About this file

This is a Request for Quotations (RFQ) issued by the U.S. Department of State for inspection and repair of fuel tanks at the U.S. Embassy in Baku, Azerbaijan.

The solicitation seeks a firm fixed-price contract for inspection and repair of two 25,000-liter double-walled steel aboveground fuel storage tanks (ASTs) used to store diesel fuel. The scope of work includes site preparation with fencing and safety equipment setup, fuel transfer and temporary storage, confined space entry procedures, tank degassing and cleaning with ventilation to maintain lower explosive limits below 20 percent, internal visual inspection for corrosion and leaks, inner wall sealing with fuel-resistant tank liner or coating (ceramic, epoxy, or similar), and external surface cleaning and painting with metal-tipped paintbrush. The contractor must submit a Quality Assurance Plan (QAP) and Accident Prevention Plan (APP) focused on confined spaces and gaseous environments, obtain all required local licenses and permits, provide Defense Base Act (DBA) and Third-Party Liability (TPL) insurance, and ensure temporary fuel storage remains available for generator supply. The quotation deadline is September 14, 2026, at 18:00 local time, with a pre-quotation conference scheduled for September 2, 2026, at 10:00 am local time at the embassy. Quotations must be submitted electronically to BAKUDBO@STATE.GOV in MS-Word or Excel format, not exceeding 30MB per file. Offerors must complete Standard Form 1449, provide SAM registration proof, submit Section 1 Pricing with firm fixed-price for all labor, materials, equipment, overhead and profit, and complete Section 5 representations and certifications. Award will be made to the lowest-priced, acceptable, responsible offeror based on technical compliance with RFQ requirements and contractor responsibility per FAR 9.1 standards, including financial resources, performance capability, integrity, experience, equipment, and eligibility under applicable laws. The Contracting Officer's Representative is Elchin Ismayilov, Maintenance Supervisor Engineer. Value Added Tax is not applicable due to U.S. Embassy tax exemption.
