INSTRUCTIONS TO OFFERORS

1. All questions shall be in writing. Questions may be e-mailed to Stephanie Howell at stephanie.m.howell2.civ@mail.mil.

2. All quotes shall be in writing and are due no later than 23 June 2020, 2 PM EST.

It is the quoter’s responsibility that all quotes submitted, regardless of method of transmission, are received in this office prior to the time and date for receipt of quotes. Quotes shall be e-mailed to Stephanie Howell at stephanie.m.howell2.civ@mail.mil.

3. Anywhere in this solicitation where the term “offer” is used, it is hereby changed to read “quote”.

5. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

6. Quotes must include the following information:

a. Technical: Offerors submitting “equal” items must provide material composition. Failure to do so will result in a determination of nonresponsive.

b. Price: pricing for each Line Item. Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the offeror shows only the total price but fails to enter a unit price, the total divided by the quantity will be held to be the intended price. All Unit Prices are to be FOB Destination and include all charges for any needed alterations.

c. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for the offeror to be considered non-responsive.

d. Complete blocks 14, 15, and the proposal breakdown attachment 1 of the SF 1442 as well as any amendments. In doing so, the offeror accedes to the contract term and conditions as written in the Request for Proposal

(RFP).

e. Use Attachment 1 ~ Construction Contractors Format.

7. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide the contracted services.

8. Contractors shall quote on all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc), G&A and profit.

9. All representations and certifications to include provision of Dun & Bradstreet number are to be returned with the quote. Dun and Bradstreet information can be found by calling (800)-333-0505. A contractor that is receiving an award resulting from this request for quotation must be registered in the System for Award Management (SAM). To register, offerors may log onto:

10. Provide Dun and Bradstreet #, CAGE(commercial and government entity)code and Federal Tax ID # on all documents submitted.

11. The Government may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror’s best terms. The Government reserves the right to conduct discussions if later determined necessary by the Contracting Officer. In the event revised offers are requested, the offeror shall submit a complete replacement offer. Failure to submit any information requested by the solicitation may be cause for unfavorable consideration.

12. Due to COVID-19 access is restricted to Fort Dix, no proposals can be hand carried to the contract specialist at this time, all proposals shall be submitted via email.

The following paragraphs are hereby deleted from the FAR Clause 52.212-4: (h), (n), (o), and (p).

BASIS OF AWARD

The Government intends to award a Firm Fixed Price (FFP) contract to the responsive, responsible offeror resulting from this solicitation. Award shall be made to a single contractor on an all or nothing basis. • SUBJECT: Install Security Fence and Swing Gates.

• SCOPE OF WORK: The contractor will provide all labor, equipment and materials necessary to install the fencing, vehicle / pedestrian gates according to the provisions contained herein and the attached specifications for chain link fencing systems.

Furnish and Install the following items:

• 16’ H chain link fence with barbed wire, approx. 1330 L.F

• 8’ H chain link fence with barbed wire, approx. 495 L.F

• 8’ H swing gate with barbed wire, 10’ W, (4) each

PART 1: PRODUCT

1. Round Steel Pipe Fence Framework

A. Round Type II steel pipe and rail: SS 40 standard weight pipe, in accordance with ASTM F1083, hot dip galvanized zinc exterior. Intermediate Strength Grade: Minimum yield strength 50,000 psi, zinc coating for added corrosion protection.

a. Line post: 2” minimum outside diameter SS 40 pipe, 10’ on center maximum spacing.

b. End, Corner, Swing Gate post: 3” minimum outside diameter SS 40 pipe.

c. Top, brace, bottom and intermediate rails: 1.625” minimum outside diameter SS 40 pipe. Rails shall be of longest lengths, minimum of 21 LF with expansion type couplings. Provide rail ends or other means for attaching rails securely to each gate post and gate post.

Bottom rail to be 4” above grade.

2. Chain Link Fabric

A. Steel Chain Link Fabric: Shall conform to the requirements of ASTM A392 Type II Class 1, with zinc-coat applied after weaving, 2” mesh. Selvage shall be twisted at the top and bottom.

