STATEMENT OF WORK
ORGANIZATION
The Maritime Administration (MARAD) is an operating administration of the U.S. Department of Transportation (DOT). The U.S. Merchant Marine Academy (USMMA or Kings Point) a field office of the Maritime Administration trains, educates, and graduates Midshipmen (also known as students) to serve as Merchant Marine officers who serve America’s marine transportation and defense needs in peace and war.
OBJECTIVE
The U.S. Merchant Marine Academy requires Tailor and Press operations for Midshipmen, faculty, and staff.
SCOPE/PERFORMANCE REQUIREMENTS
• Sizing, initial fitting, tailoring, preparation, and adjustments of all uniform items for the midshipmen's new uniform issues throughout their tenure at the Academy. This will include retrieving, placing, sorting, folding, identifying, marking, and properly storing all items
• Items may be stored in various rooms on high shelves or racks not adjacent but within the same connected structures. This includes the substantial number of initial uniforms provided during plebe (freshman) year, as well as periodic issues provided throughout the remainder of the midshipman's tenure.
• A current approximate list of items, quantities, and issue times is included but it is subject to change without notice. This will include the custom manufacturing from components of belts, insignia, rank devices, and other accouterments that may be unique to the midshipmen at USMMA.
• Provide tailoring services to the midshipmen for minor repairs and refitting of garments
• Annual striping of the midshipmen's uniforms.
• Pressing of uniforms prior to their initial issue to midshipmen, and following any tailoring work
• Pressing of uniforms of midshipman officers and other midshipmen designated by the Commandant of Midshipmen
• If the contractor believes required tailoring services are due to neglect; misuse; abuse; or other than normal wear and tear or required services, the contractor may refer the issue to the Contracting Officer Representative (COR) for a determination
• Determine the optimal work force consistent with the requirements provided herein

• The COR will advise specifications for the military tailoring which are precise and require additional time and skill above and beyond standard civilian tailoring standards. Uniform issuing and tailoring schedules may require multitudes of garments being tailored by specific dates to exacting standards
• Ensure all work is completed on schedule at no additional expense to the government
• A basic schedule of uniform issues for all four years is included in the solicitation but is subject to change
• According to the United States Navy Uniform Regulation AVPERS 15665 which is publicly available, arc generally followed for uniform components, marking, and modifications but may be decreased or increased by the Academy to accommodate specific US Merchant Marine and USMMA requirements as determined by the administration of the Academy or COR
• The United States Marine Corps Uniform Regulations MCO P I 020.34, publicly available, is generally followed for tailoring specifications, standards, and limits. More specific details for each item will be provided in Commandant's Notice's issued by the USMMA
• Provide all necessary thread, striping, sewing supplies, hangers, needles, soap, paper, filler, tags, bags, starch, sizing, and consumables, needed to provide the uniform services. Some items are specific to each uniform and will be specified but not supplied by the Government.
• During uniform issues, the contractor will assist in issuing and fitting the proper clothing items to the midshipmen. This may include receiving, unloading, stocking, fitting, locating, inventorying, counting, and issuing the items in addition to marking and tailoring the items
• Garments and products are located on shelves which may require reaching, bending, or climbing. All items must be properly sorted and displayed in a neat and orderly manner befitting a standard retail operation and government military facility
• Make available at the patron’s personal expense retail tailoring and pressing services for midshipman civilian clothes, as well as civilian clothes and uniforms of Academy faculty and staff and other authorized patrons as determined by Maritime Administration policy, on a market demand basis.
The contractor will charge the contract price for non-midshipmen users and not invoice under the contract. Any contractor revenue and expenses associated with this service shall be considered independent of the contract
KEY STAFF PERSONNEL
Key Staff Personnel are positions that require specialized skills or capabilities that are crucial to the success of the Contract.

