Section H - Special Contract Requirements
Ordering Procedures
The purpose of these Ordering Procedures is to establish the official procedures for issuing task or delivery orders under this Sole-Source Indefinite- Delivery, Indefinite-Quantity (IDIQ) contract. Because this is a sole-source contract, normal fair opportunity competition rules do not apply. Instead, the administrative focus is placed on strict scope validation, verification of proposed prices against the officially incorporated ELIN Matrix pricing list, and ensuring overall price reasonableness.
All orders issued under this IDIQ must be executed in accordance with these procedures and must remain strictly within the scope of the basic contract's Performance Work Statement (PWS) and Justification and Approval (J&A).
Ordering Process:
1.1 Requirements Package Generation
The Requiring Activity (Program Office) must prepare and submit a complete purchase request package to the Contracting Officer (KO). The package must contain:
1. Performance Work Statement (PWS): A detailed description of the services or supplies required.
2. Independent Government Cost Estimate (IGCE): A cost estimate developed utilizing the pre-approved, contractually incorporated ELIN Matrix to establish an expectation of cost.
1.2 Request for Task Order Proposal (RFTOP)
The KO or Contract Specialist (CS) will issue a Request for Task Order Proposal (RFTOP). The RFTOP will require the contractor to submit:
1. Technical Proposal: A detailed approach to executing the tasks outlined in the PWS.
2. Price Proposal: A detailed cost breakdown mapping directly to the contractually approved ELIN Matrix.
3. Exclusion Identification: Clear identification of any proposed items, tools, or services not currently listed on the approved ELIN Matrix.
1.3 Proposal Evaluation and Price Verification
The KO and CS, with assistance from the Contracting Officer's Representative (COR), will perform an evaluation of the contractor's proposal:
1. Scope & Labor Mapping: Ensure the proposed labor categories and quantities are appropriate for the requirements of the PWS.
2. Price Accuracy Check: Cross-reference proposed unit price or hourly rate against the contract's approved ELIN Matrix to ensure no unauthorized markups are applied.
3. Discounts Application: Apply any pre-negotiated volume, tier, or institutional discounts established in the basic IDIQ contract.
4. Negotiation: Conduct negotiations regarding labor hours, labor mix, or unit quantities to ensure maximum efficiency and cost-effectiveness.