PART 1: PRODUCT

3. GATE

SCOPE OF WORK IJO# HAM1 DES035 OM9J

The frame of the gate shall match the material and finish as the framework of the fence itself. Fence fabric for the gate shall be identical to the material and finish as the rest of the fence.

4. BARBED MATERIAL

A. Barbed Wire Supporting Arms: Manufacture’s stranded barbed wire supporting arms conforming to ASTM F626, metal and finish to match fence framework, with provisions for anchorage to posts and for attaching 3 rows of barbed wire to each arm. Arms shall withstand 250 pounds downward pull at outermost end of arm without failure. Provide the following type.

1. Single 35-degree arm for three strands of barbed wire, one for each corner post.

2. Single 45-degree arm for three strands of barbed wire, one for each line post.

B. Barbed Wire: Three-strand, 12.5 gauge steel wire with 14 gauge four point barbs spaced not more than 5” apart, metallic-coated finish to match fabric.

1. Galvanized Finish: Chain link fence grade with Class 3 zinc coating.

5. FITTINGS AND ACCESSORIES

A. Material: Fabricate from hot-dip galvanized with zinc coating of surface area. Tie wires and clips shall withstand forming and twisting operations without cracking or flaking of the coating.

B. Post Caps: Shall be designed to fit snugly over posts and exclude moisture from inside the post when tubular posts are used.

C. Tension Bars: Hot-dip galvanized steel with zinc coating. Provide one bar for each gate and two for each corner post.

D. Tension and Brace Bands: Shall be pressed, hot-dip galvanized with zinc coating.

E. Tie Wires: Shall be 6-ga wire constructed of the same material as the fence fabric with zinc-coating.

PART 2: PREPARATION

A. Excavation: Drill or hand-excavate holes using post-hole digger to a minimum footing depth, 30” plus an additional 3” depth for each 1ft. increase in the fence height over 6’.

Minimum footing diameter shall be 12”. Line posts installed at intervals not exceeding 10’ on center. Clear post holes of lose material. Concrete for post footings shall have a 28-day compressive strength of 4,000 psi. Allow concrete to cure a minimum of 72 hours before performing other work on post.

PART 3: CHAIN LINK FENCE FRAMING INSTALLATION

A. Post: Post shall be set plumb in concrete footings in accordance with ASTM F567. Place concrete around post and vibrate or tamp for consolidation. Extend concrete 2” above grade and trowel to a crown to shed water away from post.

Check each post for vertical, horizontal and top alignment.

B. Rails: Install 21’ lengths of rail continuous thru the line post or barb arm loop post. Splice rail using rail sleeves minimum 6” long. Rail shall be secured to the terminal post by a brace band and rail end. Bottom rail or intermediate rail shall be field cut and secured to the line post using boulevard clamps or brace band with rail ends.

C. Terminal post: End, corner and gate post shall be braced and trussed. The horizontal brace rail and diagonal truss rod shall be installed in accordance with ASTM F567. Install horizontal pipe brace at mid-height on each terminal post.

Securely fasten diagonal braces to the terminal post and the adjacent line post or its footing or a footing of equal size. Securely fasten horizontal braces with truss rods to the adjacent line post and terminal posts.

PART 4: CHAIN LINK FABRIC INSTALLATION

Chain Link Fabric: Install fabric to outside of the framework. Attach fabric to the terminal post by threading the tension bar through the fabric; secure the tension bar to the terminal post with tension bands and 5/16” carriage bolts spaced no greater than 12 inches on center.

Chain link fabric to be stretched taut free of sag. Fabric to be secured to the line post with tie wires spaced no greater than 12” on center and to the horizontal rails no greater than 18” on center. Tie wire shall be wrapped around the post or rail and attached to the fabric wire by twisting the tie wire around the fabric wire picket two full turns. Excess wire shall be cut off and bent over to prevent injury. The installed fabric shall have a ground clearance of no more than 2”.

PART 5: GATE INSTALLATION

Swing Type Gate: Installation of lockable swing gate and gate posts in compliance with ASTM F567. Gate frame shall be welded at corners. Gates assembled with corner fittings shall have adjustable truss rods of 3/8” minimum diameter on panels. Gates shall be plumb in the closed position having a bottom clearance of 3”, grade permitting.