Duties and Responsibilities o Fit, alter, repair and study garments on customers to determine required alterations o Sew garments, buttonholes and attach buttons using needles and thread or sewing machines
Solicitation No. 693JF722R000015 Page 6 of 26 o Measure parts such as sleeves or pant legs, and mark or pin-fold alteration lines o Take up or let down hems to shorten or lengthen garment parts such as sleeves o Remove stitches from garments to be altered, using rippers or razor blades o Record required alterations and instructions on tags, and attach them to garments o Examine tags on garments to determine if alterations are needed o Maintain garment drape and proportions as alterations are performed o Press garments, using hand iron or pressing machine o Trim excess material, using scissors.
o Make garment style changes, such as tapering pant legs, narrowing lapels, and adding or removing padding o Measure customers, using tape measures, and record measurements o Repair or replace defective garment parts such as pockets, zippers, snaps, buttons, and linings o Confer with customer to determine types of material and garment styles desired o Position patterns of garment parts on fabric, and cut fabric along outlines, using scissors.
o Alters garment and joins parts, using needle and thread or sewing machine, to form finished garment o Draws individual pattern or alters existing pattern to fit the customer/Government measurements o Confers with the Government/USMMA to determine type of material and garment style desired o Positions pattern of garment parts on fabric, and cuts fabric along outlines, using scissors o Measures customer for size, using tape measure and records measurements
Required Knowledge, Skills and Abilities o Creativity and problem-solving abilities to discover different ways of making or mending garments when difficulties arise o Good written and verbal communication skills to understand customer requirements and explain various options o Must be able to create a new hem and original hem and have prior experience with chain stitching and single stitching o Confident in making discretionary decisions and communicates accurate completion times o Superior finger and hand dexterity and good near vision to stitch accurately and neatly o Ability to sit/stand for extended periods of time, reach overhead, bend, squat, kneel and carry products necessary for customer service
Education and Qualifications o Preferred 2-3 years of experience

Duties and Responsibilities o Use scissor, steam pressers, steam irons, vacuum presses along with a professional ironing table and steam iron to shape garments, and remove or add creases o Operate computer-controlled machines, such as a carousel and tunnel press o Carry out basic daily maintenance like cleaning filters o Piece up garments ready for collection by customers

Required Knowledge, Skills and Abilities o Have a good eye for detail and good practical skills o Ability to concentrate for long periods and perform repetitive tasks quickly
PERFORMANCE ENVIRONMENT
• Performance of this requirement is in an environment that is fast-paced, and the contractor will be responsible for completing multiple tasks.
• Fulfill physical lifting and endurance requirements associated with assigned tasks
• Provide standards and Dress Codes for work clothing/uniforms, and be clean and neat in appearance
PERIOD OF PERFORMANCE
The contract shall cover a base period, from date of award through 12 consecutive months, and four (4) 12-month options. The options will be available upon concurrent agreement between the contractor and the Government.

HOURS OF OPERATION
Tailors
Performance Schedule: Monday through Friday Standard Work Hours: 0730 to 1630 (7:30 a.m. to 4:30 p.m.)
Work Status: Two (2) Full-Time and One (1) Part-Time
Note: There will be no fewer than two (2) Tailors available during the normal designated hours. The performance schedule and standard hours for the part-time tailor will be determined after award
Presser
Performance Schedule: Monday through Friday Standard Work Hours: 0730 to 1700 (7:30 a.m. to 5:00 p.m.)
Work Status: One (1) Full-Time
Note: The Tailor and Presser standard hours may be offset at the discretion of the government to have coverage from 0700 - 1 800 (7:00 a.m. to 6:00 p.m.)

Exceptions:
o For two weeks per year and for 4 two-day uniform issue periods tailoring services will be required on site to provide fining, sizing, and marking to the incoming class of approximately 300 students. This normally occurs for two weeks in July according to the academic calendar.
o Services are not required during federal holidays and at a reduced level when midshipmen are not present, which is approximately four weeks per year. This is not by date and depends on the academic schedule. The Government reserves the right to adjust the number of days when services are not required depending on the changing academic schedule. No services are required during every federal holiday. See www.opm.gov o This schedule accounts for when midshipmen are in class, on liberty, or on leave, as well as to meet peak demands. Such peak demands are when freshmen report to campus for indoctrination in early July, when they return from leave periods in November and March, and other instances when tailoring and pressing services coverage might be necessary
CONTRACTOR RESPONSIBILITY
• The contractor will be required to furnish all equipment and material necessary to perform this
Government contract.
• The contractor shall not remove any furniture from the Academy premises or the approved location without prior written approval of the Academy's COR
• Since the Government does not furnish tailoring and pressing equipment, the contractor must provide tools and supplies for the operation of the tailoring and pressing service, such as tapes, rulers, bannock devices, scissors, razors, brooms, dust pans, detergent, pins, consumable supplies, etc.

