About this file
This is a Performance Work Statement (PWS) for crane rental services required by the 58th Maintenance Squadron at Kirtland Air Force Base in New Mexico. The contractor must provide a minimum 70-ton capacity crane truck with a certified operator to lift a CV-22 Ground Instructional Training Aircraft (GITA) on July 24, 2026. The service is required for one day only, with operating hours from 1000 to 1400 local Albuquerque time. The contractor shall supply all necessary equipment, materials, certified crane operator, rigger, lifting slings, and shackles. The lift specifications require handling approximately 38,000 lbs, extending approximately 45 feet from the center of gravity of the lift object, raising the structure approximately 4 feet off the ground, and utilizing a minimum of 4 existing lifting points on the steel structure.
The contractor must comply with all government safety regulations and conform to Department of the Air Force Occupational Safety and Health (AFOSH) Standards while working on the installation. The Performance Requirements Summary establishes five key performance objectives with 100% Acceptable Quality Levels: coordinating crane service scheduling, documentation of all components to industry standards, completion of the CV-22 lift, provision of all required equipment and rigging materials, and timely submission of invoices within 30 days. Failure to meet any performance standard will result in invoices not being approved. The contractor has the option to stage equipment on-site in a designated safe area before the lift. Travel time to and from Kirtland AFB is excluded from the contract scope. Due to potential weather-related delays, the 58th Maintenance Squadron is requesting scheduling flexibility with contractor confirmation prior to the service date.
