Pricing Arrangement: Firm Fixed Price

1 Job

Section C - Description/Specifications/Statement of Work Naval Undersea Warfare Center, (NUWC) Keyport in Washington State has a requirement to insulate and lag an outdoor run of copper piping. The piping has recently undergone repairs, during which the old thermal insulation, thermal blankets, and weather-protective lagging were removed.

The objective of this project is to restore the thermal efficiency of the utility line, protect the piping and its electrical heat trace from environmental exposure, and achieve 100% insulation and weatherproofing coverage of the designated piping run upon project completion.

1.0 SCOPE OF WORK

The Contractor shall provide all labor, supervision, tools, equipment, materials, and incidentals necessary to perform the installation of thermal insulation and weather-protective lagging on the specified outdoor piping system.

1.1 Physical Characteristics & Site Dimensions

Piping Material & Size: Approximately 75 to 100 linear feet of 2-inch nominal (2.25-inch Outer Diameter) copper piping.

Piping Components: The run contains various inline components, including valves, joints, flanges, sensor ports, and pumps.

Active Systems: The piping is equipped with an active electrical heat trace system. The Contractor shall exercise extreme care to ensure the heat trace is not damaged, disconnected, or rendered inoperable during the installation of insulation and lagging.

Operating Parameters: The piping transports temperature-controlled water ranging from 30F to 140F.

1.2 Insulation Requirements

Insulation shall be pre-formed fiberglass or closed cell elastomeric insulation and shall have aluminum all-weather jacket over installation.

Insulation values and thickness shall be as required by the 2018 Washington State Energy Code (WSEC).

The insulation material must be rated for dual-temperature utility service (spanning 30F to 140F) to prevent condensation during cold water operations and thermal loss during warm water operations.

Insulation shall be cut, molded, and fitted cleanly around all valves, joints, flanges, sensors, and pumps to allow for thermal integrity while preserving access to maintenance items (e.g., using removable thermal blankets/covers where appropriate for valves or pumps).

1.3 Weather-Jacketing Requirements

The entire insulated piping run shall be enclosed in a lagging system for comprehensive weather and UV protection.

The final exterior dimension of the lagging system shall be approximately 5.25-inch Outer Diameter.

The lagging must be securely fastened, overlapped, and sealed (using bands, screws, and silicone sealant as appropriate) to prevent water intrusion, wind damage, and ambient moisture buildup.

2.0 CONTRACTOR PERFORMANCE STANDARDS

Completeness: The Contractor shall be responsible for ensuring that 100% of the designated piping, fittings, and components are fully insulated and lagged. No bare piping or exposed insulation shall remain upon completion.

Heat Trace Integrity: The Contractor shall verify the integrity of the heat trace system prior to beginning work and immediately upon completion. Any damage to the heat trace caused by the Contractor shall be repaired at the Contractor's expense.

Safety & Compliance: All work shall comply with local, federal, and OSHA safety standards for mechanical insulation and outdoor worksites.

3.0 PLACE OF PERFORMANCE
