About this file

This is Standard Form 30 Amendment 0001 to solicitation N6328526QS105, issued by the Naval Criminal Investigative Service (NCIS) Quantico, Virginia on 24 July 2026. The amendment references the current contract N63285-21-P-0049 and provides clarifications to vendor questions regarding the Performance Work Statement (PWS).

The solicitation requires contractor services for crisis intervention and training support. Key service requirements include: a doctorate-level licensed psychologist with a Ph.D. in clinical psychology or counseling psychology to lead the contract, though the team may include Master Level Licensed Clinical Social Workers or Licensed Professional Counselors with relevant certifications; 24/7 global availability via email, telephone, or video conferencing with a one-hour response time for critical incidents (no travel required); 40-hour annual new hire orientation and refresher training for 30-40 support teams with flexibility in personnel assignment; monthly training consisting of two one-hour sessions (typically at 1200 and 1800 Eastern time) to cover global locations; optional curriculum and training for senior leaders and executives not exceeding 16 hours; and post-training questionnaires for participant feedback. The contract provides monthly billing for all services combined at a set amount. The amendment clarifies that no CMMC Level 1 rating is required, travel is not necessary despite a $10,000 annual travel budget allocation for two trips, and invoicing must reflect monthly billing encompassing all services and training combined rather than itemized billing.
