About this file

This is a Solicitation Questions and Answers document addressing inquiries regarding lifting and rigging requirements for a CV-22 aircraft operation.

The document responds to three related questions concerning picking points, rigging documentation, and lifting eye specifications. The government clarifies that distributing Technical Orders or Engineering Diagrams is not authorized; however, it provides essential lift planning parameters. The operation requires a 70-ton crane with a boom capable of extending at least 60 feet. Four separate lifting points are located on the Center Wing above the canted deck, spaced 3 feet apart, and positioned directly above the center of gravity. A sling provided by the 71st will connect all lifting points to the crane's hook latch, with adapters available if needed based on hook latch size compatibility.

Solicitation questions and answers:

Q1: I am needing the detailed picking points that will be needed , can you provide this?

Q2: Any available picking / rigging documentation for the CV-22 to ensure accurate lift planning?

Q3: The PWS notes that additional information on the existing lifting eyes can be provided upon request. To ensure proper load chart verification and lift plan preparation, could you please provide:

• Rigging diagram or lifting point layout

• Distance between lifting eyes

• Center of gravity (if available)

• Any engineering drawings associated with the lift

ANSWER –

Distributing Technical Orders or Engineering Diagrams is not authorized; however, 58 MXS requires a 70T crane that has a boom that can extend at least 60ft, distance between lifting eyes (4 separate) is 3ft, Center of Gravity is directly below the lifting point on the canted deck.

The lifting points are above the canted deck on the Center Wing of the aircraft that are spaced 3ft apart (4 separate), it is directly above the Center of Gravity. We will use a sling provided by the 71st that connects to all lifting points, the hook latch should suffice to attach to the sling from the Crane (we have adapters if needed based on size of hook latch).
