The contractor will test and inspect all installed alarmed facility sensors to ensure serviceability, proper installation and assess if hardware meets USAF standards according to AFI 31-101 & USAF/A4S CUI Non-Nuclear CMD list dated 15 October 2020. Contractor will ensure facilities alarm panel and Automatic Entry Control System/AECS systems work properly.

15. HOURS OF OPERATION

Normal duty hours are from 7:30 a.m. to 3:00 p.m., Monday through Friday, except on government holidays. Contractor should coordinate work with ADC SFS ESS NCOIC, SMSgt Scott Johnson: 912-963-3450 work, 912-210-4560 cell

16. DAMAGES

The contractor shall take precautions to prevent damage to government property. The contractor shall repair or replace damaged items at no additional cost to the government.

17. INSPECTION AND ACCEPTANCE

The ADC Vindicator Certified personnel shall perform inspection and acceptance of all work at regular intervals as required and upon final completion of this project. All discrepancies identified during inspections shall be corrected prior to final payment.

18. GOVERNMENT FURNISHED SERVICES

The Government shall provide utilities (water and electricity) and emergency, fire and Security Police response.

19. TRAFFIC REGULATIONS

Contractor employees shall comply with all base traffic regulations and are subject to random vehicle speed control checks. Contractor's personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installation.

20. SECURITY REQUIREMENTS:

SCOPE OF WORK

The Government reserves the right to deny access at any time, for any reason.

The contractor and all associated sub-contractor's employees shall provide all information required for background checks to meet installation access requirements to be accomplished by 165th AW Security Forces Pass and Identification Office. Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, United States Air Force (USAF), and local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

The Contractor will coordinate with the ADC SFS ESS NCOIC on all security issues and to gain access to the base and all areas necessary to execute this service.

The Contractor shall ensure that all employees, suppliers, and subcontractors and their employees comply with established security procedures for entering the installation and its facilities, including special security procedures for entry to restricted or controlled areas.

All prospective contractors MUST be U.S. citizens or MUST have established and maintain legal residence in the U.S. and be authorized by the US government to work in the United States (i.e. Green card, worker authorization, etc.). All prospective contractors MUST have at least one form of US government issued photo identification (driver's license, US passport, US work visa, etc.) for entry to the installation. Security Forces (SF) will review any questionable identification documents for determination as to whether said identification is authorized for access to the installation.

All personnel, vehicles and property are subject to search upon entering or exiting the installation, or at any point while on the installation. Any vehicles or personnel found in possession of prohibited items will be removed, and/or barred, from the installation and released to the appropriate civil authorities.

The Government will not be held liable for any delays or breach of contract caused by the refusal of the Security Forces to allow entry.

Photography and recording are not allowed except for official use and by permit only. Photographs will be reviewed by the 165th Antiterrorism Officer (ATO) to ensure sensitive and/or classified information is not revealed.

The Contractor shall not post to company websites, publications, newsletters or other media any images, data or information that reveal sensitive government operations, personnel, equipment, and/or classified or controlled unclassified information. When in question, company press releases related to this contract should be coordinated through the ATO as applicable.

Because observation of events, operations, physical changes, etc. may reveal National Security Information, specific restrictions are needed to preclude unintentional release of this information to unauthorized parties. (Unauthorized disclosure and transfer of National Security Information is punishable under 18 USC (S) 793.) Therefore, contractor personnel shall not disclose to unauthorized third parties, post to unofficial sites (including Social Networking sites) any images, data or information, or observed events that reveal sensitive government operations, personnel, equipment, including, but not limited to:

a) Tactics, techniques and procedures, work schedules, increases, changes, or decreases in frequency of work/deployment of government personnel or vehicles; specialized equipment orders, deliveries, shipments, etc. Unauthorized disclosures and attempts to solicit this type of information by unauthorized third parties or others.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause-

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall-

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items-

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(d) Comptroller General Examination of Record. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

TECHNICALPAST PERFORMANCEPRICE[Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.]

Technical and past performance, when combined, are MORE SIGNIFICANT[Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.]

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
