About this file

This document is a Questions and Answers file from the Colorado Department of Public Health and Environment (CDPHE) regarding Solicitation IFB1 FAAA 2016000256 for a Mobile Laboratory Custom Built Trailer for the Air Pollution Control Division (APCD). The solicitation requests the design and construction of a custom-built mobile laboratory trailer with a firm delivery and invoicing deadline of June 30, 2016, marking the end of the fiscal year. The aggressive timeline of approximately 90 days from project start to completion was acknowledged by CDPHE as challenging but necessary to meet fiscal year requirements. Design drawings for the trailer were still in development at the time of the Q&A and would be provided to the awarded vendor following contract award.

CDPHE clarified through the Q&A responses that no preferred vendor exists for this project and that the June 30, 2016 deadline is a firm requirement rather than a desired target. The department recognized the compressed schedule for a customized trailer build but emphasized that fiscal year constraints make the deadline non-negotiable. No information regarding pricing, set-asides, or funding sources is provided in this Q&A document.

SOLICITATION QUESTIONS AND ANSWERS

SOLICITATION #: IFB1 FAAA 2016000256_ __

SOLICITATION NAME:_Mobile Laboratory Custom Built Trailer for APCD_

Vendor Question #1. “the notice says delivery and invoiced on or before 6/30/16. Is that correct? If so you must already have a vender preference because of such short turnaround time”

CDPHE Answer #1. The 6/30/2016 delivery date is correct. We do not have a preferred vendor. The 6/30/2016 deadline is the end of the fiscal year and we are required to have the trailer built and invoiced by that date. We realize this is a very aggressive timeline to meet and would like to have more time, however we are bound by our fiscal deadlines and the overly aggressive design and build time expectations of the project.

Vendor Question #2. “ Do you have drawings for vendors to reference?”

CDPHE Answer #2. We are currently in the process of developing design drawings for the trailer; they have yet to be completed. The design drawings will be made available to the award vendor of this bid.

Vendor Question #3. “ Is the June 30, 2016 deadline for delivery a desire or an actual requirement? 90 or so days from start to finish is a quick turnaround for customized trailer.”

CDPHE Answer #3. See answer to Question1.
