4.1.4 A single file containing the CPAR Assessment reports and/or the Attachment B (PPQ) and the narrative addressing project complexities and/or adverse past performance.
5. Proposal Submission Requirements and Evaluation Factors:
5.1 Factor 1 – Experience: Solicitation Submittal Requirements:
5.1.1 CONSTRUCTION EXPERIENCE: Submit three (3) recent and relevant construction projects that best demonstrate experience on relevant projects that are similar in size, scope and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as follows:
5.1.1.1 Individual projects (Task Orders or Definitive Contracts) that include renovation, repair, or alteration to an existing building, exceed $10,000,000 (or equivalent foreign currency) in contract value, and involve multiple construction trades to provide a complete and usable facility.
5.1.2 A project submitted under construction experience will meet the recency requirement if the construction was 100% complete within the past 15 years of the date of issuance of this RFP.
5.1.3 A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
5.1.4 The attached Construction Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
5.1.5 For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (e.g., unique features, area, construction methods, etc). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through a Sustainable Third Party Certification program.
5.1.6 If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV member offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percentage of employees provided for the overall contract by the JV members as well as the overall percentage of work performed by the JV member. The Offeror shall also submit a SIGNED copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Offerors are still limited to a total of three (3) projects.
5.1.7 If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract. The proposal shall state specific commitments of technical resources (e.g. personnel, equipment) that the affiliate/subsidiary/parent/LLC/LTD member companies commit to the performance of this contract. In particular, the proposal will clearly state the specific commitments of resources of the affiliate/subsidiary/parent/LLC/LTD member that will be located at the worksites and company offices in the city/area of the project. The proposal shall also describe specific roles of the affiliate/subsidiary/ parent/LLC/LTD member companies in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of the contract. The Offeror MAY NOT utilize experience of a subcontractor to demonstrate construction experience under this evaluation factor unless specialized subcontractor experience is stated as acceptable. Failure to submit this information may result in a lower rating.
5.1.8 The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract. More weight may be given to the Offeror’s projects than to those submitted for subcontractors.
5.1.9 Basis of Evaluation: The Government will evaluate the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review three (3) projects for construction. Any projects submitted in excess of the three (3) for Construction Experience will not be considered.
5.1.9.1 Offerors that demonstrate experience with constructing building envelope upgrades/repairs, structural repairs, HVAC improvements, and/or mechanical piping repairs/replacement may be considered more favorably than Offerors who do not demonstrate this experience.
5.1.9.2 Offerors that demonstrate experience with relevant projects constructed in the Nordic region
(Denmark, Finland, Iceland, Norway, Sweden, Faroe Islands, Greenland, and Åland) may be considered more favorably than Offerors who do not demonstrate this experience.
5.1.9.3 Offerors that demonstrate experience with relevant projects contracted with the United States
Department of Defense may be considered more favorably than Offerors who do not demonstrate this experience.
5.1.9.4 Offerors who submit relevant projects that demonstrate experience with construction of multiple facilities under one project may be considered more favorably than Offerors who do not demonstrate this experience. For projects containing more than one building, use Box 11 on the Construction Project Data Sheet to list the size and value of each individual building.
5.1.9.5 Offerors who submit relevant projects that demonstrate experience self-performing relevant features of work may receive a higher rating than those who do not demonstrate significant self-performance. Self-performance is defined as an offeror who served as the Prime Contractor on the project (including JV offerors who project experience as the same JV entity) and performed significant elements of the construction with in-house resources.
5.2 Factor 2 – Technical Solution:
5.2.1 Solicitation Submittal Requirements: Provide a narrative describing your proposed technical solution to the project that meets the requirements of the RFP. Include the following:
5.2.1.1 Technical Approach: The offeror shall submit a Summary of the technical approach, including the means/methods, materials, and tools to be utilized to complete the work; and mitigation plans for anticipated problems, logistical challenges, and site constraints.
