Statement of Work

NISE - Floor Panel SystemATR Large Force Exercise Echo Control Room

Background

The Atlantic Test Range (ATR) has historically hosted large force exercises in its central Echo Control Room. Previously, ATR's large control room configuration was supported in the double-sized Mission Control Room (MCR) 1 & 2 upstairs. However, this capability was lost when MCRs 1 & 2 were modified into individual ICD-705 rooms. To address this gap, ATR seeks to re-establish its capability to host large force exercises by transforming the existing Echo Control Room into a modern, integrated Mission Control facility.

Currently, the Echo Control Room is configured with outdated, independent range control consoles, which are insufficient to support large exercises and distribute Live Virtual Constructive (LVC) operations. This project will fully renovate and revitalize the space to be capable of operationally supporting current and future test missions. The project will replace the obsolete 1990s consoles with a modern control room with 40+ workstations and two large dual 8K video walls, enhancing situational awareness and operational efficiency. New flooring and lighting will further upgrade and modernize the control room space. The newly upgraded facility will serve as the hub of ATR operations, supporting fleet and warfighter pre-deployment system testing and readiness exercises for mission success.

Scope

The scope of this SOW covers the procurement of all necessary labor, materials, and equipment to replace and modernize the flooring system in the Echo Control Room. To support the room's modernization and new workstation layout, the contractor shall provide a raised access floor system that enables modular wiring, under-floor air distribution, and long-term flexibility.

Specific efforts under this scope include:

Demolition and Removal: Safe removal and disposal of approximately 813 existing access floor panels and the existing vinyl cove base.

Installation of New Flooring: Installation of a refurbished access floor panel system featuring factory-applied carpet (Shaw Carpet Tile), as well as the installation of new Johnsonite vinyl cove base along the perimeter.

Preparation and Reinstallation: Preparation of trapped access floor panels to receive field-installed carpet, and the reinstallation of existing, salvaged guard railings and fascia kits.

Custom Fitting: Creation of necessary cutouts in the floor panels to properly accommodate electrical and data boxes.

Objectives/Tasks

The primary objective of this procurement is to successfully demolish the legacy flooring and install a modern, fully functional raised access floor system in the Echo Control Room. This new flooring infrastructure is required to support the facility's modernization, enabling the necessary under-floor power, data routing, and HVAC distribution for the new multi-station layout.

To achieve this objective, the contractor shall complete the following specific tasks and provide the deliverables listed below:
