(1) The addendum to FAR 52.212-2, Evaluation - Commercial Products and Commercial Services (Date) as provided below applies to this acquisition.

(2) The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government. The best value for the Government is an offer that has a fair and reasonable price, and an offer that meets or exceeds the technical requirements of the SOW. The Government will review offers from the lowest priced offeror to the highest priced offeror. The Government, in its best interests, reserves the right to consider a quotation other than the lowest price technically acceptable whose offer provides additional benefit(s). Once the Government has determined the best value offer, the Government is under no obligation to evaluate further offers.

(3) The following factors shall be used to evaluate offers:

(a) Factor 1 - Past Performance: Will be significantly more important than price.

The Government will use Performance Price Tradeoff procedures and past performance data independently obtained from other Government sources, to include: Contractor Performance Assessment Reporting System (CPARS), and the Contracting Officer’s local knowledge of each offeror’s past performance.

Additionally, offerors may submit no more than three (3) individual references by completing Past Performance References (See Attachment #3) for contracts that the Offeror considers relevant in demonstrating the ability to perform the requirements in this RFP. The work referenced on each Past Performance Reference Sheet shall be within 3 years or sooner from the time of original RFP issuance.

Lastly, offerors may ensure no more than three (3) individual questionnaires are submitted by asking active or previous clients to serve as a reference by utilizing the Past Performance Questionnaire (PPQ Attachment #4). Those respondents utilizing the PPQ must submit directly to the Contract Specialist. The work referenced on each PPQ shall be within 3 years or sooner from the time of original RFP issuance.

The most current and relevant past performance (3 years or newer) information will be evaluated and shall be ranked according to the scale below:

(1) Table 1. Adjectival Rating System

Substantial Confidence – Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence – Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence – No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence – Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence – Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Offerors must earn a past performance rating of Substantial Confidence in their ability to fulfill the requirements of this RFP is to be further considered. Proposals from offerors who receive less than a Substantial Confidence rating in their ability to fulfill the requirements of this specific RFP will not be further considered and the source selection team will start evaluating the next offeror.

(b) Factor 2 - Technical Capability: If an offeror earns a Substantial Confidence Rating, their technical capability will be evaluated. The Government will evaluate the offeror’s technical capability to continue to perform the contract services listed in the Performance Work Statement using the adjectival rating scheme defined in the table below.

Acceptable Unacceptable

The offeror’s technical capability statement provided sufficient information regarding their ability to successfully fulfill the requirement of the PWS.

The offeror’s technical capability statement did not provide sufficient information regarding their ability to successfully fulfill the requirement of the PWS.

(1) Capability Statement – Offeror will provide a five-paragraph document stating how they will execute this specific contract. This document will be utilized to determine whether technical capability is acceptable or unacceptable.

(c) Factor 3 – Price: Proposals will be evaluated to determine price reasonableness, balance, and completeness inclusive of all options and extensions. Evaluation of options shall not obligate the Government to exercise the options(s). A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Some of those techniques are, but not limited to, comparison of proposed prices received in response to the solicitation, comparison of proposed prices with historical paid prices, and/or comparison of proposed prices with the Independent Government Estimate. Price must be determined fair and reasonable.

(4) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(5) A written notice of award or acceptance of an offer shall be furnished to the successful offeror. The resultant award shall therefore be binding without further action by either party unless the Contracting Officer requests written confirmation or signature from the contractor.
