Ethernet Data Line Services For The

U.S. Army Medical Research and Development Command (USAMRDC) Fort Detrick, MD

1.0 Scope. The U.S. Army Medical Research and Development Command (USAMRDC) maintains services on a

.ORG domain commercial ISP for conducting research specific activities. The U.S. Army Medical Research and Development Command .ORG domain is used to maintain the USAMRDC websites, provide network connectivity to mission partners, and connectivity to systems and backup servers for continuity of operations (COOP) located offsite.

2.0 Background. The .ORG allows the U.S. Army Medical Research and Development Command to conduct

Research, Development, Test, and Evaluation (RDT&E) services to the USAMRDC labs and mission partners.

USAMRDC has applied and received approval from the DoD CIO to operate on this .ORG network.

3.0 Requirements. The Contractor will provide external data line services to include:

3.1 50 MB (up speed and down speed) Ethernet data line and associated vendor provided equipment to allow copper connection to Government owned router.

3.2 Minimum of a /24 Public IP address space.

3.3 95% or greater quality of service.

3.4 Access to contractor technical support Monday – Friday during normal business hours (8:00 AM ET –

5:00 PM ET).

3.5 24/7 Access to emergency service in the event of Ethernet data line outage.

3.6 The vendor must demonstrate authorization from the Fort Detrick NEC (e.g. past performance, letter of approval from Ft Detrick NEC etc.) installation to provide Ethernet data line services directly to the USAMRDC facilities (see Section 4.4 for exact location).

3.7 The vendor must be able to access the Army facilities in the case of outages.

4.0 Tasks. The Contractor will perform the following tasks:

4.1 Successfully install the 50 MB data line which provides this level of service for both up speed and down speed via an underground connection.

4.2 Maintain the 50 MB data line operations with consistent up speed and down speed for Army related missions

4.3 Provide technical support services as required and requested by the government points of contact

(POCs).

4.4 The actual circuit termination address is:

Fort Detrick Telecom 810 Schreider Street Room B13 Fort Detrick, MD 21702

4.5 The Dedicated Ethernet connection to that building should be a 50 Mbps, or better connection with at least a /24 IP Address block space.

4.6 The government is responsible for the downstream routing and sub netting of the Ethernet line once it is dropped and operational.

4.7 The Government is responsible for all Access Control Lists (ACLs) on government owned routers and switches contained within the network enclave. The Vendor is responsible for circuit security and upstream packet security outside of the government network enclave.

5.0 Deliverables. The contractor shall provide all deliverables identified in this Section of the PWS. Additionally, the contractors shall provide a Monthly Status Report describing the activities of those assigned to the project, problems encounter, actual or recommended corrective action and a summary of funding activity. 7.2 Local Travel. There is no local travel authorized for this contract.

8.0 Period of Performance. The period of performance to provide services will be a 12-month base period beginning on the date of contract award and an additional four (4) option years.

9.0 Options.

9.1 This requirement includes options to extend this effort for four additional one years (base plus four options for a total of five possible years).

9.2 FAR Clause 52.217-8, Option to Extend Services, will be included in this requirement. The

Government will evaluate the proposed pricing for the final option period prior to award of a contract to ensure pricing is fair and reasonable in the event that the resulting contract is extended in accordance with the clause. In the event that the government chooses to re-compete this requirement at the end of the period of performance awarding it to another Contractor, the government reserves the right to exercise the option for a transition period IAW FAR Clause 52.217-8.

10.0 Place of Performance. The work associated with this contract will be performed primarily off site at the contractor’s facilities. The Contractor shall develop and maintain an effective quality control program in accordance with their approved Management Oversight Plan (MOP) to ensure that services are performed in accordance with the PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which they assure themselves that their work complies with the requirement of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in the Performance Requirements Summary (PRS).

15.0 Performance Assessment. The government will evaluate the contractor’s performance under this contract in accordance with the Performance Requirements Summary. This plan is primarily focused on what the

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Past Performance Price

Basis for Award & Evaluation

This will be a LPTA procurement. The Government intends to evaluate quotations and award a contract without discussions with Offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable quotation with the lowest evaluated price. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating, results in the technical quotation being rated "UNACCEPTABLE" unless corrected through discussions. An overall technical rating of "UNACCEPTABLE" makes a quotation ineligible for award.

An offeror is expected to submit sufficient information in response to the RFQ to allow for the evaluation of his/her quotation.

Each of the evaluation factors will be rated as follows:

http://www.sam.gov/

Factor 1 – Technical The Government will evaluate the offeror’s capabilities to provide Ethernet data line support services requested in the RFQ. The proposed support services will be evaluated in how they satisfy the Performance Work Statement (PWS).

Table A-1. Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the PWS and RFQ.

Contractor must demonstrate ability and commitment to provide:

50 MB (up speed and down speed) Ethernet data line and associated vendor provided equipment to allow copper connection to Government owned router.

Minimum of a /24 Public IP address space.

95% or greater quality of service.

Access to contractor technical support Monday – Friday during normal business hours (8:00 AM ET – 5:00 PM ET).

24/7 Access to emergency service in the event of Ethernet data line outage.

Contractor must also demonstrate that it has authorization from the Fort Detrick NEC (e.g. past performance, letter of approval from Ft Detrick NEC etc.)

installation to provide Ethernet data line services directly to the USAMRDC facilities (see Section 4.4 for exact location) and must be able to access the Army facilities in the case of outages.

Unacceptable Proposal does not clearly meet the minimum requirements of the PWS and RFQ as described above.

Factor 2 – Past Performance

The Government will conduct a past performance evaluation of the Offeror’s past performance as well as that of its subcontractors. Past performance consists of past performance relevancy and performance confidence evaluation.

First, the Government will evaluate the Offeror’s past performance references to determine how relevant a recent (i.e. within the past three years) effort is to the current requirement for source selection. Common aspects of relevance include similarity of service/support, complexity, magnitude of effort, dollar value, and contract type.

Second, the Government will evaluate the Offeror’s past performance references to determine the quality of work performed and assess the level of expectation that the Offeror can successfully perform the required effort.

The Government may use the criteria in this section to evaluation any information available (i.e. outside of the proposal) for the purposes of determining the past performance rating.

Past performance will be assigned a rating of acceptable or unacceptable. Any offeror receiving a rating of unacceptable will not be eligible for award. (Note that if the offeror has no relevant past performance information, it will be assigned a neutral rating.)

Factor 3 – Price Offerors' price proposals will be evaluated to determine the price is fair and reasonable in accordance with FAR 12.209. Quotations should include a proposed price for each Contract Line Item Number

(CLIN).

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
