Scope:
1.1 Accomplish shot peening of (1) each fillet area distributed on (1) each CVN propeller shaft coupling flange (SN 2290) and (2) each fillet area distributed on (3) each CVN intermediate shaft coupling flanges (SNs 2283, 2286, 31-0475-03-002), in accordance with MIL-S-13165C, Memo Ser. 05P/386, and their associated references, as required.

2. Location of work:
Within the Controlled Industrial Area (CIA) of Norfolk Naval Shipyard (NNSY), Portsmouth, VA, Building 171, Shop 31, Section 102
3. Period of Performance: TBD
3.1 Shot Peening Service(s) Required Notice
a. Contractor shall be provided 4-8 days notice prior to date of required shot peening services as determined by NNSY Project POC. Contractor shall be available and is required to be onsite at NNSY to provide shot peening at time designated by NNSY Project POC. The services when required will take 3-4 days within the Period of Performance.

5. General Specifications:
5.1 Shaft SNs 2283, 2286, 31-0475-03-002, and 2290 material is MIL-S-23284A CL2, Nickel- Molybdenum steel.
5.2 Shaft is to be free from externally applied loads or forces during shot peening (i.e. shaft cannot be mounted in a lathe without steady rest supports while shot peening is being conducted).
6. Contractor Responsibilities:
6.1 Perspective contractors must supply a copy of the shot-peening procedure to be used during the course of work as laid out in this SOW Section 6.4 for review by NNSY and approval by NAVSEA 05P2 prior to the contract being awarded.
6.2 Provide services to shot peen (1) ea. fillet area on (1) ea. CVN propeller shaft coupling flange (SN 2290) and (2) ea. fillet area on (3) ea. CVN intermediate shaft coupling flange (SNs 2283, 2286, 31- 0475-03-002).
6.3 Complete shot peening IAW MIL-S-13165C (ref. a) and Memo SER. 05P/386 (ref. b).
6.4 For work performed IAW ref. (a), the following requirements are required per para. 6.2.:
a. Specification to be used is reference (a).
b. The issue of DODIS is to be cited in the solicitation, and if required, the specific issue of individual document referenced.
c. Steel shot is to be used when peening per MIL-S-13165C and must adhere to AMS 2431/1.
d. Shot size is to be 0.033 inches nominal.
e. Automatic shot peening is required for use with MIL-S-13165C. The peening gun shall not be manually manipulated and will comply with the requirements of MIL-S-13165C, paragraph 3.2.1.
f. NNSY will be responsible for the surface cleaning prior to peening.
g. The locations of the area to be peened will be provided by NNSY and masked off on the shaft to designate applicable area. The total area to be peened is approximately 3150 in2.
h. No NDT will be required during the peening operation. Any NDT will be performed by
NNSY after peening operations.
i. No externally applied forces are permissible during peening.
j. Peening intensity to be 0.012-0.016A.
k. No over performance of peening coverage is required.
l. Method of coverage verification required. The contractor may use either coverage method as described in MIL-S-13165C, paragraph 6.11.(a), or 6.11.(b) when peening IAW MIL-S- 13165C.
m. Shot size limitations are not applicable for obstructed areas.
n. A specific cleaning procedure is not applicable.
o. Protection of peened surface from corrosion is not applicable.
6.5 Contractor shall provide containment, equipment, and shot media required to accomplish on-site shot peening of aforementioned shafts. Containment erected shall properly contain all shot during the shot peening process to outside personnel / equipment.
6.6 Contractor must notify Project POC, or their designated representative, prior to and upon completion of work.
6.7 Per (ref. j, 3.17.2): If work is incomplete or complete with discrepancies, supporting rationale and impact statement with recovery plan must be provided to the SUPERVISOR (or applicable Government POC listed in Section 10) via submission of one legible copy of Attachment A (ref j), in hard copy or approved transferrable media. Upon completion of work or correction of discrepancies, a revised Attachment A (ref j) with the updated status must be submitted to the SUPERVISOR (or applicable Government POC listed in Section 10) in hard copy or approved transferrable media
7. Quality Assurance (QA) provisions:
7.1 In accordance with the technical specifications as detailed in Section 6 of this document, Contractor shall provide the following certification documents to Code 266 Technical Point of Contact’s (POC’s).
a. CERTIFICATION OF SHOT PEENING - (CDRL: A001, DI-MISC-80678) – Contractor shall provide Certification of Shot Peening Report for approval after shot peening of each shaft.
b. ALMEN STRIP INTENSITY REPORT - (CDRL: A002, DI-NDTI-80809B) Contractor shall provide all Almen strip specimens, and saturation curve data used to determine actual intensity for each shaft for approval. The strips shall be numbered to identify an individual test strip to a specific Certification of Shot Peening document and shaft after completion of shot peening.
c. PEENING MEDIA CERTIFICATION – (CDRL: A003, DI-MISC-80678) – Contractor shall provide Peening Media Certification report for approval prior to work start.
8. Government Responsibilities:
8.1 NNSY Code 266 will forward the contractor’s procedure, to be used during the course of work as laid out in this SOW to NAVSEA 05P2 for approval prior to the contract being awarded. NNSY Code 400 to coordinate between the contractor, Code 266 and NAVSEA 05P2 during the course of shot peening procedure review.
8.2 NNSY to provide services to roll shaft by means of motorized rollers or lathe to facilitate peening.
8.3 NNSY to provide compressed air at approx. 106 PSI @ CFM 45 to 98, depending on the distribution piping.
8.4 NNSY can provide electrical connections, including 440V 3-phase as needed, and 110V 1-phase.
9. Safety/Security Requirements:
9.1 Service will be performed inside the NNSY Controlled Industrial Area (CIA), Bldg. 171, Shop 31, Section 102. Contractor shall apply for security access through DBIDS with pass office security office. Yellow badges are acceptable for work performance in Building 171. Project POC will assist the contractor in gaining access to NNSY.
9.2 Contractor entering Norfolk Naval Shipyard shall be responsible for adhering to OSHA Safety requirements while inside the PPE line of the project as outlined in 29 CFR 1915.153, 1915.155 & 1915.156, eye, face and foot protection in shipyard environments.
9.3 "Per FAR 22.102-1(a) entitled "Safety", Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements OSHE OSHECM Chapter Hazardous Energy Control (HEC) requirements or safety requirements for site specific location of the contract.
a. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags- Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-
Commercial Items. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision-
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."
(d) Representations. The Offeror represents that--

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision--
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. "Forced or indentured child labor" means all work or service—

"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
"Service-disabled veteran-owned small business concern"—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