5.2.1.2 Organizational Chart: The Offeror shall provide a Project organizational chart that lists the key positions (Project Manager, Site Safety & Health Officer, Construction QCM, Superintendent, for each specific discipline as well as the communication flow with the Government, and subcontractors. The organizational chart shall clearly identify the lines of authority between the entities. If the experience of a significant subcontractor is being claimed in Factor 1, the firm must be named in the above narrative and organizational chart. The organizational chart is included within the page limitations.
5.2.1.3 Schedule Gantt Chart: The Offeror shall provide a project schedule with a Gantt chart. Include the contract duration, all major submittals and all major aspects of construction project. The contract timeframe identified in the RFP defines the acceptable contract duration. Provide a narrative that explains the proposed contract duration. The Gantt chart is excluded from the page limitations on the narrative, and shall be provided on a single 11” x 17” page.
5.2.1.4 Narrative: The Offeror shall provide a narrative describing their proposed technical approach for completing the work required under this RFP, and shall summarize the proposed means/methods, materials, and tools to be utilized to complete the work and any mitigation plans for anticipated problems, logistical challenges, and site constraints. The page limitation of the narrative shall include the organizational chart, and together shall not exceed five (5) double-sided pages (or ten
(10) single-sided pages).
5.2.2.5 Basis of Evaluation: The Government will evaluate the technical approach narrative, organizational chart, and schedule considering the extent to which the Offeror demonstrates a clear understanding of the requirements of the project. The Government will evaluate the effectiveness of the technical solution to determine the likelihood that the work will be performed in accordance with the technical requirements of the RFP.
The Government will evaluate a comparison of the contractor’s proposed contract duration and the acceptable contract duration. The Government’s evaluation of the contractor’s proposed schedule is a means of determining whether the contractor understands the scope of work and approaches the tasks in a logical and effective manner.
5.3 Factor 3 – Safety:
5.3.1 Solicitation Submittal Requirements: The Offeror shall submit the following information: (For a partnership or joint venture, only one safety narrative is required, but it must address each contractor who is part of the partnership or joint venture.)
5.3.1.1 Technical Approach: The Offeror shall describe the Offeror’s technical approach to safety for its employees as well as the plan that the Offeror will implement to evaluate and measure safety performance of potential subcontractors as a part of the selection process for all levels of subcontractors. Also, describe methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety Narrative, which shall include all information requested in this paragraph, shall be limited to three single-sided pages, (i.e., one (1) double-sided page plus one (1) single-sided page; or three (3) single-sided pages).
5.3.1.2 Basis of Evaluation: The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The Government will evaluate the Offeror’s technical approach to safety for its employees, as well as its plan to select and monitor subcontractors. The Government may consult additional sources of information for evaluating safety including, but not limited to, Government agencies, OSHA, NAVFAC’s Facility Accident and Incident Reporting (FAIR) and Contractor Incident Reporting System (CIRS) databases, and other related resources. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror.
The Safety Factor will be rated on an Acceptable/Unacceptable basis.
5.4 Factor 4 – Past Performance:
5.4.1 Solicitation Submittal Requirements: If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 1 for Construction Experience. If there is not a completed CPARS evaluation then submit Past Performance Questionnaires (PPQ) (Attachment B) for each project included in Factor 1 for Construction Experience.
The Offeror should provide completed PPQ in the proposal.
5.4.2 Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
5.4.3 The Government reserves the right to contact references for verification or additional information. The
Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
5.4.4 While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
5.4.5 Performance awards or additional information submitted will not be considered.
5.4.6 Basis of Evaluation: This evaluation will consider how well the Offeror’s team performed on relevant projects submitted under Factor 1 – Experience and may also consider past performance on other projects currently documented in known sources.
5.4.6.1 The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s teams’ past performance will be used as a means of evaluating the Offeror’s team’s probability to successfully meet the requirements of the RFP.
