If field data collection is not feasible, Contractor shall notify the contract manager prior to or upon determining field data collection is not possible. This notice must include the explanation of the circumstances and a proposed plan for digitizing the polygons using aerial imagery, satellite data, or other reliable sources. The resulting polygons must be accurately located within the WAB and in compatible digital format.

11) Residue Quantity

If applicable, the amount in dry tons of biomass residues generated by the vegetation management activity.

12) Residue Fate

If applicable, the portion of residues, recorded as percentages, generated by the activity that were left on site, treated, or removed. Multiple entries allowed but the reporting must total 100.

5) Diameter Breast Height (DBH)

The diameter of the tree’s trunk measure at a height of 4.5 feet (1.37 meters) above the ground level, recorded in inches. Measurement taken at the point on the trunk where diameter is most consistent.

6) Latitude

Latitude value in decimal degrees

7) Longitude

Longitude value in decimal degrees

8) Coordinate Date

Date the latitude and longitude values were determined.

9) Collection Method

C. Reporting Requirements

1) Frequency of Reporting

Contractor shall submit the collected data on a weekly basis, or as otherwise specified by VMP Lead/Caltrans Contract Manager.

2) Data Format

Contractor shall submit all data in a format acceptable to Caltrans. Preferred formats include Environmental Systems Research Institute (ESRI) File Geodatabase (.gdb). Other acceptable file formats include shapefiles, KML/KMZ files, CAD files (.dwg, .dxf, .dgn) with defined coordinate locations, LAS files (.las), downloadable web-based GIS services, or electronic spreadsheets such as Excel, dBase, or comma-separated values (.csv).

Alternative formats may be accepted if agreed upon by Caltrans. Contractor shall also provide a plan detailing how they will meet the reporting requirements, including the file formats and methods they intend to use to ensure compliance.

3) Accuracy and Verification

Contractor shall ensure the accuracy of all data collected and reported. Caltrans reserves the right to verify the data through audits or field inspections. Any discrepancies found shall be corrected by Contractor at no additional cost.

Coordinate values are used to reference the physical locations of projects, assets, and other points of interest relative to a reference system (datum). Caltrans typically collects, stores, and uses the data as follows:

a) Field: Point positions may be collected using field methods from smartphones and hand-held GPS devices to survey-grade devices and procedures.

b) Digitization: Coordinates are collected by loading an appropriate base map or image into a GIS or similar application and selecting specific locations.

Latitude and longitude measurements shall be recorded in decimal degrees with at least (5) decimal degree places and referenced to North American Datum 1983 (EPSG 4269).

4) Approved Equipment for Field Data Collection

5) All Equipment used must be maintained in good working order, calibrated as necessary, and capable of meeting the accuracy and functionality requirements of this contract.

Substitutions or deviations must be approved by Caltrans [Contract Manager] in writing prior to deployment.

6) GPS/GNSS Devices: Equipment capable of achieving a minimum horizontal positional accuracy of three (3) feet, such as GNSS receivers with real-time correction capabilities.

7) Mapping Tools: Devices or applications that integrate with GPS/GNSS technology for recording and delineating polygon boundaries, such as handheld mapping units, rugged tablets, or preferred mobile GIS software.

Backup and Redundancy: Contractor shall ensure access to backup equipment to prevent delays in data collection due to device malfunction or failure.
