52.212-2 ADDENDUM: EVALUATION--COMMERCIAL ITEMS
EVALUATION: The Government intends to establish a single-award firm-fixed price (FFP) to the vendor who is found Purchase Order to be responsive and provides an acceptable quote to the Government, by virtue of being deemed Lowest Price, Technically Acceptable (
) on .LPTA CLIN 0001
Vendors are to quote on all requested service in the Statement of Work (SOW). The vendor's quote for materials and service shall reflect the characteristics and level of quality that will satisfy the Government's need as described in the SOW. Quotes determined to have passed the technical capability requirements will then be evaluated for a fair and reasonable price determination. Quotes shall be evaluated for technical acceptability (only) on an acceptable/unacceptable basis.
The Government intends to evaluate quotes and award without exchanges with vendors. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with the vendor if the Contracting Officer later determines them to be necessary.
TECHNICAL: To ensure technical compliance, the Government will evaluate quotes as follows:
a. The quoter must clearly demonstrate that the quoted solution meets the solicitation requirements. A mere statement that the quoter will meet the Government's requirement is NOT sufficient.
The following ratings/definitions will be utilized for Technical Compliance:
RATING DEFINITION
Acceptable Quote meets the requirements of the solicitation
Unacceptable Quote does not meet the requirement of the solicitation
PRICE: The price quote should avoid ambiguities of inclusion, exclusion, or content.
The Government will evaluate Quoter's quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the supplies/services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Estimate (IGE) along with any other relevant price analysis techniques deemed appropriate.
Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given evaluation, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements.
Normally, adequate price competition establishes a fair and reasonable price.
Completeness and Accuracy. The Government will review the pricing for completeness and accuracy. The quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly.

STAAT LANT Joint Expeditionary Base Little Creek (JEBLC) - Fort Story
Electronic Security System (ESS) Upgrade
1. BACKGROUND
STAAT LANT's (Security Training Assessment and Assistance Teams Atlantic) current Intrusion Detection System (IDS) is approximately fourteen (14) years old, has no ability to review alarm activity (is not connected locally), and has limited compatibility with the Regional Dispatch Center (RDC), hindering the ability to identify the cause of nuisance alarms. A nuisance alarm is defined as a repeated false alarm or other alarm condition sent to the dispatch floor three or more times in a 30-day period. A nuisance alarm occurs when alarms improperly send alarm signals due to malfunctions. If not fixed in a timely manner, this can cause misappropriation of valuable first responder resources.
The Regional Computer Aided Dispatch (CAD) system has received over one hundred seventy-two (172) nuisance alarms from STAAT LANT since June 2024. Upgrade to the IDS is required to avoid the alarm system being taken out of service by the RDC. This would affect Open Storage accreditation and the ability to generate classified vulnerability assessments necessary for fleet operations within the STAAT LANT area of responsibility.
The Naval Criminal Investigative Services (NCIS) STAAT LANT is 10,700 Square Feet (SQFT) and located on the first floor in building 3801. The Office consists of private offices, open workstations, storage, one conference room, one SIPR (Secure Internet Protocol Router) server room, a break room, restrooms, a foyer, and a vault used as additional storage. A site layout has been provided for reference.
2. SCOPE
The scope of this project is to provide a comprehensive functioning ESS at NCIS STAAT LANT.
