Section C - Description/Specifications/Statement of Work

STATEMENT OF WORK: ON-DEMAND GEO-FENCING TRAVEL ADVERTISING

1.0 INTRODUCTION

Background: Code 1102 People Experience is the Strategic Talent Acquisition branch responsible for recruitment, advertising, and acquisition of all Direct Hire Authority (DHA) experienced talent for Norfolk Naval Shipyard. At times, the People Experience Team travels to various locations nationwide to source talent for specific, critical-need positions (e.

g., Inside Machinists, Marine/Aviation Electricians in Detroit).

Objective: To procure a contract for on-demand, geo-fenced advertising to support targeted talent sourcing and recruitment activities in various travel locations. This will allow for the rapid setup of advertising campaigns in specific geographic areas the recruitment team will be visiting, to attract the right type of potential candidates for hiring events.

2.0 SCOPE OF WORK

The contractor shall provide on-demand geo-fencing and digital advertising services to support recruitment efforts in targeted geographical locations as specified by Norfolk Naval Shipyard (NNSY). This is a non-personal services contract to provide talent sourcing and recruitment advertising.

3.0 SERVICES DESCRIPTION/SPECIFICATIONS

The contractor shall provide an advertising bundle that includes the following capabilities, which can be activated on an on-demand basis for specific travel-based recruitment campaigns.

3.1 Digital and Social Media Advertising

Geo-Fencing: Strategically place NNSY advertising using geo-fencing to target and deliver recruitment messages (static display or video) to a specific profile of potential employees based on their geography, demographics, behaviors, and online habits.

Targeted Delivery: Deliver targeted ads in designated geographic areas for each recruitment trip. The specific locations (e.

g., city, state, zip codes) will be provided by NNSY with each request.

Platform Coverage: Place ads on social media platforms such as Facebook and Instagram, and other digital networks to ensure wide reach to the target demographic.

Ad Content: Contractor will be responsible for creating the ad content, using NNSY-approved materials such as photographs, logos, and job descriptions. Ads will have a strong "Call to Action".

Landing Page: When a potential candidate clicks on an advertisement, they will be directed to the Norfolk Naval Shipyard's website or a custom landing page for more information about job opportunities and the specific hiring event.

3.2 Contractor Responsibilities

On-Demand Activation: The contractor must be able to set up and launch a geo-fenced advertising campaign in a new specified geographical area with minimal lead time.

Metrics and Reporting: Provide a summary of activity after each recruitment campaign, within 10 business days. Metrics to be provided must include digital impressions, clicks, and other relevant engagement data for each platform used.

Ad Creation: Create commercial ads for both digital display and audio based on approved NNSY content. If requested, this may include using services like Cameo.com to hire a celebrity for a personalized message.

Campaign Duration: Campaigns will typically run for a specified period before and during the recruitment team's visit to the location (e.g., two full weeks of coverage). The duration for each campaign will be specified by NNSY.

4.0 PERIOD OF PERFORMANCE

The period of performance for this contract will be for one year (364 days) from the date of contract award, with the option to extend. Services will be engaged on an on-demand basis throughout this period.
