SOW-Conflict Resolution, Negotiation, and Mediation Training Scope of

Work for PEPFAR Tanzania

The President’s Emergency Plan for AIDS Relief (PEPFAR) Coordination Office at the U.S.

Embassy is seeking a qualified contractor/organization to conduct four days of participatory training activities for senior representatives and technical staff from several U.S. Government agencies that collaborate on HIV/AIDS programming supported by the U.S. Government.

Tanzania receives approximately $400 million annually to support HIV prevention, care, and treatment in Tanzania. This funding gets distributed to four U.S. Government Agencies: CDC, USAID, DOD, and Peace Corps. The PEPFAR Coordination Office (PCO) coordinates, facilitates, and oversees decision-making about how funds are allocated across agencies and on the strategic plans and objectives that underpin the overall program. Budgetary and programmatic decisions are reviewed and updated each year during a four-month long annual planning process known as the

Country Operational Plan (COP). PCO typically works with a group of “agency leads,” consisting of 2-3 senior managers from each agency, who are tasked with collectively agreeing on all financial, programmatic, and target-setting components for the COP. PCO also coordinates a larger group of interagency technical staff consisting of doctors and public health professionals, each focused on a specific technical area of expertise (i.e. HIV testing, TB treatment and prevention, HIV treatment, etc.). These staff are typically tasked with the first round of negotiations during

COP planning to make recommendations on the strategic direction of PEPFAR programs to

Agency Leads who serve as the final decision-makers.

PEPFAR agencies typically come to the table during COP planning with different strategic objectives, financial expectations, and approaches to communication and negotiation. PCO is tasked with ensuring that consensus can be reached. Tanzania is known for having strong

“interagency” relationships, but this can be put to the test during COP planning and can be further exacerbated by personnel transition, differing agency strategic positions, and a declining budget environment. Cohesiveness amongst the interagency team can quickly erode into feelings of mistrust and suspicion, which impacts our collective ability to negotiate and come to consensus effectively.

The overall goals of this training initiative are to:

1) Build and in some cases rebuild trust among the agencies, with a focus on Agency Leads, to set the stage for effective future COP planning.

2) Instill and strengthen negotiation skills among Agency Leads and technical staff to enhance their ability to bridge differences and reach consensus when disagreements arise; and

3) Strengthen the mediation skills of PCO staff to facilitate constructive dialogue to help agencies reach consensus in high pressure settings.

The training program should be participatory, creatively organized, skills-based, and take into consideration past negotiation experiences that impact the current work environment. The training activities will be held in Dar es Salaam, Tanzania.

Expected outcomes:

1) A cohesive team of Agency Leads that can presume positive intent and that are skilled in engaging in professional and transparent negotiations that has a positive impact on team cohesion and morale.

2) Improved negotiation and conflict resolution skills among Agency Leads, Technical Staff, and PCO staff.

3) Improved mediation skills for PCO staff.

The contractor/organization should have:

1) A proven track record of extensive experience in mediation, conflict resolution, and negotiation as well as conducting trainings on these topics.

2) Experience working in cross-cultural settings is preferred.

The contractor/organization is required to:

1) Participate in an initial in-brief discussion with PCO and possibly other members of the

PEPFAR team to understand the context and appreciate specific challenges and needs.

2) In consultation with PCO, iteratively design a customized training consisting with a suggested structure in three parts:

a. A two-day training for Agency Leads (approximately 12-16 people) focused on negotiation skills and conflict resolution, that is grounded in best practice and takes into consideration “real-life” scenarios faced by the team.

b. A one-day training for technical staff (approximately 35) focused on building negotiation skills; and

c. A one-day training for PCO staff (approximately 10 people) focused on mediation skills.

3) Provide a final summary report that includes an outline of all workshop proceedings and outcomes and that includes recommendations to further promote communication and team cohesion, as well as feedback from training participants.

Offers should include:

1) Technical proposal – not to exceed 3 pages - that outlines personal/organizational experience, a clear understanding of the assignment, and a summary of the types of training topics or modules suggested based on the background information provided above; and

2) A brief narrative summary outlining the technical capacity and experience of proposed trainers as well as copies of any CVs.

3) Financial proposal providing a clear breakdown of costs including daily rate, travel/in-country costs, any chargeable taxes, and total quote for the assignment.

Timeframe: Once the vendor is identified, it is expected that the training plan will be finalized by the end of July 2024 and that the training will take place in September or October 2024.
