About this file
This document is a Brand Name Justification form for the Department of the Navy's Naval Criminal Investigative Service (NCIS), seeking to procure specific electronic security system (ESS) components from three manufacturers: Lenel, HID Global Corporation, and Kaba Mas. The procurement is for brand-specific access control and security equipment, including card readers, control modules, multiplexers, controllers, and locks, with quantities to be determined (TBD). The justification emphasizes that these specific brands are the only approved equipment for Navy ESS, with Lenel ensuring compatibility with the Navy Regional Dispatch Center and compliance with federal standards, HID providing the only Navy-approved card reader, and Kaba Mas CDX-10 being the only GSA-approved lock for federal electronic security systems.
The document outlines a 60-day installation period from contract award, with a one-year installation warranty. The procurement is justified under 10 U.S.C.3304(a)(1), citing that only these specific sources can meet the agency's requirements. Key requirements include vendor certification as a Lenel value-added reseller with Lenel Certified Installer status, and the need to maintain system compatibility and security standards. The specific components include HID dual interface card readers, Lenel command keypad readers and various control modules, and Kaba Mas Type VI CDX-10 locks, all of which are critical for maintaining the integrity and security of the Navy's electronic security infrastructure.

BRAND NAME JUSTIFICATION
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
($10,000 to SAT ($250K)
1. The supply listed is brand name and competition is precluded for reasons indicated below. There are no substitutes available for this material.
2. Restricted to the following source. Provide original manufacturer’s (OEM) name (If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)
Manufacturer: Lenel Mfr. POC / Phone # / Email:1 Mfr. Address: 1212 Pittsford Victor Rd., Pittsford, NY 14534 Mfr./Resellers/Dealers:

3. Statutory Authority Permitting Other Than Full and Open Competition. The statutory authority permitting other than full and open competition is 10 U.S.C.3304(a)(1), as implemented by 6.302-1(c) Only one responsible source and no other supplies or services will satisfy agency requirements.
4. Identification of the justification rationale. The acquisition is being conducted under the procedures of Federal Acquisition Regulation FAR 13.106-1(b)(1)(i) – Soliciting from a single source. The justification rationale for restricting competition is that the Electronic Security System (ESS) requires interfacing with both the Base Police and Navy Regional Dispatch Center and “Lenel” is the only brand that ensures compatibility with both.
HID (Brand) dual interface card reader is the only Navy approved card reader and also interfaces with the Lenel system so HID is also a part of this brand name justification.
The CDX-10 is the only GSA-approved lock, required for federal electronic security systems, per FC- 4-021-02 Section A-1.6. Also, the ESS in STAAT LANT has CDX series lock so CDX-10 provides a compatible upgrade to the current system without having to retrain operators on the new system.

6. Specific characteristics of the material or service that limit the availability to this/these source(s) (unique features, function of the item, etc.). Describe in detail why only this/these suggested source(s) can furnish the requirements to the exclusion of other sources. Provide a description of the market research conducted among schedule holders.
The only approved equipment for Navy ESS for Access Control and IDS is Lenel for in building.
There are a few exceptions, as Lenel does not make the actual readers and relies on HID product only. Using a different manufacturer risks the ESS system being disconnected from Navy Regional Dispatch Center because it violates the authority to operate and risks shut down of the system. The Lenel brand ensures compatibility with the Navy Regional Dispatch Center as well as compliance with FIPS 201, the Federal Information Processing Standards, and HSPD-12, the Homeland Security Presidential Directive. Vendor must be a Lenel value added reseller and be a Lenel Certified Installer with Lenel Certified Expert (access control, video and intrusion) certification to sell products and services and complete installation.
The CDX-10 is required in NCIS due to its GSA approval and high-security features, which are essential for safeguarding sensitive materials and complying with national security guidelines. The CDX-10 combination deadbolt device is specifically designed to meet the Type VI requirements of Federal Specification FF-L-2740B, ensuring a secure locking mechanism for classified documents and sensitive information.