5.4.6.2 The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:
- A pattern of successful completion of tasks;
- A pattern of deliverables that are timely and of good quality;
- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and
- Recency of tasks performed that are identical to, similar to, or related to the task at hand.”
Offerors lacking relevant past performance history will receive a NEUTRAL Confidence rating.
Past performance ratings of “Substantial Confidence” or “Satisfactory Confidence” hold more value than a “Neutral Confidence” rating and will be considered more favorably in the evaluation of past performance.
5.5 Price: Solicitation Submittal Requirements:
5.5.1 All proposed prices shall be in US Currency (Dollars); award will be made in US Currency. Proposals submitted in any other currency shall be deemed Unacceptable.
Price proposals shall be submitted on the provided Price Schedule.
5.5.2 Basis of Evaluation: The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section 0700 of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
5.5.2.1 Price analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
5.5.2.1.1 Comparison of proposed prices received in response to the RFP.
5.5.2.1.2. Comparison of proposed prices with the IGCE.
5.5.2.1.3 Comparison of proposed prices with available historical information.
5.5.2.1.4 Comparison of market survey results.
6. Relative Importance of Factors
6.1 The Government will use the tradeoff process for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
6.2 The relative order of importance of the non-price evaluation factors in making the award decision is that the technical factors, Factor 1 – Experience; Factor 2 – Technical Solution; and Factor 3 – Safety are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment of Factor 4 – Past Performance. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.
6.2.1 The importance of price will increase if the Offerors non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
7. Basis of Award
7.1 The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Unless discussions are held, Offerors will not be afforded the opportunity to revise their proposals, so Offerors are advised to provide complete and accurate proposals.
7.2 Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. An Unacceptable rating in any of the non-price factors will result in an overall rating of “Unacceptable” for the non-price factors, unless corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
7.3 The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value—the proposals most advantageous to the Government, price and other factors considered. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
8. Adjectival Ratings
8.1 Factor 1 – Experience, Factor 2 – Technical Solution and Factor 3 – Safety will be evaluated and assessed the adjectival rating listed in Table 1.
Table 1. Combined Technical/Rick Method
Adjectival Rating Description
Outstanding (O) Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
Good (G) Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable (A) Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal (M) Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable (U) Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.
8.2 Factor 4 – Past Performance will be evaluated and assessed for how relevant a recent effort accomplished by the offeror is to the effort being procured in accordance with the adjectival ratings listed in Table 3.
Table 3. Past Performance Relevancy Rating Method
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
8.3 Factor 4 – Past Performance will then be evaluated and assessed by the adjectival ratings for Performance
Confidence Assessment as listed in Table 4.
Table 4. Performance Confidence Assessments
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
9. Pre-award Survey and Responsibility Determination FAR 9.104 requires prospective contractors to demonstrate, among other things, that they have adequate financial resources to perform the contract or ability to obtain them, capability to comply with the required performance schedule, a satisfactory performance record, and be otherwise eligible to receive an award under applicable laws and regulations. The pre-award survey is not a part of the technical evaluation. The following information is required to demonstrate technical and financial solvency.
9.1 Technical Competency will be demonstrated through the Offeror’s past performance assessment, no additional information is required.
9.2 Provide the Offeror’s financial statement (F/S) for the most recent completed financial accounting year, and the preceding two years. Include the balance sheet and income statement. Include the cash flow statement if prepared. The submission requirement in descending order of preference is:
9.2.1 Compiled, reviewed, or audited by an independent external auditor.
9.2.2 Company prepared F/S.
9.2.3 Accounting system generated F/S.
9.2.4 If the Offeror plans to rely on financial support from other sources, provide information from the lending source that identifies the maximum lines of credit that will be available and the current available amount. Provide translation in English, if applicable.
9.3 Verify that the Offeror’s Representations and Certifications include those listed in Section 00 45 00, including the most recent date. If the Representations and Certifications are not included or are not current, either update the profile in SAM or complete and submit the missing or outdated Representations and Certifications.