• Assume all janitor and porter services, and keep the premises made available to the contractor clean, orderly, and attractive and in excellent sanitary condition to the satisfaction of the Academy administration
• Ensure that no alterations are made to the premises without prior written approval of the Government/COR
• The contractor shall not sublet any of the premises assigned to the contractor for execution of this contract without prior written permission of the Government
• Title to and accountability for all equipment or articles purchased wholly with contractor funds remain with the contractor activity. Where the property is movable or it’s attached to or integrated with a public structure or land, it must be severable without causing unreasonable physical damage or injury to such structure or land
• Make every reasonable effort to reduce the cost to the Academy with respects to the procedures utilized to ensure the purchase of items from vendors at fair and reasonable prices using sound procurement practices based upon competitive solicitation of requirements whenever practicable http://www.opm.gov/

• Establish and maintain a quality assurance program for purchased items through an appropriate inspection system
• Provide the CO and COR with monthly accounting documents of the revenue and expenses associated with this service
• Operate the services in a business-like manner, using established practices for such retail operations co-located on federal property
• At the end of the contract the contractor shall return any furniture furnished by the Academy in the same condition as received, less any normal wear and tear
GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION
• The USMMA will provide a suitable, efficient facility for contract operations and furnish physical spaces designed and built ready for tailoring and pressing center operations.
• If equipment or articles are purchased wholly with contractor funds, the equipment shall not be attached or integrated with any public structure or land that causes unreasonable physical damage or injury to such structure or land, legal title to such property
• Accordingly, the Superintendent is authorized to set apart for the use of the contractor any suitable public building, rooms, or other Academy property
• Public buildings, including permanently installed heating, plumbing, and electrical systems, and equipment, occupied in part by the contractor will be maintained and repaired by the USMMA out of funds applicable to the maintenance, repair, and operation of the buildings structures, and systems at the USMMA, without reimbursement from the contractor
• When any equipment or articles are purchased wholly with contractor funds are to be attached to or integrated with any public structure or land so as not to be severable without causing unreasonable physical damage or injury to such structure or land, legal title to such property shall be vested in the Maritime Administration (MARAD)
WORK AREA CLEANING
The contractor is responsible for the following:
• Cleanliness of the assigned space, furniture, and fixed equipment (decor, tables, shelves, benches, mirrors, etc.)
• Emptying trash and sweeping floors
SECURITY REQUIREMENTS
• At no cost to the contractor, the Academy will conduct standard background security evaluations on all contractor employees, consignees, and other persons to the standards in effect at the time of employment, like those required of regular government employees

• To the satisfaction of the government each person must be able to obtain and hold an approved background security check to continue to work on federal property
• The contractor and the contractor's servants, agents, and employees are in no sense agents of the U. S
Department of Transportation, Maritime Administration/USMMA or Superintendent or any other employee of the Academy.
PERFORMANCE EVALUATION MEETINGS
• The Contractor may be required to meet with the COR and/or the Contracting Officer (CO) as determined necessary by the CO or COR.
• The Contractor may request a meeting whenever the need arises
• The Contractor shall prepare meeting minutes that are due within five (5) business days of the meeting. The written meeting minutes shall be signed by the Contractor and reviewed and accepted by the Government. In the event the Government non-concurs with the meeting minutes, the Contractor will be so advised, and additional communications will be conducted until resolution of the meeting minutes is resolved.

