V. Volume I: Non-Price Quote Content Requirements

This volume requires a substantive explanation of the quoter's methodology. Vague statements of compliance such as "the quoter

/contractor understands," "will comply with the performance work statement," "standard procedures will be employed," "...well known techniques will be used," and general paraphrasing of the performance work statement are considered inadequate. The Non- Price Quote must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.

Order of Importance for Non-Price Factors: The following factors are listed in descending order of importance with Performance Approach and Past Performance.

1. Performance Approach

2. Past Performance

A. Performance Approach

Quoters shall provide in detail, a performance approach that will successfully accomplish the requirements of the solicitation, including the PWS. To accomplish this, quoters shall specifically address the following significant PWS functional areas:

Task 3.1 (Task 1) - SEOC Operations Analysis Awareness Specialists

Quoters may provide any other information considered relevant to the solicitation and PWS tasks.

B. Past Performance

The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance.

Relevant past performance is performance under contracts or efforts (within the past five years) that is similar to the full scope and magnitude to that which is described in the PWS (i.e. task 3.1).

References: Submit up to two (2) of the most relevant contracts or efforts. References must indicate a clear identifier (ex. contract or task order number). Such references that do not provide this information will not be reviewed or considered.

Subcontractor References (if applicable): If subcontractor past performance is provided as part of the two (2) most relevant contracts or efforts, the subcontractor past performance will be given weight proportional to the scope and magnitude of the aspects of the work under the solicitation for which the subcontractor is proposed to perform. Therefore, the quote shall define clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. Affiliate References (if applicable):

In order to receive credit for the past performance of an affiliate, the quote must clearly demonstrate that the affiliate will be meaningfully involved in performance of the solicited contract. That is, the resources of the affiliate, (e.g., workforce, management, facilities, or other resources that demonstrably contributed to the affiliate's performance on the submitted project(s)) will be provided or relied upon by the Contractor for contract performance on the solicited requirement to an extent that warrants attribution of the affiliate's past performance to the quote.

While there may be multiple ways to demonstrate meaningful involvement, generally reach back capability to the affiliate's or common parent's resources alone does not establish meaningful involvement. The Agency will not consider an affiliate's record where that record does not bear on the likelihood of successful performance by the quoter. The quote should also describe the relationship between the quoter and the affiliate. If the quoter purchased or merged with the affiliate, the quoter should state the date of purchase/ merger and whether the affiliate's personnel and resources that were retained by the quoter after the purchase /merger. The Agency will assess the narrative to determine whether, and to what degree, to attribute the affiliate's past performance to the quoter. If the quote lacks sufficient detail to establish meaningful involvement by the affiliate, the Agency, at its discretion, may decline to consider the past performance of the affiliate in the evaluation.

Documentation: For each reference, provide a completed "Past Performance Information Form" and the corresponding Contractor Performance Assessment Reporting System (CPARS) assessment. CPARS assessments will NOT be counted toward the page limitation.

Relevance: Clearly demonstrate how the past performance is relevant to the scope and magnitude of this solicitation.

No Past Performance: Quoters possessing no relevant past performance must affirmatively state this. While not evaluated unfavorably, such a quote may be less advantageous than one with a demonstrated record of relevant performance.

VI. Volume II: Price Quote Content Requirements

The Price Quote in Volume II shall include the solicitation pricing pages completed by the quoter. The quoter shall include prices for each of the CLINs on the solicitation pricing pages and shall provide a total firm-fixed price consisting of the total of all CLINS for the period of performance. That total proposed price shall represent the quoter's firm-fixed-price for performance of all of the solicitation's requirements. In addition to the total CLIN price for labor, the quoter should provide a breakdown of level of effort and include price by labor category in the quote. A firm-fixed-price is not subject to any adjustment on the basis of the contractor's price experience in performing the contract.

The quoter shall use the following estimated prices for travel and material amounts in preparing its price quote. These estimated amounts will be used as common evaluation amounts in all quoters' quotes; the amounts specified below include no associated indirect prices. The quoter shall include the estimated travel and materials prices specified below in its price quote and load the prices appropriately with indirect prices. The estimated amounts below, plus indirect prices, as determined price realistic by the Government, will be used in the evaluation of quotes, and will be included in resultant contracts as "not-to exceed" amounts under which the quoter will be permitted to invoice its actual prices.
