Summary

This is a Request for Quotations (RFQ) for Battle Watch Support Services issued by the Navy under the SeaPort Multiple Award Contract (MAC). The solicitation uses a two-step fair opportunity evaluation process governed by FAR 16.505(b). Step One requires interested sources to submit a two-page viability determination demonstrating relevant experience and active Secret-level Facility Clearance by September 24, 2026 at 1700 EST. Step Two invites viable competitors to submit non-price (Volume I) and price (Volume II) quotations by October 12, 2026 at 1200 PM EST to John Lowney at john.c.lowney.civ@us.navy.mil.

The requirement involves providing 24/7 Shore Enterprise Operations Center (SEOC) watch-standing and operational analysis support at the Washington Navy Yard through a Firm Fixed Price contract with a base period from November 1, 2026 through October 31, 2027, plus four one-year option periods and a final six-month option. The primary deliverables include real-time alerts, daily trend analysis, monthly roll-up reports, and quarterly strategic assessments supporting situational awareness and crisis action planning. SEOC Operations Analysis Awareness Specialists must possess a minimum of five years' experience in continuous operations center watch-standing, proficiency with Microsoft Office and data visualization tools, knowledge of NIMS/ICS procedures, and a master's degree in emergency management or related field is highly desired. Government-furnished property includes workspace, computer systems with access to unclassified and classified networks, software, and building access credentials. Contractor personnel must be U.S. citizens with active Secret-level security clearances and are designated as mission essential, required to maintain continuous uninterrupted coverage regardless of weather or holidays. Travel and Other Direct Costs (ODC) will be reimbursed as Cost No Fee line items with Government-estimated amounts ($37,408.67 base for travel; $6,546.51 base for ODC). The evaluation prioritizes non-price factors over price, with Performance Approach rated more important than Past Performance, and quotes must achieve minimum "Acceptable" rating for Performance Approach and "Satisfactory Confidence" for Past Performance to be eligible for award. The incumbent contractor is CSA Global LLC (task order N00189-18-D-Z002 / N00189-26-F-W155).

GENERAL INFORMATION

1.1 Master Contract Task Order Solicitation Notice: This solicitation is a Request for Quotations (RFQ). To the extent that the terms, RFP, Offer, Proposal, and Offeror appear in the solicitation and any attachments or amendments thereto, they shall mean RFQ, Submission, Quote, and Quoter, respectively.

1.2 Extent of Competition: This solicitation is based on fair opportunity procedures, issued under the authority of FAR 16.5 to all small business prime vendors under the SeaPort MAC. All terms and conditions of the SeaPort MAC apply to this solicitation and resultant task order.

1.3 Types of Services and Performance Locations: The services in this solicitation are unclassified, noncommercial. Primary place(s) of performance will be CONUS, contractor location(s). The majority of the tasks performed under this solicitation require close coordination with the Government. Periodic travel to Government locations and facilities may be required to perform requirements gathering, testing, or similar.

1.4 Provisions and Clauses: All applicable and required provisions/clauses set forth in FAR 52.301 automatically flow down to all MASTER CONTRACT Task Orders, based on their specific contract type (e.g.

cost, fixed price etc.), statement of work, competition requirements, commercial or not commercial, and dollar value as of the date the Task Order solicitation is issued. Agency specific provisions and clauses are added as applicable.

1.5 Incumbent: This is a follow-on requirement to Professional Services (PS) Multiple Award Contract (MAC) task order # N00189-18-D-Z002 / N00189-26-F-W155. The task order was awarded to CSA Global LLC, Virginia Beach, VA 23462.

1.6 Quote Preparation: The quote submission shall clearly state and acknowledge every amendment number issued (if applicable) during the solicitation phase. This solicitation does not commit the Government to pay for the preparation and submission of a quote. The contracting officer will make an award selection using a two step solicitation and evaluation process. See Section A, 2.0. All “step 2” quotes shall remain valid for a minimum of 270 days from the solicitation closing date.

1.7 The solicitation will close at 12:00 PM (EST) on 12 October 2026.

1.8 The Government intends to award a task order resulting from this solicitation to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors in the solicitation. The evaluation of quotes will consider the non-price quote more important than the quoter’s price quote. The non-price evaluation factors are Performance Approach and Past Performance, with Performance Approach being more important than Past Performance.

1.9 Non-price quotes (Volume I) and Price quotes (Volume II) are to be sent via email to the contracting office POC listed below:

John Lowney John.C.Lowney.civ@us.navy.mil

1.10 Any inquiries regarding this solicitation should be addressed in writing via email to the POC listed above.

The last date/time to submit questions to the Government concerning this RFQ is 12:00 PM (EST) on 22 September 2026. All relevant questions will be addressed in the form of an amendment to this RFQ.