Hinge and latch offset opening space shall be no greater than 3” in the closed position. Double gate drop bar receiver shall be set in a concrete footing 6” in diameter and 24” deep. Gate leaf holdbacks shall be installed for all double gates.

NUTS AND BOLTS: Carriage bolts used for fittings shall be installed with the head on the secured side of the fence. All bolts shall be peened over to prevent removal of the nut.

3. GENERAL REQUIREMENTS:

Contractor shall provide contact information of the employee assigned as the Contractors POC for this requirement.

Contractor shall fully adhere to and comply with the approved Safety & Health and Environmental plans, this project’s specifications (where applicable), NFPA, and the NEC. The Contractor shall comply with all Occupational Safety and Health (OSHA), Uniform Federal Accessibility, and environmental regulations and standards. All code compliance and requirement questions are to be coordinated with the Installation Safety Officer Mr. Paul Smaw who can be reached at 718-630- 4232.

Contractor is responsible to schedule a performance period with the building manager. The Government POC will also be notified.

Contractor shall be responsible for all work performed & is responsible to report to the Government POC, any dangerous or problematic conditions which they may uncover in the course of executing this specification.

All work shall be performed by experienced workers with proper tools, equipment, and in good workman like manner.

Contractor shall visit the site, review the site conditions and verify all dimensions prior to submittals.

Contractor shall provide submittals for all the equipment and materials to be used on the project. The government COR shall approve submittals prior to installation.

Materials shall be delivered to site in an undamaged condition.

3. GENERAL REQUIREMENTS:

If any excavation is needed during this work the contractor is responsible to obtain a digging permit from the Base Ops Contractor [RBS] located in building 128.

Contractor shall perform all exploratory work (utility marking) to confirm the location and elevation of all utilities show and or not shown, on drawings furnished by GIS services in the general area of work prior to any excavation.

Contractor shall remove all debris from the job site daily. Contractor shall leave the job site each day in a broom swept appearance and cordoned off from the passage of non- construction personnel. Upon completion of the job, the contractor shall remove all remaining debris from Government property.

No Government-Furnished Equipment or Materials (GFM-GFE) will be provided for this contract.

Any item that may have been unintentionally omitted from this specification, but which constitutes acceptable practice in the trade, does not relieve the contractor of his responsibility to perform same.

4. ENVIRONMENTAL REQUIREMENTS:

There are no specific Environmental concerns on this project. However, it is the contractor’s responsibility to be aware for asbestos tile & insulation at all times. If you encounter any suspect material the contractor shall cease work immediately and notify the government POC’s identified above. "Contractor shall notify COR of any vegetation over 2" trunk diameter scheduled for removal. Contractor shall annotate a Site Map with vegetation removed with the type and trunk diameter."

5. PERIOD OF PERFORMANCE:

The period of performance shall proceed as follows. A preconstruction meeting will be held immediately after award. Start of project will commence after scheduling with the, Building Manager & Government Representatives. The contractor will proceed after scheduling has been determined and is required to complete the project within 180 days after the issuance of the Notice to Proceed. The contractor will not be held liable if performance period is altered due to availability of materials.

6. WASTE MANAGEMENT & RECYCLE GUIDELINES:

Waste Management Plan

I. Acknowledgement

The undersigned hereby agrees to comply with the laws of, the State of NY, and the mandates of the Department of the Army relative to the handling of solid waste on Fort Hamilton.

II. Contractor and Work Information The name of the Company performing the work (Contractors Name & Phone Number) and (What work is going to be performed).

III. Work Timeframe As stated in (5. Period of Performance).

IV. Purpose It is a requirement of the Department of the Army to report all demolition and construction debris and recycling from all work sites. Executive Order 13514, Army Regulation 200-1, and IMCOM mandate 52% of all demolition and construction on Fort Hamilton will be recycled on every construction project.

V. Planning When any construction or renovation work is planned on Fort Hamilton, the contractor will meet with the Solid Waste/Recycling Coordinator Ms. Carolyn Pilagonia who can be reached at 718-630-4147 to establish goals for solid waste diversion and tailor a strategy for each project. This plan will address preconstruction strategy, as well as, diversion plans during and after construction.

