FOREWORD
Work is located at Canyon Ferry Powerhouse approximately 20 miles East of Helena, in Lewis and Clark County, Montana. Work is anticipated to be completed on all 3 generating units over a 5-year contract period.
A. Principle components of work include generator rewinds for 3 units:
1. Participate in generator pre-teardown measurements and establishing unit centerline.
2. Design, build, and deliver a work platform for the generator bore.
3. Design, build, and deliver new generator stator cores and associated materials.
4. Design, build, and deliver new generator armature winding and associated materials.
5. Install new generator stator core and associated materials.
6. Install new generator armature winding and associated materials:
7. Refurbish rotor poles including removal, re-insulation, and installation.
8. Furnish generator air coolers to be installed by the others.
PRE-BID SITE VISIT: A PREBID SITE VISIT WILL NOT BE HELD. PROSPECTIVE
BIDDERS ARE TO REVIEW ATTACHMENT 6 IN SECTION J FOR SITE VISIT
PHOTO SLIDES.

1.01 LOCATION
A. Work is located at Canyon Ferry Powerhouse approximately 20 miles East of Helena, in
Lewis and Clark County, Montana.
1.02 PRINCIPAL COMPONENTS OF WORK
A. Generator rewinds for 3 units:
1. Participate in generator pre-teardown measurements and establishing unit centerline.
2. Design, build, and deliver a work platform for the generator bore.
3. Design, build, and deliver new generator stator cores and associated materials.
4. Design, build, and deliver new generator armature winding and associated materials.
5. Install new generator stator core and associated materials.

1.04 PROJECT CONDITIONS
A. Government land may be used for required construction facilities.
B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.
C. Location, construction, operation, maintenance, and removal of construction facilities on
Government land will be subject to approval of CO.
D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.
E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by COR.
3.01 CLEANING
A. Construction equipment: Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.
B. Contractor cleaning procedures shall result in equipment being cleaned as well or better than the procedures described in USBR Cleaning Manual.
C. The COR will inspect construction equipment following procedures described in USBR
Cleaning Manual before allowing the equipment on site.

WORK RESTRICTIONS

1.02 WORK RESTRICTIONS
A. Allowable work hours at Canyon Ferry Powerplant:
1. Normal Government maintenance work hours are 7:00 a.m. to 5:00 p.m., Monday through Friday.
2. Alternate work schedules may be approved, including double shift and weekend work, with written request provided 7 working days in advance of when proposed work is contemplated.
B. Weight restrictions are imposed on state and county roads.
1. Refer to Section 01 55 00 - Vehicular Access and Parking.
C. The Contractor shall not work on Government holidays, unless otherwise approved by
COR.
D. If there are nighttime operations, lights shall be oriented away from the local cabins and residences.

C. When work cannot be performed during an approved interruption of service period, notify COR in writing that interruption of service is not required.

A. Develop, maintain, and use approved Construction Program to plan, monitor, report, and evaluate accomplishment of work.

C. Failure to include any element of the work will not release Contractor from completing all required work under the contract.
D. Construction Program:
1. Prepare detailed activity network for accomplishing required work organized by work breakdown structure.

Contractor shall take steps necessary to improve its progress, including those that may be required by the CO.
1. The CO may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules in chart form as the
Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.
2. Costs for actions required to improve progress will be the responsibility of the
Contractor.
1.07 FAILURE TO COMPLY
A. Failure to comply with the requirements of this section shall be grounds for a determination by the CO that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the specified time.

B. The CO may terminate the Contractor’s right to proceed with the work, or any separable part of it, in accordance with the default terms of this contract.

1.03 DEFINITIONS

2. Reserve 3-by-3 inch space next to title block for review stamps.
3. Print Size: ANSI D size (22 inches by 34 inches).
4. Computer drafted drawings:
a. Draw to scale using computer drafting.
b. In accordance with NIBS NCS.
c. Electronic file format: Compatible with AutoCAD, Version 2015 or later.
d. Compile using “eTransmit” utility in AutoCAD.
e. Government will provide electronic AutoCAD format template.
f. Title Block and sheet format:
1) As shown on Standard Drawing 40-D-7102
2) Government will supply template.
