About this file

This is a Combined Synopsis/Solicitation for the Bureau of Reclamation Wyoming Area Office (WYAO) seeking four new generator air housing coolers for the Glendo Powerplant. The solicitation (No. 140R6025Q0067) is a total small business set-aside for aftercoolers (heat exchangers) manufacturing, with a size standard of 750 employees. The coolers must be designed to replace existing air coolers, matching specific dimensional and performance requirements, including maintaining generator air housing temperature between 35-40 degrees Celsius under specified operating conditions.

Key requirements include designing bi-metal finned tubes with 90/10 copper-nickel inner tubes and aluminum outer tubes, constructing headers with epoxy-coated carbon steel, and ensuring the coolers are ASME BPVC Section VIII Division 1 certified. The coolers must have specific performance parameters, such as 14,800 CFM air flow, maximum 0.7" water column air pressure drop, and 50 gpm cooling water flow rate. Delivery is required by November 1, 2025, to the Glendo Powerplant in Wyoming. Interested vendors must submit quotes by August 29, 2025, at 12:00 PM MDT, with award based on lowest price, technical acceptability, and response time for delivery.

The Bureau of Reclamation Wyoming Area Office (WYAO), Wyoming requires a supply of four (4) new generator air housing coolers for Glendo Powerplant.

Scope

Provide four (4) new generator air housing coolers for Glendo Powerplant. Included are drawings of the original coolers with right-hand piping connections, covering two (2) of the coolers. The other two (2) coolers use left-hand piping connections. Existing air housing coolers will be made available for inspection or verification on-site by the contractor upon contract award. Please have all questions submitted by 12 PM MDT, August 22, 2025.

The existing coolers are configured, as referred to on original documentation, as “right hand” and “left hand” units. Refer to as-built drawings in Appendix A or on-site photographs in Appendix B for supply and discharge connection configurations associated with both cooler designations.

The contractor will be responsible for ensuring new cooler design will connect to the existing piping and generator stator frame.

Proposals for new air housing coolers matching the dimensions and configuration shown in the attached drawing set included in Appendix A or new design requirements shown in this document will be considered. The supplier must adhere to Design Requirements contained within this document. Original equipment manufacturer (OEM) data specified a total of 60 tubes per cooler. Known OEM cooler data from original inspection documentation is included in Appendix A – 1997 Generator Cooler Specifications. Any requirements listed in the body text of this document shall supersede any specifications listed in Appendix A. Photographs showing general air housing cooler condition and configuration are also included in Appendix B –Air Housing Cooler Photographs.

System Description

A. Furnish and test air coolers to replace the existing air coolers supplied with the Glendo generators.

B. Field verify dimensions and details from existing equipment at the jobsite, as required to design and furnish the air coolers. As-built air housing cooler drawings from the original construction are included in Appendix A for use by the Contractor. It is recommended that the Contractor verify the information within these drawings by inspecting the air housing coolers on-site.

C. Existing System Description:

1. Unit 1 & Unit 2 Generators at Glendo Powerplant each have four finned tube air-to-water air coolers, mounted horizontally, equally spaced around the periphery of each generator. The following are the approximate dimensions:

a. Approximate length, width and depth of existing coolers is 62 3/4-inches by 35 3/4-inches by 8 1/4-inches.

b. Cooler Configuration:

1) Right-hand: Two coolers on each generator unit

2) Left-hand: Two coolers on each generator unit

2. Cooling water for the air coolers is sourced from the penstock, strained, and discharged to the tailrace.

3. The air within the generator enclosure is passed through the air coolers and is then recirculated. Air is circulated through the air coolers by blades attached to the generator rotor.

4. Air temperature is controlled by the rate of raw water flow through the air coolers.

This is controlled by throttling the valves on the discharge side of the coolers.

Exit air temperature is not constantly monitored.

Solicitation No. 140R6025Q0067

Design Requirements

A. Design, build, and certify air coolers to ASME BPVC Section VIII Division 1, and stamp with ASME Code "U" stamp.

B. Design coolers to allow thermal expansion and contraction.

3) Min. 0.049” wall thickness

b. Outer tube:

1) Aluminum tube tightly fitted over copper-nickel tube.

2) Aluminum from which the integral fins are extruded and continuously mechanically bonded to the inner tube.

3) Aluminum purity of not less than 99.5 percent.

2. With extruded aluminum fins, allow a 3/8-inch gap at each end to prevent aluminum fins from contacting the copper alloy tube sheets.

3. Plate fins will be considered as a substitution for extruded fins.

4. Serrated or cut fins are not acceptable due to possible air side fouling.

5. Support fin tubes to prevent sagging, intermeshing of fins, and vibration at the generator natural frequency or its harmonics. Generator rotational speed is 180 revolutions per minute.

Solicitation No. 140R6025Q0067

6. Finned tubes shall have straight ends. Finned tubes shall not have a belled end.