The contractor will identify all diversion opportunities for the project. The Solid Waste/Recycling Coordinator will work with the contractor to develop methods for diversion and a means for monitoring the process.

The contractor will take a proactive approach and will be responsible for the management of the construction and demolition waste and require all sub-contractors, vendors and suppliers to participate in the effort.

The plan shall demonstrate how the project waste diversion goal shall be met and actions that will be taken to reduce solid waste generation, including coordination with subcontractors to ensure awareness and participation.

VI. Construction & Demolition Debris (C&D) Construction and demolition waste includes products of demolition or removal, excess or unusable construction materials, packing materials for construction products and other materials generated during the construction process but not incorporated into the work. Military Construction Codification Act of 1982, Public Law 97-214.

Waste Management Plan

VII. Recycle

Waste materials not suitable for reuse, but having value as being recyclable, shall be made available for recycling in accordance with Local Law 19 of 1989 and 87 of 1992 detailing the recycling requirements for city agencies and institutions. Local Law 87 of 1992, requires all commercial establishments to recycle certain materials and Local Law 11 of 2002. All fluorescent lamps, HID lamps and mercury-containing thermostats removed from the site shall be recycled. Arrange for timely pickups from the site or deliveries to recycling facilities in order to prevent contamination of recyclable material.

The contractor is to provide on-site instruction of appropriate separation, handling, recycling, salvage, re-use and return methods to be used by all parties at the appropriate stages of the project.

The contractor is further encouraged to minimize solid waste generation throughout the duration of the project.

VIII. Waste Materials with no practical use or economic benefit shall be disposed at a landfill or incinerator. These materials must be quantified in weight and reported to the Solid Waste/Recycling Coordinator for inclusion in the Solid Waste Annual Report.

The Resource Conversation and Recover Act (RCRA, Public Law 94-580, 21 October 1976 to include Part 246, Part 247 and Part 261. IX. Reporting

All records for total tonnage/pounds on all recyclables and construction debris will be given to the Recycling Coordinator. Information on solid waste short term jobs can be given at the end of the job, prior to the closeout. Larger jobs will require more frequent reporting. This will be determined prior to construction start date.

Evidence of the disposal facility’s acceptance of the recyclables/solid waste must be provided to the Solid Waste Manager/Recycle Coordinator. A weight ticket along with estimated amounts of recycled and C&D debris will be sufficient.

IX. Reporting List each type of material and respective weight separately noting the disposal or diversion date. Identify the landfill, recycling center, waste processor, or other organizations used to process or receive the solid waste. Provide explanations for any waste not recycled or reused.

7. Passes and Badges - All contractor employees shall obtain employee and vehicle badges and passes, as required by the agency, for the specific TO project site prior to the start of on- site work. The agency will issue badges it requires, without charge, and the badges must be worn, clearly visible, by the employees at all times while on site. When an employee leaves the contractor's service, or when access is no longer required, the employee's pass and badge shall be returned in accordance with agency requirements. A COPS PASS and Statement of Responsibility for Contractors request must also be filled out prior to accessing the installation prior to issuance of badges and passes.

7.1. Anti-Terrorism Requirements

The contractor must comply with all the provisions of AR 525-13 which include the U.S. Government “No Double Standard” Policy IAW AR 525-13, Chapter 3, Paragraph 3-5, Page 11 and Antiterrorism Level I Awareness Training, Chapter 5, Paragraph 5-26, Page 23, which is an annual requirement.

7.2. AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 5 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 15 calendar days after completion of training by all employees and subcontractor personnel.

7.3. Access and General Protection/Security Policy and Procedures. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection

Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

7.4. I WATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local I WATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 5 calendar days of contract award and within 15 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

7. Passes and Badges

7.5. Contractor Employees Who Require Access to Government Information Systems: All contractor employees with access to a government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter.

7.6. For Contracts that Require OPSEC Training. Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSE training within 30 calendar days of their reporting for duty. All contractor employees must complete annual OPSEC awareness training.

7.7. For Information assurance (IA)/information technology (IT) training: All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.

52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (MAR 2020)

(a) Definitions. As used in this provision--

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.

Service-disabled veteran-owned small business concern--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (d) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged.
