PLEASE PROVIDE THE FOLLOWING INFORMATION IN YOUR QUOTE:
Please submit quote responses to the Contract Specialists named above. Quotes must include company name, address, POC and email, CAGE Code, UEI number, TIN number and phone and fax numbers. Schedule of Supplies and Services, Unit and Extended Price shall be filled in. Failure to follow directions will cause the quotes to be unacceptable and deemed non-responsive.
The Government intends to make an award to the responsive, responsible vendor that represents the best value to the Government, by virtue of being the lowest price, technically acceptable quote (See Schedule of Supplies /Services). Quotes determined to have passed the technical capability requirements will then be evaluated for the lowest price. Quotes shall be evaluated for technical acceptability (only) on an acceptable/unacceptable basis and will not be rated. Quoter that fails to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1 Instructions to Offerors or reject the terms and conditions of this solicitation shall be excluded from consideration.
FAR 52.212-2 ADDENDUM - EVALUATION - COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (NOV 2021)
The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA) by meeting the requirements capabilities listed on ITEM NUMBERS 0001, 0002, 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002.
Award shall be made to the responsive and responsible offeror who has the lowest price and is technically acceptable. Requests having multiple line items shall be analyzed by the total cost of the quote and not by individual item. All items quoted must be new. No partial awards shall be made.
The Government intends to evaluate quotes and award an order without exchanges with vendors. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. The Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary.
The Government will award a quote that includes the requested information. Partial quotes and/or quotes received after the closing date will not be accepted. This solicitation contains the clauses, terms, and conditions acceptable to the Government. Any quote that contains terms or conditions or any other vendor-specific agreement regardless of how titled or described may be considered unacceptable for award. Vendors are on notice that if they choose to submit a document containing terms and conditions, they are required to demonstrate that those terms and conditions do not conflict with, or differ from, the RFQ's terms and conditions, as well as statute and regulation (e.g., Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)). Compliance with this section is a component of technical acceptability.
Accordingly, a quote that contains vendor-specific terms and conditions that conflict with statutory or regulatory requirements, or are otherwise disadvantageous to the Government as noted above, may be determined unacceptable. Further, no such terms and conditions will be accepted after award.
TECHNICAL:
To ensure technical compliance, the Government will evaluate quotes as follows:
a. The quoter must clearly demonstrate that the quoted solution meets the solicitation requirements. A mere statement that the quoter will meet the Government's requirement is NOT sufficient.
b. The following ratings/definitions will be utilized for Technical Compliance:
RATING DEFINITION:
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirement of the solicitation.
PRICE:
The price quote should avoid ambiguities of inclusion, exclusion, or content.
The Government will evaluate Quoter's quoted prices, but this factor will not be given an adjectival rating.
Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the supplies/services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Estimate (IGE) along with any other relevant price analysis techniques deemed appropriate.
REASONABLENESS:
For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given evaluation, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.
COMPLETENESS AND ACCURACY:
The Government will review the pricing for completeness and accuracy. The quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly.

PERFORMANCE WORK STATEMENT (PWS)
FOR
NCIS PEER SUPPORT TRAINING AND CONSULTATION SERVICES
1. BACKGROUND
The Naval Criminal Investigative Service (NCIS) Peer Support Program (PSP) helps people cope with a wide range of personal and/or work-related issues. The rationale for such a program is that individuals who share common conditions or experiences can cope more effectively by discussing their experiences, sharing practical information, and offering moral support to one another. NCIS provides all employees the opportunity to receive emotional and tangible peer support through times of personal or professional crisis and to help anticipate and address potential difficulties. The NCIS PSP engages in proactive initiatives and maximizes existing agency resources by providing employees with additional options and tools for dealing with personal problems. Annual and monthly training ensure current Peer Support Responders, Program Coordinator, and Assistant Program Coordinator maintain skills and current best practices.
2. SCOPE
The scope of this effort is to obtain services for the training of NCIS personnel supporting the PSP, as well as provide consultation and clinical support of the PSP.
3. TRAINING AND SCHEDULE

The NCIS needs will be reflected in the curriculum which may address: initial onboarding training, advanced refresher training, or a mixture of both. Any alternate location will be furnished by the Government. If circumstances require virtual training, the Contractor shall provide this training virtually using a Government-approved video conferencing application. Training materials will be delivered on time and free of errors. A final copy of the training materials shall be delivered to the Government one week prior to training (DEL03). Each training session shall consist of an 8-hour daily schedule subject to Government approval.
3.2 The Contractor shall provide up to 16-hours split between Senior Leader and Executive Training to be exercised as an optional service upon the confirmation of scheduling. This training will include separate curriculum for Senior and Executive Leaders with a total class size of 30-40 personnel.
3.3 The Contractor shall provide comprehensive, ongoing consultation, clinical support, and professional development to the PSP to enhance peer support skills and improve participant outcomes. This support requires the Contractor to advise on PSP structure and development using modernized techniques, deliver a monthly training schedule (DEL04) tailored to emergent and developmental NCIS requirements, and maintain 24/7 global availability for crisis response and on-demand coaching via email, telephone, or video conferencing. To ensure an agile support posture, the Contractor shall adhere to strict service level commitments, acknowledging all requests within one (1) hour and providing substantive engagement within twenty-four (24) hours, unless a mutually agreed alternative timeframe is established. Additionally, the Contractor shall not sub-contract any of these services without explicit Government approval.
4. DELIVERABLES