2.0 Fair Opportunity 2-Step Evaluation for Task Order Issuance - The Navy will provide interested sources a fair opportunity in accordance with FAR 16.505(b) using the procedures and evaluation factors described in this

N0018926R3109 solicitation. It is emphasized that this is a FAR 16.505 fair opportunity process intended to streamline the source selection and be minimally burdensome for both the Navy and IDIQ awardees interested in competing for this requirement. The procedures of FAR 15.3 do not apply to this source selection. While not an all-inclusive list, some examples of FAR 15.3 requirements that don't apply are the late is late rule, competitive range determinations, the FAR 15.3 rules for discussions, formal evaluation plans, and formal evaluation documentation. The contracting officer will make the source selection using the following two-step process.

2.1 Step One – Viability Determination

2.1.1 Step One Submission: Interested sources shall submit, on no more than two (2) single-sided pages, a description of their experience on prior contracts that they consider similar in size and scope to the Performance Work Statement (PWS). Font shall be "Times New Roman" with a point size of 10 or greater. Graphics, tables, headers and footers, if included, shall use a font size of 10 or greater. Interested quoters should use their judgement on how best to demonstrate through their submission that they are a viable competitor. For example, an interested quoter with relatively limited experience related to the PWS could address how it has the commitment of personnel or other contractors with more relevant experience.

In addition, interested sources shall: (1) provide verification that they possess an active Facility Clearance Level (FCL) at the Secret level at the time of Step One submission. An interested source that does not possess an active FCL at the Secret level at the time of submission will not be determined to be a viable competitor and will not be invited to submit a non-price and price quotation as part of Step Two.

2.1.2 Step One response due date: 1700 EST on 24 SEP 2026. Responses shall be submitted via email to john.c.

lowney.civ@us.navy.mil.

2.1.3 Step One Evaluation: The contracting officer will evaluate each submission and determine which interested sources are viable competitors for award in accordance with terms of the solicitation. An interested source will be determined to be viable if the experience provided in their Step One submission demonstrates the interested source's ability to provide services consistent with the requirements of the PWS. The contracting officer may communicate with an interested source, without regard to the rules of FAR 15.3 concerning competitive range determinations and discussions, if such communications will enhance the contracting officer's determination of whether the interested source is a viable competitor for award or a determination is made that an interested source cannot successfully perform the requirements of the PWS. An interested source could be determined to be nonviable because of its experience relative to other interested sources. Upon conclusion of the Government’s evaluation of Step One submissions, the contracting officer will notify those interested sources determined to be nonviable that they are eliminated from further consideration, and invite interested sources determined to be viable to submit a quote in response to Step Two.

2.2 Step Two -Submission of Quotes

2.2.1 Step Two Submissions: See Section L.

2.2.2 Step Two response due date: See block 9 of the SF33. Quotes shall be submitted via email to John Lowney at John.C.Lowney.civ@us.navy.mil.

2.2.3 Step Two Evaluation: See Section M

The deadline for questions to be submitted regarding this solicitation is 1200 on 22 SEP 2026. Any and all questions shall be submitted via email to john.c.lowney.civ@us.navy.mil.

4) Analyze cross-domain operational reporting to determine the broader impacts of ongoing events on Shore Enterprise readiness and continuity of operations.

5) Improve fleet integration and Type Commander (TYCOM) communication by integrating and translating Navy Component Commander (NCC) and TYCOM operational data into enterprise-wide trend models.

6) Establish and maintain a data architecture that supports the compilation, organization, assessment, and rapid dissemination of trend analyses generated from all available reporting methods.

7) Provide continuous 24/7 SEOC operational coverage.

8) Actively monitor unclassified and classified SEOC information systems for updates, alerts, and operational changes.

9) Screen, categorize, analyze, and format all incoming message traffic for rapid distribution.

10) Disseminate critical intelligence and situational updates in real time.

11) Support Crisis Action Team (CAT) operations, fully utilizing the C4I Suite and other available SEOC information systems.

12) Provide approved oral and written responses, as well as high-level briefings, to queries on behalf of the Government representative.

13) Execute Continuity of Operations (COOP) plans when directed.

14) Track the status of SEOC equipment and report in accordance with local policy and standard operating procedures (SOPs).

15) Follow local security procedures, comply with all regulations governing secure communications equipment (COMSEC), support Navy Information Assurance (IA) requirements, and ensure the proper handling of classified material within an open-secret secure space.