General
The primary consideration is to have a neatly groomed appearance while wearing naval uniforms.
Grooming standards are based on several elements including neatness cleanliness, safety, military image, and appearance.
The standards established here are not intended to be overly restrictive nor are they designed to isolate Navy personnel from society. The limits set forth are reasonable, enforceable , and ensure that personal appearance contributes to a favorable mil itary image.
Navy Personnel Assigned to Marine Corps
Navy Personnel assigned to Marine Corps units who elect to wear and are issued Marine Corps service uniforms at no expense, will abide by grooming standards established for Marines. Navy personnel assigned to Marine Corps units who do not elect to wear Marine Corps service uniforms will be issued only utilities and shall abide by grooming standards for Navy personnel.
Smartness
• Image
United States Navy personnel must set and maintain the high standards of smartness in uniform appearance. The military image reflected by attention to detail, while wearing uniforms, is a key element in the public image of the Navy.
• Cleanliness
Uniforms shall be kept scrupulously clean, with lace, devices, and insignia bright and free from tarnish and corrosion.
• Military Creases
Military creases on shirts are an individual option. Sewn increases are not authorized.
Military creases are formed by pressing two vertical creases in the front of the shirt, from the shoulder seam through the center of each pocket to the bottom of the shirt, and three evenly spaced vertical creases in the back of the shirt , from the yoke seam to the bottom of the shirt.
Shirts which do not have a yoke seam across the back of the shirt as a reference point for placing three evenly spaced creases, start the outboard creases at the shoulder seam and the center crease at the seam where the collar is attached to the shirt, ending all at the bottom of the shirt.

• Tailoring of Uniforms
Uniforms may be tailored to provide a well-fitting, professional military bearing. They shall not be altered to the extent of detracting from a military appearance, nor shall they be tailored to the point of presenting a tight form fit.
Care of the Uniforms
The longest service of the various uniform articles can be attained only by proper care and maintenance. This information is presented to help prolong the useful life and distinguished appearance of uniforms and equipment. Even new, properly fitted uniforms will not continue to look their best or keep their shape unless you care for them properly. Carrying large or heavy objects in pockets will quickly destroy the shape of the best uniform. Uniforms should be stored on hangers. If uniforms are to be stored for a long time, they should be cleaned thoroughly, then packed away in an airtight plastic bag with a packet of desiccant (drying agent) for maximum preservation.
Cleaning
a. Buttons
Buttons may turn green when the pewter plating wears off and the copper base becomes covered with green copper carbonate due to exposure to moist air. You can remove the green coloring by rubbing gently with acetic acid or any substance containing this acid such as vinegar or Worcestershire sauce, followed by a thorough washing in clean water.
b. Embroidered Insignia
Embroidered insignia may be kept bright by occasional scrubbing with a nail brush and a diluted ammonia solution. Do this as soon as there are signs of tarnish or corrosion. If corrosion has been allowed to continue after it has gained a foothold, the device may not be restorable.
c. Gold Lace
Gold bullion lace will tarnish rapidly and may deteriorate when in contact with or hung near any substance containing Sulphur, such as rubber or ordinary manila or kraft wrapping paper. Gold bullion lace should be cleaned by an experienced tailor although liquid nontoxic preparations and certain liquid cleaners available commercially may be used if applied according to manufacturer instructions.
d. Metal Insignia
Clean the gold filled and sterling silver rhodium finished parts of metal insignia by washing with soap and water. Insignia will not be polished to the degree that the basic details of the standard insignia are defaced, removed, or altered in general appearance.

• Submission of Proposals

Acceptable Offerors
The proposal package (volume I & volume II) must be in English and not exceed 15 pages. Proposals received in other than English will be rejected. The proposals shall include the font size 12 and the font style Times New Roman.
Telegraphic offers (submitted by telegram or mailgram) will not be accepted. Any proposal received after the time and date specified will not be considered.
• Late Offers
Offers or modifications of offers received at the address specified for receipt of offers after the exact time specified for receipt of offers in Block 8 of Standard Form 1449 will not be considered.
• Estimated Date of Contract Award
The Government intends to evaluate and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in the offers received.
• Communication

All contract administration matters will be handled by the Maritime Administration Headquarters (HQ) Office of Acquisition located in Washington, DC.
52.212-2 Evaluation--Commercial Products and Commercial Services – Addendum (NOV 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
• Factor 1 - Technical
The offeror must submit a written technical proposal for evaluation which provides sufficient provides sufficient information to demonstrate the capabilities to satisfactorily perform the work. The proposal must address the following:
(1) Qualifications/experience
(2) Staffing plan (Note: Address available resources)
(3) Identify any potential problems and/or critical issues that will relate to the successful completion of the project.
• Factor 2 – Price
The Government will evaluate the reasonableness of the total price in accordance with FAR 15.4. The Government will evaluate the offer for award purposes by adding the total price for all options (if applicable) to the total price for the basic requirement.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
