About this file
This is a Request for Quotations (RFQ) for fuel and fuel cards for the U.S. Embassy in Baku, Azerbaijan.
The solicitation seeks firm fixed-price delivery of 75-100 fuel cards and fuel supplies including premium gasoline, AI92 fuel, diesel, and electric vehicle charging services. The contract period runs for a base year (September 19, 2026 – September 18, 2027) with two one-year options, for a total possible three-year period. Base year estimated quantities are 95,000 liters of premium fuel, 15,000 liters of AI92 fuel, 8,500 liters of diesel, and 15 hours of electric vehicle charging. The same quantities apply to each option year. The Government guarantees a minimum order of USD 20,000.00 (34,000.00 AZN) per contract year, with a maximum not to exceed USD 120,000.00 (204,000.00 AZN) per year. Value Added Tax is not applicable due to the Embassy's tax exemption certificate. The contractor must issue new or replacement cards within one business day and provide secure account access for tracking usage and retrieving reports. Pricing should be submitted on SF-1449, Block 23, with unit prices for each fuel type and service. Quotations are due by August 14, 2026 at 6:00 PM Baku time and must be submitted electronically to BAKUBIDBOX@STATE.GOV in MS-Word, MS-Excel, or Adobe PDF format (maximum 30MB file size). Offerors must be registered in SAM and submit proof of SAM registration. The award will be made to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions, though discussions may be held with companies in the competitive range if necessary. Key representations and certifications required include SAM registration proof, Section 1 Pricing, Section 5 Representations and Certifications, and additional information specified in Section 3. The solicitation incorporates numerous FAR and DOSAR clauses addressing commercial items, small business concerns, covered telecommunications equipment, buy American requirements, and various federal compliance provisions.
